<P>A measurement comparison of complex reflection coefficient has been carried out among six national metrology laboratories in coaxial system at frequencies of 50 MHz, 2 GHz, 10 GHz and 18 GHz. Three 50 Ω coaxial mismatches (voltage standing wave ratios 1.2, 1.5 and 2.0) in 7 mm connectors have been measured for their complex reflection coefficients in the magnitude and phase form. The six laboratories participated are NPL India, KRISS Korea, SCL Hong Kong, CMS ITRI Taiwan, NMC Singapore and CSIR-NML South Africa (now NMISA). The National Physical Laboratory (India) acted as the pilot laboratory for the comparison. Good agreement between the values provided by the participating laboratories has been observed: the degrees of equivalence for all the values reported, with respect to the reference value and between pairs of laboratories, are less than their associated uncertainties, at a level of confidence of 95%.</P><P>Main text.To reach the main text of this paper, click on Final Report. DISCOVERY OF AN X-RAY-EMITTING CONTACT BINARY SYSTEM 2MASS J11201034−2201340

<P>We report the detection of orbital modulation, a model solution, and the X-ray properties of a newly discovered contact binary, Two Micron All Sky Survey (2MASS) J11201034-2201340. We serendipitously found this X-ray point source outside the error ellipse when searching for possible X-ray counterparts of 7-ray millisecond pulsars among the unidentified objects detected by the Fermi Gamma-ray Space Telescope. The optical counterpart of the X-ray source (unrelated to the 7-ray source) was then identified using archival databases. The long-term Catalina Real-Time Transient Survey detected a precise signal with a period of P = 0.28876208 (56) days. A follow-up observation made by the Super Light Telescope of Lulin Observatory revealed the binary nature of the object. Utilizing archived photometric data of multi-band surveys, we construct the spectral energy distribution (SED), which is well fit by a K2V spectral template. The fitting result of the orbital profile using the Wilson Devinney code suggests that 2MASS J11201034-2201340 is a short-period A-type contact binary and the more massive component has a cool spot. The X-ray emission was first noted in observations made by Swift, and then further confirmed and characterized by an XMM-Newton observation. The X-ray spectrum can be described by a power law or thermal Bremsstrahlung. Unfortunately, we could not observe significant X-ray orbital modulation. Finally, according to the SED, this system is estimated to be 690 pc from Earth with a calculated X-ray intensity of (0.7 - 1.5) x 10(30) erg s(-1), which is in the expected range of an X-ray emitting contact binary.</P>
Mammalian Systems Biotechnology Reveals Global Cellular Adaptations in a Recombinant CHO Cell Line

Effective development of host cells for therapeutic protein production is hampered by the poor characterization of cellular transfection. Here, we employed a multi-omics-based systems biotechnology approach to elucidate the genotypic and phenotypic differences between a wild-type and recombinant antibody-producing Chinese hamster ovary (CHO) cell line. At the genomic level, we observed extensive rearrangements in specific targeted loci linked to transgene integration sites. Transcriptional re-wiring of DNA damage repair and cellular metabolism in the antibody producer, via changes in gene copy numbers, was also detected. Subsequent integration of transcriptomic data with a genome-scale metabolic model showed a substantial increase in energy metabolism in the antibody producer. Metabolomics, lipidomics, and glycomics analyses revealed an elevation in long-chain lipid species, potentially associated with protein transport and secretion requirements, and a surprising stability of N-glycosylation profiles between both cell lines. Overall, the proposed knowledge-based systems biotechnology framework can further accelerate mammalian cell-line engineering in a targeted manner.
Challenges to Personal Data Protection in Cloud Computing

Although cloud computing technology is at its early stage, it has already transformed our ways of life and has ushered in a wave of new challenges to IT companies and law makers. With this technology, we can access information and be connected with others almost anywhere, any time with Internet connection at much lower cost. The business potential is huge with a forecast of more than US70 billion by 2015. Yet the challenges posed by cloud computing to personal data protection and security are also unprecedented. When our personal data is in remote servers, we may lose control easily, especially when so often, we do not know how, where, by whom our personal data is being processed, not to mention which jurisdictional law should apply. This article focuses on how personal data protection has evolved (1) in the sharing of roles and responsibilities between service providers and data users, with illustrations on the problems of security; and (2) in the particular context of transborder data flow. The meaning of cloud computing and its various deployment models, entailing different personal data concerns will also be explained. Fully aware that legal regulation cannot catch up with technological advancement, this article argues that a co-regulatory regime that requires and enables personal data protection, implementation and compensation at industry, corporate and individual levels is the way to move forward.

클라우드 컴퓨팅 기술은 발전 초기 단계에 있음에도 불구하고 이미 우리 삶의 방식을 변화시켰고, IT 기업들과 입법자들에게 새로운 도전의 물결을 몰고 왔다. 클라우드 컴퓨팅 기술을 통해 우리는 사실상 인터넷 접속만 가능하다면 시간과 공간의 구애를 거의 받지 않고 저렴한 비용으로 정보를 열람할 수 있으며, 다른 사람들과의 소통이 가능하다. 사업의 잠재력도 엄청나서 2015년에 이르면 700억 달러를 초과할 것이라는 전망이다. 그러나 클라우드 컴퓨팅이 개인정보의 보호와 보안에 제기하는 도전 또한 전례를 찾아볼 수 없다. 우리의 개인 정보가 외딴 서버에 저장되어 있다면, 우리는 쉽게 통제권을 잃을 수 있는데, 특히 우리는 어떻게, 어디서, 누가 우리의 개인정보를 처리하고 있는지 알지 못하며, 어느 관할의 법이 적용되는 지 여부는 말할 나위도 없다. 이 글에서는 개인정보 보호의 발전 과정을 (1) 보안 문제의 실례를 가지고 서비스제공사업자와 정보이용자 간의 역할과 책임 공유라는 맥락과 (2) 국가간 정보의 이동이라는 구체적인 맥락에서 살펴본다. 이와 더불어 클라우드 컴퓨팅의 의미와 이 기술을 효율적으로 구현하는 다양한 모델, 및 거기에 내포된 각양의 개인정보 관련 문제를 논의할 것이다. 법적 규제가 기술의 진보를 따라잡을 수 없다는 사실에 대한 충분한 인식을 바탕으로, 이 글에서는 산업과 기업 및 개인적 차원에서 개인정보 보호와 실행 및 보상을 요구하고 가능하게 하는 협동규제 체제가 앞으로 나아가게 하는 길임을 주장할 것이다.
Dynamics of HSPC Repopulation in Nonhuman Primates Revealed by a Decade-Long Clonal-Tracking Study

In mice, clonal tracking of hematopoietic stem cells (HSCs) has revealed variations in repopulation characteristics. However, it is unclear whether similar properties apply in primates. Here, we examined this issue through tracking of thousands of hematopoietic stem and progenitor cells (HSPCs) in rhesus macaques for up to 12 years. Approximately half of the clones analyzed contributed to long-term repopulation (over 3-10 years), arising in sequential groups and likely representing self-renewing HSCs. The remainder contributed primarily for the first year. The long-lived clones could be further subdivided into functional groups contributing primarily to myeloid, lymphoid, or both myeloid and lymphoid lineages. Over time, the 4%-10% of clones with robust dual lineage contribution predominated in repopulation. HSPCs expressing a CCR5 shRNA transgene behaved similarly to controls. Our study therefore documents HSPC behavior in a clinically relevant model over a long time frame and provides a substantial system-level data set that is a reference point for future work.
