      • Risk Management Software Utilization in the Singapore Construction Industry: Evaluation and Improvement

        Risk management is popularly and widely used in various industries to handle uncertainty that can negatively affect their businesses. While in the current Information-Technology oriented age, software packages are designed to assist in carrying out risk management processes, the construction industry does not seem to have software that is tuned to its specific characteristics and processes. Therefore, this study first explores the types of software that are commonly used for risk management in the Singapore construction industry. Also, using one-sample t-test, it is tested if the software programs used in the construction industry have effectively catered the needs of the users. For the analysis, a survey questionnaire was developed and the representatives from 34 companies participated in the survey. Furthermore, this study also makes use of the current risk management framework defined in ISO31000 to design a risk management software algorithm that can suit the needs for the Singapore construction industry. The results from this study will contribute to identifying strategic areas, in terms of use of risk management software, on which the industry needs to focus, ultimately enhancing their performance of risk management.

        Safety in Green Building Construction Projects in Singapore: Performance, Critical Issues, and Improvement Solutions

        The green buildings have achieved a rapid development recently with the surge in global interest in sustainable development. However, the emphasis placed on the issue of safety in green building construction projects remains minimal. This study aims to conduct an investigation and comparison of safety performance and critical safety issues between green and conventional building construction projects in Singapore, and to propose a series of feasible solutions to improve the safety performance in green building construction projects. To achieve these objectives, a questionnaire survey was conducted, and data collected from 30 construction companies were analyzed. The analysis results showed that the accident rate in green building construction projects was higher than that in conventional building construction projects. The results also indicated that, although the two types of projects shared the same top ten critical safety issues, six critical safety issues, namely, “exposure to hazardous substances”, “inhalation”, “moving/handling heavy loads”, “respiratory failure”, “being struck against manually operated tools”, and “being struck by falling objects”, were perceived differently between green and conventional building construction projects. This study also recommended a set of specific solutions to improve safety performance in green building construction projects, based on the feedback collected from the questionnaire survey.

        Quantitative Analysis of Magnitude of Rework by Project Types and Sources of Rework

        Rework in the construction industry can adversely affect project cost and schedule performance. Based on direct rework costs recorded on 359 construction projects, this paper presents an assessment of the magnitude of rework by various types of projects and sources of rework. The results from this paper establish that on average 4.5% and 2.5% of actual construction costs were spent on rework for owner and contractor projects, respectively. Furthermore, this paper determines that the direct rework costs differ by project types and sources of rework. Finally, it permits the development of rework reduction initiatives. By quantifying and recognizing the different magnitude of rework, the industry can be aware of the waste from rework and develop effective plans for managing rework, ultimately improving project cost performance.

        Identifying the Relationship between Total Quality Management and Sustainable Competitive Advantage from the Construction Industry Perspective

        While it Is well-known that Total duality Management (TQM) can generate and sustain competitive advantage, its process and components have not been clearly identified for the construction industry. This paper aims first to enhance the understanding of TQM Content and Process. Then, drawing various seminal works on TQM and an application of market-based and resource-based theory, a consolidated model identifying the relationship among TQM principles and gaining a sustainable competitive advantage is proposed. Finally, the influence of TQM on sustainable competitive advantage of construction organizations is discussed, thereby interpreting the proposed model. Recognition of TQM's influence will be a starting point, enabling the construction industry to sustain their competitive advantage in the highly competitive global construction market.

      • FEASIBILITY ANALYSIS MODEL FOR DEVELOPER-PROPOSED HOUSING PROJECTS IN THE REPUBLIC OF KOREA

        <P>The current construction industry recession in the republic of Korea has caused many construction companies to promote their own housing development projects. However, developers are still proposing many housing projects. While many studies on feasibility analysis for housing projects have been released, the focus was on economic feasibility, and factors related to developers have not been identified clearly enough to be used in practice. A feasibility analysis model is developed for apartment development projects in Korea to help main contractors make sound decisions on projects proposed by developers. To establish the model, 31 driving factors behind projects’ success, in seven categories, were identified through several meetings with experts and surveys. Factors such as ‘developer’, ‘method of raising funds’ and ‘method of contract’, which were considered less important in previous studies, were included in the model. Criteria for each factor were also developed to assess the factors quantitatively. Then, each factor was assigned a weight by applying the Analytic Hierarchy Process. ‘Salability’, ‘economic feasibility’, ‘site location’ and ‘method of raising funds’ have relatively high weights. Finally, based on a Monte Carlo simulation, a feasibility analysis model was established, providing a probability distribution of each project's grade. The model was applied to 12 housing projects constructed in Busan (seven successful projects and five abandoned projects) to verify its reliability. The application results showed that the model properly filtered projects that are unlikely to be profitable, indicating that it is reasonably reliable. Our model could thus be a useful tool for contractors, especially those with limited experience in analyzing project development feasibility.</P>

        Developing the Framework of Tacit Knowledge Externalization in International Construction Projects

        Although tacit knowledge management has gained increasing attention in international construction projects, little effort has been devoted to the externalization of tacit knowledge for project managers and members. This research aims to explore various factors that affect the process of tacit knowledge externalization (TKE) in international construction projects and analyze the influencing mechanism and degree of these factors on the externalization effect. Based on the comprehensive literature review and in-depth investigations, a theoretical model and ten hypotheses were established. Then, data collected from 302 respondents were used to test the model and hypotheses. The results indicated that the differences among project members (i.e., culture distance and knowledge distance) reduce members’ willingness to convert tacit knowledge, which negatively impacts the externalization effect. Furthermore, organizational management (i.e., organizational climate and incentive mechanism) plays an active role in increasing members’ externalization willingness. Incentive mechanism and information technology are beneficial to increasing the coding level of knowledge, which positively impacts the externalization effect. Moreover, a strong willingness to convert tacit knowledge helps enhance the coding level of knowledge, thereby improving the effect of TKE. This study advances previous research by developing a framework for TKE in international construction projects, thereby offering recommendations for project managers and members to promote the externalization process.

        계약방식에 따른 건설프로젝트 성과의 비교분석 연구 - 실비정산방식과 총액계약방식을 중심으로 -

        건설프로젝트를 수행하는 과정에 있어 계약당사자간에 다양한 계약방식에 기초하여 시설물 건설에 요구되는 업무 또는 서비스를 제공하고 있으나, 건설사업의 주요 성과지표라 할 수 있는 비용, 일정, 안전등의 측면에서 계약방식에 따라 발생할 수 있는 성과의 차이에 대한 실증적 인 비교연구는 미흡한 실정이다. 건설사업이 다수의 건설전문조직과 계약을 기반으로 운영되는 프로젝트라는 특성을 고려할 때 계약방식의 유형에 따라 사업성과에 대한 차이를 비교분석 함으로써 계약방식 선정에 대한 적정 의사결정을 지원하는데 유효한 자료를 제공할 수 있다. 이에 본 연구에서는 건설계약방식 중 실비정산방식과 총액계약방식을 대상으로 건설사업의 주요 성과에 대한 비교 분석을 시도하였다. 계약방식별 프로젝트 성과는 미국 Construction Industry Institute(CII)의 Benchmarking and Metrics(BM&M) 프로그램에서 활용하는 성과측정기준을 기초로 비용, 공정, 안전, 변경, 재작업(rework) 등 5개 분야를 대상으로 하였다. 또한 계약방식으로 인한 각종 성과지표의 차이가 통계적 의미를 지니고 있는가를 판단하기 위하여 통계적 기법인 t-test를 이용하여 데이터의 유의성을 분석하였다. Multiple parties-owners, engineering and construction contractors, and suppliers involve the delivery process of capital facility projects in the construction industry, and each party obtains or provides their workforce, material, equipment, or service tied into specific contracts. Considering that construction projects are based on the contracted relationship between the parties and that contract types are one of the significant factors determining project success. it is critical for project stakeholder to select appropriate contract types for successful deliveries of projects. With these considerations, this paper assesses impacts of different contract types on project cost, schedule, safety, change, or rework. Analyzing data from real construction projects, the differences in project performance between two contract types, Cost Reimbursable and Lump Sum are measured and statistically tested to investigate if the differences are significant. For this analysis, performance metrics developed by Benchmarking and Metrics program, the Construction Industry Institute are used.
