        Managing Security in ASEAN-China Relations Liberal Peace of Hegemonic Stability

        The management of security and ultimately order building in ASEAN-China relations is loosely embedded in a declaratory process of community-formation. While this process has generated generally beneficial soft institutions in economic and other policy areas, the current state of relative regional peace is primarily attributable to China’s emerging role as a hegemonic stabilizer. The PRC increasingly sets the rules and organizes a growing network of security-relevant relationships in both traditional and non-traditional security fields. Just as in the cases of Pax Britannica and Pax Americana, the up-and-coming Pax Sinica is characterized by the creation and enforcement of rules that are profitable to the dominant state at the center of the security order. At the same time the policies of China as a hegemonic power on the horizon also bring security benefits to the states in its zone of influence.

        Evaluating investments in portability and interoperability between software service platforms

        <P><B>Abstract</B></P> <P>Within a closed ecosystem, end-users cannot interoperate with other platforms or port their software and data easily without a cost for interface integration or data re-formatting. The customers of these closed software service platforms are locked-in. Potential customers, who are aware of this lock-in issue, are hesitant to adopt a closed software service platform, slowing down the wide deployment of the software service platform. This paper applies an economic perspective to investigate the value creation for providers and users at different levels of interoperability. For the analysis, a value creation model for software service platforms within a software service ecosystem has been developed. Simulations of the value creation model show that, even if investments in interoperability and portability are aimed at addressing user requirements, their impact also drives the providers’ profitability. Furthermore, emerging providers require investing more than market leading providers, as they have less power to set de facto standards. The simulation results also show that there is an optimal level of investments, with respect to profit and return on investments. Overall, from these results, platform providers cannot only obtain an understanding on how investments in interoperability and portability impact cost, enable cost-effective service integration, and create value, but also design new strategies for optimizing investments.</P> <P><B>Highlights</B></P> <P> <UL> <LI> Design of a model for analyzing portability and interoperability of software service platforms. </LI> <LI> Simulation of the impact of interoperability and portability on provider revenue and user utility. </LI> <LI> Design of a method for evaluating investments in interoperability and portability of platforms. </LI> </UL> </P>

        Impact of pricing schemes on a market for Software-as-a-Service and perpetual software

        <P><B>Abstract</B></P><P>In this paper, we present an agent-based simulation system that allows modeling the interactions between software buyers and vendors in a software market. The market offers Software-as-a-Service (SaaS) and perpetual software (PS) licenses under different pricing schemes. Four dynamic pricing schemes are analyzed: derivative-follower pricing, demand-driven pricing, skimming pricing, and penetration pricing. Customer (buyer) agents respond to these prices by selecting the most appropriate software license scheme based on four criteria using the Analytic Hierarchy Process (AHP) decision support mechanism. The four decision criteria relate to finance, software capability, organization, and vendor. The simulation results show that the demand-driven pricing scheme is the most effective method but hard to implement since it requires perfect knowledge about market conditions. As an alternative, penetration pricing and skimming pricing could be used. In addition to this, it can be stated that SaaS is most attractive for small enterprises while PS is attractive for large enterprises.</P> <P><B>Highlights</B></P><P>► Agent-based simulation of interactions between software buyers and vendors is used. ► We compare derivative-follower, demand-driven, penetration, and skimming pricing. ► Demand-driven pricing is the most effective pricing but difficult to implement. ► Penetration and skimming pricing are good alternatives to demand-driven pricing. ► SaaS is attractive to SMEs while perpetual software is attractive to large firms.</P>

        <P>Sensors are devices or systems able to detect, measure and convert magnitudes from any domain to an electrical one. Using light as a probe for optical sensing is one of the most efficient approaches for this purpose. The history of optical sensing using some methods based on absorbance, emissive and florescence properties date back to the 16th century. The field of optical sensors evolved during the following centuries, but it did not achieve maturity until the demonstration of the first laser in 1960. The unique properties of laser light become particularly important in the case of laser-based sensors, whose operation is entirely based upon the direct detection of laser light itself, without relying on any additional mediating device. However, compared with freely propagating light beams, artificially engineered optical fields are in increasing demand for probing samples with very small sizes and/or weak light−matter interaction. Optical fiber sensors constitute a subarea of optical sensors in which fiber technologies are employed. Different types of specialty and photonic crystal fibers provide improved performance and novel sensing concepts. Actually, structurization with wavelength or subwavelength feature size appears as the most efficient way to enhance sensor sensitivity and its detection limit. This leads to the area of micro- and nano-engineered optical sensors. It is expected that the combination of better fabrication techniques and new physical effects may open new and fascinating opportunities in this area. This roadmap on optical sensors addresses different technologies and application areas of the field. Fourteen contributions authored by experts from both industry and academia provide insights into the current state-of-the-art and the challenges faced by researchers currently. Two sections of this paper provide an overview of laser-based and frequency comb-based sensors. Three sections address the area of optical fiber sensors, encompassing both conventional, specialty and photonic crystal fibers. Several other sections are dedicated to micro- and nano-engineered sensors, including whispering-gallery mode and plasmonic sensors. The uses of optical sensors in chemical, biological and biomedical areas are described in other sections. Different approaches required to satisfy applications at visible, infrared and THz spectral regions are also discussed. Advances in science and technology required to meet challenges faced in each of these areas are addressed, together with suggestions on how the field could evolve in the near future.</P>
