This research examined firm performance difference among groups of organizations under different environments, using two independent variables, the level of competitive environment and budgets of thirty-three provincial hospitals which pursue conflicting organizational value between public interest and profitability. We grouped thirty-three provincial hospitals and analyzed them using ANOVA, according to the extent of competitive environment and scale of budget per employee for the provincial hospitals. The result of ANOVA about average among groups divided by scale of budget per employee showed that difference of average was not significant at both public interest and profitability. So, there is no ground for difference of firm performance according to scale of budget per employee. No difference among provincial hospital according to funding, except competitive environment, means that policy on provincial hospital shows a tendency to minimum policy.
