This essay focuses on an evaluation of current trends and policy contingencies in Northeast Asian international politics, with a particular concern for the people and governance of Korea. The scope of the essay is relatively large-scale and longterm, so that policies and prospects can be comparatively discussed and evaluated in a framework that acknowledges their significance for the Korean people. Several themes recur throughout: the need for leadership with vision and purpose, the need for better integration of social-psychological principles into foreign policy decision making analysis, and the use of new decision-aiding technologies coupled with deep historical knowledge. In reviewing recent policies and trends for this essay, as well as some of the voluminous analytic literature on the politics of this region, it struck me that such considerations were often only implicit in the arguments made for various policies and trends. Thus, a secondary purpose to this essay is to make a small effort at striking something of balance between these more enduring themes and analysis of specific, Northeast Asia present policy exigencies. Each theme is developed in terms of contemporary theory, current history, and policy. Among those examined are “offensive realism,” “power transitions,” and “hawk engagement” in the context of economic, financial and military systems’ globalization. Future Challenges for Nuclear Data Research in Fission

I describe some high priority research areas in nuclear fission, where applications in nuclear reactor technologies and in modeling criticality in general are demanding higher accuracies in our databases. We focus on fission cross sections, fission neutron spectra, and fission product data.
Intracortical brain-computer interfaces in primates: a review and outlook

Brain-computer interfaces (BCI) translate brain signals into artificial output to restore or replace natural central nervous system (CNS) functions. Multiple processes, including sensorimotor integration, decision-making, motor planning, execution, and updating, are involved in any movement. For example, a BCI may be better able to restore naturalistic motor behaviors if it uses signals from multiple brain areas and decodes natural behaviors’ cognitive and motor aspects. This review provides an overview of the preliminary information necessary to plan a BCI project focusing on intracortical implants in primates. Since the brain structure and areas of non-human primates (NHP) are similar to humans, exploring the result of NHP studies will eventually benefit human BCI studies. The different types of BCI systems based on the target cortical area, types of signals, and decoding methods will be discussed. In addition, various successful state-of-the-art cases will be reviewed in more detail, focusing on the general algorithm followed in the real-time system. Finally, an outlook for improving the current BCI research studies will be debated.

<P>This review describes the climate change-induced responses of the tropical atmospheric circulation and their impacts on the hydrological cycle. We depict the theoretically predicted changes and diagnose physical mechanisms for observational and model-projected trends in large-scale and regional climate. The tropical circulation slows down with moisture and stratification changes, connecting to a poleward expansion of the Hadley cells and a shift of the intertropical convergence zone. Redistributions of regional precipitation consist of thermodynamic and dynamical components, including a strong offset between moisture increase and circulation weakening throughout the tropics. This allows other dynamical processes to dominate local circulation changes, such as a surface warming pattern effect over oceans and multiple mechanisms over land. To improve reliability in climate projections, more fundamental understandings of pattern formation, circulation change, and the balance of various processes redistributing land rainfall are suggested to be important.</P>

Over the last twenty years, farmers in Western Australia have begun to change land management practices to minimise the effects of salinity to agricultural land. A farm plan is often used as a guide to implement changes. Most plans are based on minimal data and an understanding of only surface water flow. Thus farm plans do not effectively address the processes that lead to land salinisation. A project at Broomehill in the south-west of Western Australia applied an approach using a large suite of geospatial data that measured surface and subsurface characteristics of the regolith. In addition, other data were acquired, such as information about the climate and the agricultural history. Fundamental to the approach was the collection of airborne geophysical data over the study area. This included radiometric data reflecting soils, magnetic data reflecting bedrock geology, and SALTMAP electromagnetic data reflecting regolith thickness and conductivity. When interpreted, these datasets added paddock-scale information of geology and hydrogeology to the other datasets, in order to make on-farm and in-paddock decisions relating directly to the mechanisms driving the salinising process. The location and design of surface-water management structures such as grade banks and seepage interceptor banks was significantly influenced by the information derived from the airborne geophysical data. To evaluate the effectiveness ofthis planning., one whole-farm plan has been monitored by the Department of Agriculture and the farmer since 1996. The implemented plan shows a positive cost-benefit ratio, and the farm is now in the top 5% of farms in its regional productivity benchmarking group. The main influence of the airborne geophysical data on the farm plan was on the location of earthworks and revegetation proposals. There had to be a hydrological or hydrogeological justification, based on the site-specific data, for any infrastructure proposal. This approach reduced the spatial density of proposed works compared to other farm plans not guided by site-specific hydrogeological information.
