The Leading Roles of Japan, Korea and China in East Asia : Economic Cooperation and Political Rivalry

Ichimura, Shinichi 현대일본학회 1998 日本硏究論叢 Vol.10 No.-

The central problem facing Northeast Asia in the 21st Century is how to simultaneously achieve two targets: economic prosperity and political stability. Economic prosperity requires the competitive cooperation among all the East Asian countries and areas. But the national security interests of Insular and Peninsula (to be abbreviated as Insular below) East Asian nations like Japan, Korea, Taiwan and almost all ASEAN member countries are so fundamentally different from those of Continental Asian Nations: Mainland China, India and Russia that political rivalry between Insular East Asian countries and Continental countries is almost unavoidable. Clearly the steadfast prosperity of strong and united China will be a threat to neighboring countries. Nevertheless, the economic interests of coastal provinces in China are very closely like with those of Insular East Asian economies. The most fundamental problem assigned to Japan, Korea and China are, therefore, how to steer their courses between the contradictory traction of political requirements and economic interests. Besides, there are a number of politically unsettled issues in East Asia such as the Korean peninsula issue, Taiwan-China problem, and several territorial issues. The role of Japan and Korea will be not only to lead the economic prosperity of this region but also to resolve those problems while keeping the balance of political power between Insular and Continental Asia. Japan is moving very slow to find its own proper course of cooperating primarily with Insular Asian countries, while keeping the good relations with Continental Asian countries. Korea will be united in one way or another some time in the twenty first Century. This will produce a large influential country between China and Japan, which forms a front line between Insular and Continental Asia. Korean could contribute a great deal to the development of East Asian countries as one of leading newly industrializing economies, but the political role would be more important for Korea to play, because the geopolitical position of Korea seems to be critical for the balance between Japan, China and Russia. The Korean choice of political course will be crucial for the balance of power in Northeast Asia. How to achieve national solidarity required in such delicate conditions would be the most difficult political problem for Korea. China at the moment is under the conditions of Political Uncertainty as well as economic prosperity. The pace of Chinese economic growth, however, will not last as long as the World Bank and the IMF reports have predicted, as the Japanese economy has experienced in the 60's(11%), the 70's(6.5%), the 80's(4%) and the 90's(2%). The Chinese government will have to allocate increasingly more resources to the social and regional equality and thereby alleviate the social unrest in the country. It remains to be seen whether China moves more inwardly to solidify the national unification or outwardly to divert the peoples dissatisfaction to international problems. Under the conceivable conditions of no good leadership in US politics, the only course recommendable is to try to keep the balance between all the groups concerned and do not commit too much in any direction, particularly between Continental and Insular Asia. What this amounts to is to put more emphasis in economic cooperation and political relations on the part of Insular Asia.

East Asia in the Twenty - First Century : Economic Cooperation and Political Rivalry

Ichimura, Shinichi Institute for International Trade and Cooperation 1997 Asian International Studies Review Vol.1 No.1

The article focuses on trade, investment, financial transactions, migration and other economic and political relations between China and other East Asian countries, which are reclassified as continental and insular Asia. Although there is great political and economic uncertainty in East Asia toward the end of this century and in the next millenium, a few trends are observable: 1) slower growth and the rise of domestic dissatisfaction, 2) unequal income distribution and regional disparity, 3) liberal trade and investment, 4) competitive cooperation in East Asia without regional integration, 5) urban growth centers and sup-regional development, and 6) the need for regional balance in foreign direct investment. The balance of power between insular Asia and continental Asia, particularly China, may be maintained via good understanding among Asian nations about the relations among economic development, political stability, and security. Finally, Japan's efforts for security and regional political stability can be achieved through maintaining trust in bilateral alliance with the United States, Russia, China, and other Asia countries, improving mutual trust among insular Asian nations by confidence-building steps, especially with China and Korea, and achieving arms control or arms reduction by mutual dialogue to reduce tension in East Asia.

      • Measurement of the so-called“Nasal Valve”in Japanese Subjects

Keiichi Ichimura,Tetsuo Ishizuka 대한비과학회 1997 Journal of rhinology Vol.4 No.1

Because Mongoloids have been considered to have a wider nasal valve angle than Caucasians, fewer Japanese patients experiencenasal obstruction due to stenotic nasal valve. However, there have been no studies measuring the nasal valve angle ofMongoloids. Accordingly, one aim of this study is to measure the nasal valve angle in Japanese subjects and obtain its standardvalue. Another aim is to measure the cross-sectional area at the nasal valve area. One hundred and sixteen healthy adult Japanesevolunteers showing no symptoms or histories of nasal disease participated in this study. Each subject’s nose was scanned,by endoscopy, and images of the subjects’ nasal valve area were recorded using a video camera. The nasal valve angle was measuredin video-printed photographs. Acoustic rhinometry was performed in each case. The subject’s mean nasal valve anglewas 28.9±6.3 degree, ranging from 16 to 45. The mean cross-sectional area at the I-notch was 0.95±0.16 cm2 . No relationshipwas found between the nasal valve angle and the cross-sectional area around the valve.

Recent Breakthroughs in Postharvest Physiology Research and Cut Flower Handling in Japan

        Kazuo Ichimura,Tetsuya Yamada,Hiroko Shimizu-Yumoto 한국원예학회 2009 Horticulture, Environment, and Biotechnology Vol.50 No.6

Senescence of flower petals has been reported to be controlled by genetically programmed cell death (PCD). Based on nuclear morphology and DNA degradation, which are parameters of PCD, we can categorize petal senescence for six plants into three types. In all plants, except for Prunus yedoensis, marked DNA degradation was observed during petal senescence. In morning glory, petunia and Argyranthemum frutescens, nuclear fragmentation occurred during PCD. In contrast, chromatin fragmentation in the nuclei was observed in carnation and snapdragon flowers. However, nuclear or chromatin fragmentation was not observed in P. yedoensis. In carnation flowers, PCD associated with petal senescence was shown to be highly regulated by ethylene. Wet transport is better than dry transport for maintaining the freshness of cut flowers, but the vase life of cut flowers is not markedly longer for wet transport than dry transport. Treatment with sucrose plus antimicrobial compounds before shipping and during wet transport extended vase life of rose flowers. This treatment was shown to be effective in extending vase life in practice for the transport of cut roses from Hokkaido and Chiba Prefecture to markets in Tokyo. Pulse treatment with silver thiosulfate complex (STS), an inhibitor of ethylene action, in combination with sucrose before shipping are followed by treatment with sucrose plus antimicrobial compounds during wet transport, extended the vase life of cut Eustoma, Delphinium and snapdragon flowers. This treatment was also confirmed to be effective in practice.

      • Performance Evaluation of a Beach Cleaning Robot “Hirottaro 3” in an ActualWorking Environment

Tomoyasu Ichimura,Shin-ichi Nakajima 제어로봇시스템학회 2018 제어로봇시스템학회 국제학술대회 논문집 Vol.2018 No.10

We have been developing a compact beach cleaning robot ”Hirottaro 3”. In order to collect small refuse effectively on a sandy surface, the robot was equipped with a mechanism that collected items as if humans clean a floor with a broom and dustpan. Furthermore, the robot was capable of traveling autonomously on the sandy beach that had insufficient natural landmarks by self-localization using poles and a scanning range finder. This paper reports the performance evaluation of refuse collection and autonomous navigation on the sandy beach.

      • Influence of Wheel–Terrain Contact Point Information Errors on the Accuracy of Three-Dimensional Space Odometry Using Tactile Wheels and Gyros

Tomoyasu Ichimura,Woong Choi 제어로봇시스템학회 2017 제어로봇시스템학회 국제학술대회 논문집 Vol.2017 No.10

A three-dimensional space odometry (3D-odometry) method that combines odometer data with gyroscope data is developed for self-localization of mobile robots on uneven terrains. However, the method incurred accumulated errors due to the lack of terrain information. In our previous study, we proposed a new 3D-odometry to increase the accuracy of the method. The improved 3D-odometry utilized wheel–terrain contact point information, which was detected by tactile wheels. Therefore, the accuracy of this method relied on the accuracy of the wheel–terrain contact point information. In this paper, the influence of errors of wheel–terrain contact point information was investigated by utilizing a selflocalization simulation of a bike robot traveling on uneven terrain.
