        Mining Critical Metals and Elements from Seawater: Opportunities and Challenges

        <P>The availability and sustainable supply of technology metals and valuable elements is critical to the global economy. There is a growing realization that the development and deployment of the clean energy technologies and sustainable products and manufacturing industries of the 21st century will require large amounts of critical metals and valuable elements including rare-earth elements (REEs), platinum group metals (PGMs), lithium, copper, cobalt, silver, and gold. Advances in industrial ecology, water purification, and resource recovery have established that seawater is an important and largely untapped source of technology metals and valuable elements. This feature article discusses the opportunities and challenges of mining critical metals and elements from seawater.         Toxicological Studies of Hydroethanolic Leaf Extract of Launaea taraxacifolia (Willd) Amin Ex C. Jeffrey on Wistar Rats

        Launaea taraxacifolia (Asteraceae) is a widely used vegetable in West Africa. It is used in traditional healing of many diseases such as hypertension, anemia, diabetes, and bleeding. The aim of this study is to investigate the cytotoxicity and the acute and subacute (28 days) oral toxicity of L. taraxacifolia hydroethanolic leaves extract on male Wistar rats. The LC50 values of L. taraxacifolia on brine shrimp were 0.142 ± 0.11 mg/mL. The limit test dose of 5000 mg/kg did not provoke death or toxicity signs in the rats tested during the observation period. For 28 days subacute toxicity at 500 and 1000 mg/kg body weight, no signs of toxicity or mortality were observed during the experiment. There was no significant difference between the treated groups and the control group concerning the body and the relative organs weight (P > .05). Results of biochemical and hematological parameters did not show any treatment-related abnormalities. According to our results, the hydroethanolic extract of L. taraxacifolia leaves, at 500 and 1000 mg/kg body weight, is safe when administrated to male Wistar rats for 28 days.

        Public Spending and Real Exchange Rate Instabilities and Growth in Africa : Evidence from Panel Data

        The paper investigates the causes of Africa’s poor growth performance. It therefore focuses on the strand of literature that highlights the role of policy instability and uses the dependent economy model as the main theoretical framework. Results from the empirical work indicate that public spending instability increases real exchange rate instability, which in turn exerts a negative impact on both investment and total factor productivity. Further, the empirical investigation suggests partially that real exchange rate appreciation contributes to the decline of sectors with important positive externalities, thereby leading to persistent productivity losses and weak economic growth.

        The Environmental Kuznets Curve in a Public Spending Model of Economic Growth

        This paper theoretically analyzes the dynamics of economic growth and the environmental Kuznets curve. This curve states an inverse U-relationship between pollution and income. The presented model specifically shows how a dynamic environmental Kuznets curve can emerge by introducing pollution and abatement technology in a public spending model of endogenous economic growth. We also derive the turning point in function of the parameters of the model. The numerical section demonstrates that when taxes are below some threshold, the turning point decreases with taxes but it increases when taxes are above the threshold point given some explanations about an N-shaped Kuznets curve. Additionally, the simulations demonstrate that taxes reduce the level of pollution by pulling down the environmental Kuznets curve. Lastly the numerical exercises highlight that the pollution level of the social planner problem is less than that of the representative agent.

        Thanks to their competitive price, store brands have important opportunities in emerging countries where customers have greater experience with modern retail products. However, less research has been devoted to the effect of store brand price while it is well known that price image is a critical factor that drives purchase behavior. The aim of this research is to understand how store brand price image factors (relative price, perceived benefit and perceived value) and perceived risk dimensions (functional and financial) affect attitude toward store brands in Colombia. Store brand relative price, store brand perceived benefit and store brand perceived value affect significantly attitude toward store brands in the Colombian context. However, neither store brand perceived functional risk, not store brand perceived financial risk affect attitude toward store brands. These results highlight the specificity of Colombia among emerging countries and have both theoretical and managerial implications.

        Profile of chronic and aggressive periodontitis among Senegalese

        Purpose: To describe the profile of chronic and aggressive periodontitis among Senegalese (West Africans) attending the Institute of Dentistry of Dakar. Methods: A retrospective study was conducted with an inclusion period running from 2001 to 2008. The sample included 413 chronic periodontitis and 151 aggressive periodontitis cases, among them 299 males and 265 females selected from 2,274 records. A Student's independent t-test or Pearson chi-squared test was used for data analysis. Results: The proportion of females with aggressive periodontitis was significantly higher than those with chronic periodontitis (64.9% vs. 40.4%, P<0.001). The aggressive periodontitis patients had an average age of $28.1{\pm}8.9$ years, and had lost less than 3 teeth. Less than a third of them reported using a toothbrush. Attachment loss was as high as 8 mm and severe lesions had spread to an average of 12 teeth with maximum alveolar bone loss up to 80%. The chronic periodontitis patients had an average age of $44.9{\pm}14.0$ and had lost on average less than 3 teeth. Nearly 75% used a toothbrush. Attachment loss was significantly higher and lesions were more extensive in the aggressive periodontitis. Chronic periodontitis is associated with risk factors such as smoking or diabetes mellitus in 12.8% versus 0.7% in aggressive periodontitis (P<0.001). Differences between the two groups for most clinical and radiographic parameters were statistically significant. Conclusions: The profile of aggressive periodontist is characterized by more severe lesions than chronic periodontitis, whereas tooth loss experience is similar in both forms.

        This paper describes an active fault-tolerant control system for an induction motor drive that propels an Electrical Vehicle(EV) or a Hybrid one(HEV). The proposed system adaptively reorganizes itself in the event of sensor loss or sensor recovery to sustain the best control performance given the complement of remaining sensors. Moreover, the developed system takes into account the controller transition smoothness in terms of speed and torque transients. In this paper which is the sequel of (Diallo et al., 2004), we propose to introduce more advanced and intelligent control techniques to improve the global performance of the fault-tolerant drive for automotive applications(e.g. EVs or HEVs). In fact, two control techniques are chosen to illustrate the consistency of the proposed approach: sliding mode for encoder-based control; and fuzzy logics for sensorless control. Moreover, the system control reorganization is now managed by a fuzzy decision system to improve the transitions smoothness. Simulations tests, in terms of speed and torque responses, have been carried out on a 4-kW induction motor drive to evaluate the consistency and the performance of the proposed fault-tolerant control approach.
