From 2016, the fiscal Performance Goal Management System(PGMS) was implemented for the local governments. This study tried to analyse the performance management of program budget of local governments with Chungnam case and to suggest policy implications. Considering that the fiscal PGMS has just been introduced, this study analysed the program budget and performance plan of Agricultural Policy Bureau and Welfare Health Bureau of Chungnam focusing on consistency of target system, link between performance plan and program budget, and relevance of performance indicators. The main findings are summarized as follows. It was found that the strategic goals did not include the program objectives and some program objectives did not adequately established as a means of achieving the strategic goals. The terminology used in the target name was not appropriate, so it made the target system less clear. In the structure of the program budget, there was a problem that the hierarchy was inadequate or the logic was insufficient. Most of the performance indicators are mainly composed of output indicators, making it difficult to grasp the achievement of program objectives. Also, they did not have enough validity to grasp the program objectives. In order to solve these problems, it is important that the organization manager pays attention to the performance budgeting. At the same time, it is necessary to increase the acceptability of the organization members for the system and to actively use the performance evaluation expert advisory group.

국고보조사업 기준보조율의 법정화에 관한 연구: 의무성 국고보조사업의 정의와 기준보조율 법령화 방식을 중심으로

최근 국고보조사업의 기준보조율 운용과 관련하여 지방의 의사와 관계없이 임의적으로 기준보조율을 낮게 조정하는 경우가 발생하여 지방의 재정부담이 가중되어 재정운영의 안정성과 예측성을 저해하는 현상이 발생하고 있다. 본 연구는 의무성 국고보조사업의 기준보조율의 임의적 인하 조정을 예방하기 위해 이들 사업의 기준보조율을 법령화하는 방안을 제시하고자 한다. 본 연구에서는 의무성 국고보조사업을 ‘지방자치단체의 재량 없이 전국·통일적으로 계속 실시하는 연 지방비부담 200억원 이상의 국고보조사업’으로 정의하였다. 2015년 기준 지방비부담 200억원 이상의 국고보조사업은 149개 사업으로 이중 기준보조율이 법령화되어 있는 사업은 85개 사업의 56%로 법령화 되어 있지 않은 사업이 많은 실정이다. 의무성 국고보조사업의 기준보조율 법령화를 위해서는 먼저 국고보조사업의 유형화가 필요하다. 부담금적 성격의 국고보조사업 중 의무성 국고보조사업 정의에 부합 할 경우 이들 사업의 기준보조율을 개별법령 혹은 보조금의 관리에 관한 법률 시행령 [별표 1]에 사업별로 기준보조율을 명시적으로 규정할 필요가 있다. 또한 신규 국고보조사업 중 의무성 국고보조사업의 기준에 부합하는 경우 지방재정영향평가를 하고 이를 기초로 지방재정부담심의위원회의 심의를 거쳐 기준보조율을 정하고 법령화하는 절차를 의무화해야 한다. 의무성 국고보조사업의 기준보조율 법령화는 중앙의 임의적 인하조정을 예방하고 보조율을 투명하게 운영함으로써 재정의 안전성과 예측성을 강화하여 건전하고 효율적인 지방재정 운영에 기여할 것이다. Recently, central governmen has adjusted standard-aid rate of grants-in-aid program as low irrespective of local governments. Hence, fiscal stress has increased because of hindrance to fiscal stability and predictability. This study is to suggest ways to legalization of standard-aid rate of obligatory grants-in-aid programs. For doing so, this study defines that obligatory grants-in-aid programs indicates nationwide and unifying programs over 20 billion won without discretionary authority of local governments. In FY 2015, grants-in-aid programs over 20 billion won are 149 and standard-aid rate is legalized in only 85 programs. Therefore, grants-in-aid programs should be needed to categorize by obligation in order to legalize standard-aid rate of grants-in-aid programs. Also, it is needed to identify clearly standard-aid rate of grands-in-aid programs through enforcement of ordinance. In addition, central government obliges legalization of standard-aid rate in obligatory grants-in-aid programs, for doing so, local fiscal burden review commission should review based upon local fiscal impact assessment.
