1940년대에 등장한 신용카드는 현재 전세계적으로 널리 사용되고 있는 결재 수단이며 사용자 및 결재 금액이 꾸준히 증가하고 있지만 아직도 초기의 결재절차를 그대로 사용하고 있어 위조 등의 문제가 발생하고 있다. 따라서 현재와 같은 일방적인 정보만을 가지고 결재가 이루지는 신용카드의 안전성을 높이기 위하여 본 논문에서는 휴대폰을 이용한 카드 사용자에 대한 인증 방법을 제안하고자 한다. 고객이 신용카드를 사용시에 신용카드사 거래승인 시스템에서는 이동통신사를 통하여 고객의 휴대폰으로 SMS 문자를 보내게 되고 이에 대해 응답 SMS 문자를 보냄으로써 사용자 인증을 수행하게 된다. 이러한 방법은 추가적인 하드웨어가 필요하지 않으며 적용이 용이하고 신용카드의 안전성을 높여 주게 될 것이다.

삭제된 공인인증서의 복구 및 개인키 암호화 패스워드의 검출

공인인증서는 온라인 금융거래와 증권거래 등에서 사용자의 신원 확인을 위해 사용된다. 이때 사용자의 공개키는 공인인증서에 저장되며, 이 공개키에 대응되는 사용자의 개인키는 보안을 위해 사용자가 설정하는 패스워드로 암호화되어 개인키 저장 파일에 저장된다. 본 논문에서는 현재 널리 사용되고 있는 공인인증서 관리 소프트웨어에서 정상적으로 삭제된 공인인증서와 개인키 저장 파일이 포렌식 툴을 이용하면 얼마든지 복구가 가능하다는 점을 밝힌다. 그리고 복구된 공인인증서와 개인키 저장 파일을 이용하여 오프라인에서 개인키 암호화 패스워드를 밝혀낼 수 있다는 문제점을 지적하고 그에 따른 대응책을 제시한다. The certificate is used to confirm and prove the user’s identity in online finance and stocks business. A user’s public key is stored in the certificate (for e.g., SignCert.der) and the private key, corresponding to public key, is stored in the private key file (for e.g., SignPri.key) after encryption using the password that he/she created for security. In this paper, we show that the certificate, deleted by the commercial certificate software, can be recovered without limitation using the commercial forensic tools. In addition, we explain the problem that the private key encryption password can be detected using the SignCert.der and the SignPri.key in off-line and propose the countermeasure about the problem.

기업에서 사용하고 있는 업무 및 개발용 컴퓨터상에 비인가 불법 소프트웨어를 무단히 설치하여 불법적으로 사용하는 것은 컴퓨터에서 발생하는 각종 오류의 원인이 되고 있으며 또한 해당 소프트웨어에 대한 저작권 침해를 발생시킨다. 따라서 본 논문에서는 네트워크를 통해 사내 여러 PC에서 설치 및 운영되는 소프트웨어들을 관리해주는 사내 소프트웨어 자산관리 시스템을 제안한다. 본 시스템에서는 사내 중앙 서버에 데이터베이스를 두어 보유하고 있는 각종 소프트웨어에 대한 라이센스를 관리한다. 사내 각 PC에서는 소프트웨어들에 대한 사용시 서버에게 사용허가 요청을 하게 되며 서버는 라이센스 수 초과여부, 컴퓨터 동시 사용 대수 제한, 사용 기간 제한 등의 설정확인을 통해 사용허가 요청에 응답하게 된다. 이러한 사용허가는 각 소프트웨어의 설치시뿐만 아니라 사용시에도 이루어져서 라이센스 유효기간의 경과 및 정책변경에 따라 신속하게 반영, 관리되어질 수 있다.

In the sense that centralization and its corresponding decentralization of public administration are of relative ideas, the relative change between the former and the latter takes place dependent upon the social conditions in the course of time. A conspicuous tendency is seen that in order to efficiently and technically deal with various political, economical and social problems of complicated and special nature modern administrative states follows the direction of centralization of administration, and at the same time the democratic administration and its particularity or speciality are emphasized with the aqual weight. Accordingly modern administration aims at the realization of efficiency and democratization of administration and the coordination and cooperation of both central and local governments, and in order to realize this goal the centralization of administration is to be effectuated in balance -with strengthened local self-government, for local autonomy is a essential element of democracy and its birthplace. Therefore, in order that centraliztion and decentralization of public administration be harmonized, horizontal cooperative relations between the upper and lower echelons of organization ought to be established, and at the same it should be supported by the spiritual and social basis respondent to it.

The social welfare institutions and activities and its service delivery systems have been changed by the many contextual factors. These days, the reform of social welfare organization and the scope of activities is needed due to privatization. The purpose of this study is to search for the desirable pattern in social welfare administration in the presumption that the service deliverly systems of social welfare are closely related to the reform of social welfare. In terms of the result of this study, the desirabl social welfare organization in the future is designed by having the balance system among such principles as selectivism and universalism. In other words, the integration of social welfare organization should be considered in order to meet the expansion and multiplication of the social welfare need.
