        지역사회 경찰활동의 윤리적 역할에 관한 연구

        This study examines ethical role of policing, based upon responsibility of democratism and its relationships community development along with policy accountability and obligation. The challenge for the community policing today and into 21st century must be find creative way to help communities help themselves in ideal democratic society. Democracy, the effectual and fittest model that elevates quality of life, expects us to give up inveterate ritualism and unconditional authority and develop rational freedom and equality in social justice. We can emphasise the development of community as a basic organization of democratism. This will enable people to have a weness of belonging and unification within the small territory, the basis of source of society. As a social subsystem, community is a social small system, the major subsystem of which are economy, politics, administration, education, religion, family and so on. Each of these subsystem, in turn, is composed of variety of social or association groups. Finally individual becomes a part of these group, and hence a number of larger social systems, by taking activity attached to these processes. And thus, community includes a composite of process in social system. As a process, community refers to the place where people maintain their home, earn their livings, and carry on most of their life activities. At least three major elements are necessary for the definition of community : geographic area, social interaction, and common tie. In short, a community consists of persons who are in social interaction within a territorial area, having one or more additional psychocultural common ties. In brief, community development makes it a principle to foster the growth of communal living with democratical quality of life. However, the community, as small-scale society having only poor resources, is to nation what part is to whole. Therefore, it is impossible for the community to maintain and develop itself in its own way without the participation, intervention, and the support of the police; the community policing is indispensable for community development. The emphasis in many country began to shift from crime fighting to crime prevention. The public wants the police to be proactive; residents want police to try to prevent crime in addition to apprehending criminals after a crime has been committed. in other words, where traditionally policing has been reactive, responding to calls for service, the trend is for policing to be proactive, anticipating problems and seeking solutions to these problems. Community refers to the specific geographic are served by a police department or law enforcement agency and the individuals, organization and agencies within that area. And it also refers to a sense of integration, a sense of shared values and a sense of weness. The challenge of community policing is to move from theories about using problem-solving techniques to reduce crime and violence to actual service implementation. Articulating the purpose for the police's existence help their community members to focus on the same goal and determine how to accomplish their purpose. The police are a distinct subgroup in their community. They have tremendous power over the residents they serve and protect, in other hand, they may face a life-threatening situation at any time. Therefore, they experience situations others would not be likely to understand. As a result, they have developed their own subculture or value system, the police subculture has been characterized as including a loss of innocence, cynicism, isolation and a constricted and inappropriate affect. People always expect the police to help them whenever they have a problem or whenever someone else is causing a problem. But a police officer may be said to exercise discretion whenever effective limits on his, her or its power leave the officer free to make choices among possible courses of action or inaction, increasingly, police officers are being trusted to use good judgement on the street in everyday enforcement activities while being subjected to ever-fewer limits and restricting rules. With power and the authority to use force comes the responsibility to use that power and force not only legally, but also ethically. A special code of police's ethics is required for the police because they are entitled to use coercive force, and to lie and otherwise to deceive others in the course of their duties. In fact, policing has so many gray areas that providing clear-cut ethical guide line is impossible. What's more important, The transition to the new sustainable development paradigm will have to start by painting a new reality for people in the community society, because the reality they have been 'given' is not their own; it has been socially and politically constructed outside their own reality, adn it has been mostly controlled and manipulated to the poor of the word's detriment and disadvantage. This, because greater participation of the civil society in sustainable development is a 'political/power' and not an ethical/technical' issue. It is widely accepted in many parts of the world that the future lies in community policing. Yet, it is apparent that there is a lack of any coherent definition. Community policing - that form of government through narrowly defined geographic community which is concerned with the provision of security - is likely to be dominant. As the matter of fact, the diverse communities are visible not just in the locality but also at the global level. Only the most native of them would conceive contemporary community as the embodiment of homogeneous structure and common sentiments. yet, the discursive thrust of community policing is oriented towards the reconstitution of collective and consensual communities. Like tourism and heritage, community policing is preoccupied with the reconstruction of nostalgia. But it is also true that we must and that police have not yet as

        This study examines the development of democracy, based upon the community development and its relationships, and tries development with a search of essential autonomvic consciousness and essentiality of self-governing funds. Democracy, the effectual and fittest model that elevates better life, expects us to give up inveterate ritualism and unconditional authority, and develop a rational participatory democracy model. It's indispensible condition is that sovereignty rests with the people. Therefore, the premise and substance of democracy is autonomic consciousness and self-governing funds. And the community development should be based the residents' common interests and needs since it might bring them to participate in, as hosts, a rational and creative initiative when they do this, the development is closely connected with their interest so the idea of participation and funds raise it with the faith for consultation. And this is characterized by the small training camp of democracy as an integration of the community development depens upon their consistant effort, and it may be the effective way to pro-duce a democratic atmosphere with the autonomic conception. Therefore this study examines the autonomic consciouness and democratic funds. In order to develop democracy, the first thing we have to do is to increase and improve the political participation of the masses but generally most developing contries have pressure to democratic participation in the process of modernizaton. However the restraint on participation can't last forever, and dictatorship, which is a lack of public consultation, results in dissatisfaction among the people, eventual violence to promote social instability, and the ultimate distruction of the political system. We can emphasise the development of the community as a bisic organization of democratism. This will enable people to have a we-ness of belonging and unification within the small country, the basis and source of society. And democracy is closely related to self-governing funds. This has been developed in most rich countries that amass wealth and stability, but Korea, as a country without resources and with a high population density, has historically made progress only around Seoul and its neigh-boring districts, and this has drained funds from other areas of this country. Thus many localities in this countryside have financial problems. While some big cities such as Seoul, Pusan, Inchon, and Taegu make rapid progress, others don't. The rural community is especially at stake, as the government has granted privileges in the industrial fields only. At this time, the rural community is need of some sort of assistance or solution to its problems. And it is important that an agricultural reform to enlarge farm land and make the most use of it be instituted, as well as a subsidy policy to pay off the farmers' debts and raise their income. In fact agriculture has been at a disadvantage to other fields in regard to production, Process, transportation and prices. Especially, their possession to improve their economy social and political status. It is widely recognized that popular participation in public affairs at the local level may stimulate commitment and thus logalty to the government. And it also allows them to participate freely and encourages the initiative of the fundamental conditions for democracy. As the concluding remark, the basis of the people's autonomic consciousness and self-governing funds should be the essential factors in accomplishing the community development and democracy.

        Community refers to the place where people maintain their home, earn their livings, and carry on most of their life activities. At least three major elements are necessary for the definition of community: territorial variable, sociological variable, psychocultural variable. In a short, Community Development consists of persons who are in social interaction within a geographic area, having one or more additional common tie. Dictionaries define a volunteer as one who offers a service. Voluntary work is given freely without compulsion: it is intentional and, in most interpretations, unpaid. It is in fact, a form of philanthropy involving time and talent instead of money. And it does contribute substantially to the gross community Develoment Via interactive services rendered, paid work generated, and common tie created. Demand for Volunteer service has increased markedly in the past decade. Service organizations rely more and more on volunteer support in an increasing array of roles. Metheds by which volunteer are selected have become more refined and the search in highly competitive. All the elements of good volunteer management contribute, most notably having one person with the responsibility and the resource to manage the volunteer program and run a recruitment campaign. The key to attracting volunteer is convicing them that your organization has something to offer them as volunteers and something to offer clients in the community. And good volunteer interviewing is a key trait for successful programs. Successful interviewing requires skills in relating to people and imagination to see where their skills might best be applied. Putting voluntarism into practice requires the sort of person as program manager. This person should understand the mission, have proven leadership, and have a range of management skills and qualities. Recruiting of the best candidate depends on the volunteer managers knowledge of the position to be filled, interviewing skills, and ability to match volunteer interrests and needs to the opportunities available. Good managers welcome the scruting of others and covince those both outside and inside the organization of its effective and efficiency. Currently, volunteering is one of the most commonplace activities in the world. Volunteerring spirit has a long and pervasive tradition in korean history. Indeed, Commmunity Development is a network of interrelated volunteering systems. Finnally, volunteering strengthens communities by enhancing the ability of residents to care for one another.

      • 고소작업차용 절연붐의 시험법 연구

        In this study, We are represented the several test methods of the insulated boom for aerial work platform. The static strength tests of insulated boom were used the 100kN linear actuator and evaluated the insulated boom’s structural strength. Also, strength tests was conducted the static loading conditions given by the displacement control method. To investigate the strain characteristic of insulated boom, the strain gauge was attached the four position(150, 500, 1000, 1500 mm length from the fixed end) and strain data was acquired. As a result, we could be known that insulated boom’s braking strength was the 4000 kgf and boom’s strain was the same from the tension and compression data acquired the top and bottom surface of the boom. In addition, to evaluate the validity of the CAE analysis results, test results were compared to the analysis results.
