접근가능한 관광(Accessible Tourism)은 무엇인가? - 전문가 조사를 활용한 개념분석 연구 -

본 연구의 목적은 현재 우리나라에서 통용되고 있는 접근가능한 관광(accessible tourism)의 의미를 명확하게 개념화하고 이론적 발전에 기여하는 것이다. 따라서 관광접근성과 관련한 사회 패러다임 변화를 이론적으로 살펴보았으며, 접근가능한 관광 분야의 정책자·업계종사자·학자 30인의 의견을 조사하였다. 그 결과로 접근가능한 관광의 대상은 신체적 취약계층과 동반자, 소수언어 사용자가 포함되었고, 접근가능한 관광의 관점에서 장애인은 배려나 포용의 대상이 아닌 관광객의 일부라는 의견이 합의되었다. 또한 접근가능한 물리적 환경은 장애물의 제거와 시설 개선 뿐만 아니라, 범용적 시설 계획까지 이루어져야한다는 결과가 나타났고, 접근가능한 인적 서비스는 균등한 관광 기회의 가치를 교육하고 표준화된 접근가능한 관광서비스 매뉴얼을 개발 및 준수하는 것까지 포함해야한다는 결과도 나타났다. 본 연구는 결과에 기반한 논의에 의해 접근가능한 관광을 세 가지 의미로 해석하였다. 첫째, 접근가능한 관광의 개념은 현재 우리나라에서 사회적 장애 패러다임을 적극적으로 실천하는 수단으로 받아들여지고 있다. 둘째, 접근가능한 관광은 다양한 조건의 관광객들에게 관광접근성을 보장하는 것에서 나아가, 관광객들의 신체적 특성을 구분하지 않고 모두를 보편적으로 고려하는 방향으로 발전하고 있다. 셋째, 접근가능한 관광의 개념은 사회 전반적 평등을 추구하는 가치가 아니라, 관광산업에서 고객으로서 형평성있는 관광향유권을 보장받도록 하기 위한 지향점을 갖는다. The purpose of this study was to investigate the social paradigm shift in the process of developing accessible tourism and to better conceptualize the term of accessible tourism by examining the opinions of 30 policy makers, industry workers, and scholars in the field of accessible tourism. As a result, it was agreed that the targets of accessible tourism included the physically vulnerable, their companions, and minority language speakers, and that the disabled were part of the tourists, not a target of consideration or inclusion. In addition, the results showed that accessible physical environments should be implemented not only to remove obstacles and improve facilities, but also to plan universal facilities. Accessible human services educate the value of equal tourism opportunities and develop standardized accessible tourism service manuals. This study interpreted accessible tourism in three meanings based on the results. First, the concept of accessible tourism is currently being accepted as a means of actively practicing the social disability paradigm in Korea. Second, accessible tourism is developing in a direction that universally considers all of the tourists without distinguishing their physical characteristics. Third, the concept of accessible tourism is not a value that pursues social equality, but rather has a point to guarantee fair enjoyment of tourism in the tourism industry.

본 연구의 목적은 장애와 청년의 정체성을 동시에 가지고 있는 장애청년의 노동인식을 유형화하고, 유형에 따른 장애청년의 노동정책을 제언하는 것에 있다. 이를 확인하기 위하여 19세 이상 40세 미만의 장애청년 30명에게 29개의 노동인식과 관련된 진술문을 분류하도록 하여 그 결과를 Q 방법론으로 분석하였다. 연구결과 장애청년의 주관적 노동인식 유형 집단은 세 집단으로 분류되었다. 첫째, 장애인이 노동하지 못하게 하는 사회구조적 문제를 지적하는 “장애인 노동의 사회적 지원 강조” 유형이다. 둘째, 대면 노동, 수직적 문화 등 전통적 노동의 모습을 변화시키는 것을 중요하게 여기는 “노동 환경의 변화 강조” 유형이다. 마지막으로 전통적 노동이 아닌 방식으로 사회에 참여할 수 있도록 해야 한다는 점을 중요하게 여기는 “노동 의미의 변화 강조” 유형이다. 이와 같은 유형화를 기반으로 하여 다양한 영역에서 장애인 일자리 발굴을 진행할 것, 장애 정도가 심한 장애인을 위한 비대면 노동을 지원할 것, 장애인 노동의 의미를 재구성할 것을 제언하였다. This study aims to classify the labor perception of young adults with disabilities and youth identities at the same time, and to suggest the labor policy of young adults with disabilities according to the classification. To this end, 30 young people with disabilities aged 19 to 40 were analyzed with the Q methodology. As a result of the study, the subjective labor perception groups of young adults with disabilities were classified into three groups. First, it is a type that emphasizes social support for labor. Second, it is a type that emphasizes the need for a change in the working environment. Finally, it is a type of change in the meaning of labor. Based on this classification, it was suggested to find jobs for disabled people in various areas, support non-face-to-face labor for severely disabled people, and reconstruct the meaning of labor for young adult with disabilities.
