Peruvian Prison Reforms and the Covid-19 Outbreak

The Peruvian State guarantees inmates the right to adequately equipped imprisonment facilities, and the prison regime’s aims to re-educate, rehabilitate, and reintegrate inmates have been a recognized part of the Constitution of 1993. Peruvian Prison reforms, however, have experienced challenges in their efforts to enact and enforce these constitutional provisions. This research explores the Peruvian Prison System as a complex adaptive system to better understand the non- predictable outcomes of efforts by the Governmental Authorities to improve prisons, and considers how such a system has influenced prison reforms in light of the limited capacity of the Peruvian state. Employing the Complexity Theory to analyze prison reforms enacted between 2011 and 2016, as well as the ones during the Covid-19 outbreak in 2020, we observe that the regulatory capacity has prevailed in prison reforms despite the political context, but met with challenges in areas of analytical, coordination and deliver capacity in the Prison System as a complex adaptive system, due to the limited capacity of the Peruvian state.

This paper investigates the use of conventional operational modal analysis (OMA) techniques for modal parameters identification of a rotating system supported by roller bearings. Although largely applied in civil engineering, in-depth studies on different types of systems are still limited in the literature. The novel of the paper is to address such issue by applying conventional OMA methods, such as enhanced frequency domain decomposition (EFDD) and stochastic subspace identification (SSI-data), to identify the modal parameters of a rotating machine, investigating the challenging particularities of these systems due to their inherent operating conditions, especially regarding the presence of harmonic forces, eventually closed-spaced modes, and non-proportional damping due to the bearings. The results presented in the experimental tests showed that, with the use of specific tools, in comparison with traditional experimental modal analysis (EMA), the used OMA methods have managed to successfully identify the modal parameters of a roller bearing supported rotor.

Fractional kinetic equations are investigated in order to describe the various phenomena governed by anomalous reaction in dynamical systems with chaotic motion. Many authors have provided solutions of various families of fractional kinetic equations involving special functions. Here, in this paper, we aim at presenting solutions of certain general families of fractional kinetic equations using Prabhakar-type operators. The idea of present paper is motivated by Tomovski et al. [21].

Objective New-onset postpartum preeclampsia is a poorly defined condition that accounts for a significant percentage of eclampsia cases. It is unclear whether new-onset postpartum preeclampsia is a different disorder from or belongs to the same spectrum of classic antepartum preeclampsia. The objective of this study was to compare the clinical presentation and pregnancy outcomes of antepartum preeclampsia and new-onset postpartum preeclampsia. Methods A retrospective study including 92 patients with antepartum preeclampsia and 92 patients with new-onset postpartum preeclampsia was performed. Clinical presentation and pregnancy outcomes were compared. Chi-square test was used to analyze categorical variables, and independent t-test and Mann-Whitney U-test for numerical variables. P-values of <0.05 were used to indicate statistical signifi cance. Results Patients with antepartum preeclampsia and new-onset postpartum preeclampsia differ significantly in profile, symptoms at presentation, laboratory markers and pregnancy outcomes. Conclusion New-onset postpartum preeclampsia has a distinct patient profile and clinical presentation than antepartum preeclampsia, suggesting they may represent different disorders. Characterization of a patient profile with increased risk of developing this condition will help clinicians to identify patients at risk and provide early and targeted interventions to decrease the morbidity associated with this condition.

Resumen. Se estudia el régimen autoritario imperante en Chile luego del golpe de Estado de 1973, centrándose en su estructura político institucional. Al respecto, se aborda una problemática en discusión a nivel académico: la naturaleza personalizada o colegiada de la conducción del régimen y su relación con el proceso de institucionalización que lo caracteriza, que comprendió la aprobación electoral de la Constitución de 1980. Se consideran críticamente los aportes de autores con perspectivas enfrentadas, con la intención de avanzar en la conformación de una conceptualización comprehensiva. El régimen contó con una conformación original colegiada por parte de las “Fuerzas de Defensa Nacional”, pero prontamente, en un proceso paralelo a la ampliación de sus objetivos rectores, quedó sujeto a los vaivenes de una puja entre dos fuerzas: Pinochet emprendió un esfuerzo por concentrar y personalizar la conducción, mientras que los mandos de los restantes cuerpos buscaron preservar cuanto fuera posible la conformación plural original, desarrollando mecanismos de distribución de poder que les permitieran ejercer cierto control sobre la toma de decisiones. La resolución progresiva de esta puja estuvo, a su vez, estrechamente vinculada con el proceso de institucionalización, resultando en una estructura compleja que fue consolidada en la Constitución de 1980. Abstract. This paper examines the institutional and political structure of the Chilean military regime (1973-1990), with particular focus on an issue still under discussion within the academic community: the personalized or collegial nature of its decision-making and its relationship with the institutionalization process which involved the electoral approval of the 1980 Constitution.
