This paper suggests a revision method for historical fault data using Proportional Aging Reduction(PAR) to consider maintenance effect in time-varying failure rate. In order to product time-varying failure rate, the historical fault data are necessary. However, the maintenance record could be left out in historical data by spot operator's mistake. In this case, the failure rate is produced less than the average failure rate for increasing equipments' life-time by maintenance effect. Hence, it is necessary for new time-varying failure rate to extract maintenance effect from the existing fault data. In this paper, the revision method to reduce equipments' life-time, adversely using PAR among three techniques to consider maintenance effect.

This paper presents the survey results of the interruption on domestic customer, especially commercial, with primary focus on the cost are presented. General method utilized in quantifying the benefit of reliability on power system is to estimate the Customer Interruption Cost(CIC) associated with the electric service interruption. According to change the circumstance of electricity market by the deregulation and the introduction of new technology, reliable and accurate CIC is required for estimate the applied plan and technology under the circumstance. This paper presents the commercial customer interruption cost is estimated by the survey conducted by KEPCO in 2009. To collect the customer interruption data for calculation of CIC, the survey is conducted. The survey targeting commercial customer around the branch-offices under twelve regional headquarters of KEPCO was carried out.
Study on a Scheme of Investment Considering Customer Interruption Cost in Power Distribution System

It is concentrated on a methodology to establish a scheme of investment on power distribution systems of components. This paper provides a methodology to estimate the scheme as using a customer interruption cost regarding reliability indices in power distribution systems. The proposed method basically uses the failure rate depending on time for explaining the deterioration of a component. Therefore, the theory of the sensitivity is used for deciding the precedence of the investment to consider an effect of each component"s failure rate on the system reliability. After Estimating the sensitivity on component, investment cost making incremental reliability level is produced by component"s investment cost accumulated according to the precedence of the sensitivity. After that, the failure rate corresponding with reliability level on the curve of investment cost is used as producing the curve of customer interruption cost. Two curves have the crossing point that is proposed to acceptable reliability level for customer and utility. In this paper, the acceptable reliability level for customer with the utility is assessed to analyze customer interruption cost and sensitivity of reliability indices. In conclusion, the result of investment based on this method is shown to the reliability level with two cost.

In this paper, an experiment result on overload of distribution transformer was arranged by top oil temperature depending on capacity and time. This result shows the definition on overload of transformer is different by some factors such as ambient temperature and immediate load. In other words, increased temperature in range of regulation(50K) has time to spare even if the condition of transformer is overload. The algorithm presented in this paper is based on the international standard (IEEE std C57.91), and the safety of switchboard is diagnosed by this aspect mentioned on overload of transformer.

In this paper, we propose the protection coordination algorithm using communication methode based on IEC 61850. The communication protocol in power distribution management system has been issued by IEC standard, IEC61850 of them, which was made for substation automation system, has researched to apply into power distribution system, even though the standard is not a suitable for the system. In smart distribution management system" launched in 2009, the communication network based on the ethernet network for IEC 61850 has been designed to apply the self-healing concept, which is to perform the system protection through the communication between remote terminal units(RTU) according to the standard. However, it is first time to apply the scheme in the real. Thus, this paper proposed the protection algorithm and consideration for applying communication method and introduced the result of demonstration.

It is focused on a methodology to establish a optimal inspection cycle of electrical facility of railroad. Decision method of optimal inspection cycle is a process which establishes maintenance plan for facilities' immanent function as using reliability theory in operation term In order to ensure normal operation in a given condition, the decision method is logical for selecting effective maintenance plan to consider characteristic of system In estimation of failure rate, critical facility is selected firstly. After that, proper distribution function on each facility is decided to investigate distribution function for extraction of failure rate. Next, cost produced by the case that facility's failure is occurred is surveyed. Finally, maintenance method developed until now is investigated, before suitable model for the facility applying maintenance method is developed, and that maintenance decision is made. Therefore, this process is the method to find optimal inspection cycle for reasonable cost and effective reliability on facility.
분산전원을 고려한 차세대 배전망 운영 및 제어방안 수립 검토

최근 전력계통의 화두가 되고 있는 스마트 그리드는 화석연료 사용에 의한 온실가스 배출을 최소화하면서 지속적인 전력수급의 안정성을 확보하기 위한 방안이다. 이를 위해 풍력 및 태양광 등의 신재생에너지원을 비롯한 분산전원의 계통 유입이 가속화 될 전망이며 직접 영향을 받게될 배전계통의 운용 및 제어를 위한 스마트 배전운영시스템의 구축이 시도되고 있다. 본 논문에서는 스마트 배전운영시스템이 적용될 분산전원 및 마이크로그리드 등이 연계된 차세대 배전망의 운영 및 제어방안을 다루었다. 특히 다수의 분산전원이 배전계통에 연계되었을 때 고려되었을 시 배전계통의 전압측면에서 분산전원의 영향을 분석하였다. 또한 분산전원 중 PV에 대한 출력평준화를 통한 전압 안정화를 고려하였으며 분산전원의 연계용량에 따른 제어방안을 검토하였다.

최근 높은 전력 품질을 요구하는 수용가의 증가와 지구온난화 방지 규제에 저탄소 친환경의 신재생에너지 발전의 요구가 증가하고 있다. 또한 에너지 비용 절감을 위해 열병합 발전이 증가 추세에 있으며 이러한 발전원들은 열과 전기가 필요한 수용가 깊숙이 자리를 하고 있다. 그러나 이러한 요구에 반하여 마이크로 발전원들의 부정적인 영향이 상용전원 및 배전계통에 무시할 수 없는 영향을 미치고 있다. 따라서 이러한 발전원에 의한 불안정적인 요소를 제거하고 안정적이며 경제적인 배전계통의 운영을 위해 마이크로 그리드 내에서의 발전원 제어 기술이 필요하며 제어에 필요한 발전요소들의 경제적인 투자와 운영이 필요하다. 따라서 본 논문에서는 이러한 마이크로 그리드 내에서의 발전원 제어를 위해 필요한 요소 발전원 중 배터리용량을 경제적으로 산출하고 운영하는 방안을 제시하고자 한다.
