최근 바이오뱅크 산업의 증가로 인체자원정보화의 필요성이 증대되고 있다. 그러나 인체자원의 확보와 공급을 수행하는 기존의 바이오뱅크는 인체자원의 수집, 관리, 처리 그리고 보존의 표준화와 기관 간 정보교류의 어려움이 있었으며, 고품질의 인체자원 활용을 위한 연관 데이터의 연계부족이 문제점으로 존재하였다. 이를 해결하기 위해 보건복지부는 차세대 인체자원 정보화사업을 기획하였다. 이제까지 의과학분야 국내외 학술지에서 바이오뱅크의 설립?운영, 정보화 등을 소개하는 다수의 논문이 발표되었지만, 해당 분야의 특수성으로 인해 경제성분석에 대한 연구는 미진한 실정이다. 본 연구는 인체자원 정보화사업을 통한 경제적 효과를 정량적 수치로 분석하였다. 정보시스템 아키텍처와 사업계획 분석을 통해 도출된 기대효과의 정량적 분석범위를 명확하게 적용하고, 산출근거와 추정 값을 제시하였으며, 자본예산기법을 통한 경제성분석과 함께 민감도분석을 수행하였다. 연구결과, 대학병원 소재 17개소의 바이오뱅크와 공동으로 도입되는 한국인체자원은행네트워크는 6,536,948천원의 경제적 효용이 있으며, 이에 따른 BCR은 3.35, IRR은 97.71%로 분석되었고, 현실적 범위 내에서 유도한 민감도 분석에서도 경제성이 결여되는 경우는 발생하지 않았다. 본 연구결과는 인체자원 정보화사업에 대한 의사결정시 중요한 참고 사례가 될 수 있다. The recent growth of businesses in Biobank industry has also raised the concern about the necessity of biospecimen information plan. The existing Biobanks has been well securing and providing biospecimen, but the work of collecting, managing, and processing human biospecimen, along with standardization of preservation as well as with the information exchange among institutes, still needs to be improved. There is also a problem of lack of related data, as rich data from various aspects are required to carry on any practical use of high quality biospecimen. To solve the above problems, The Ministry of Health and Welfare of Korea proposed the next generation Biobank Information Planning Project. There are several medical science research papers published in academic journals introducing Biobank and its operation, but study about its economical feasibility is hardly developed due to the distinctive characteristic of the study. This study measures the economic impact of Biobank Information Planning Project and presents the result in quantitative numerical value. The expected effect was calculated through analysis of information system architecture and the plan of operation, and its quantitative analysis scale was accurately applied. We presented the basis of results and the estimated value and also conducted sensitivity analysis along with feasibility analysis by capital budgeting techniques. As a result, we estimated that Korea Biobank Network, installed along with another 17 Biobanks from university hospitals, possess economic utility worth of about 6,536,948,000 won, and its BCR to reach 3.35, while IRR meets 97.71%. Also the result from sensitivity analysis, which was conducted under realistic range, provided no case of lacking economic feasibility. This paper can be referred to as an important case study for decision making regarding Biobank Information Planning Project.

한국 바이오뱅크 정보화사업의 평가모형 개발 및 중요도 분석

보건복지부는 생명의과학연구에 DNA, 혈액, 조직을 공급하는 인체자원은행이 사용하는 범용적 정보시스템의 구축을 위해 이해관계자와 관련 전문가를 모아 정보화계획을 수립하였다. 본 연구는 이 계획의 평가모형 개발과 중요도 분석에 목적이 있다. 평가모형 개발을 위한 방법으로는 BSC모형이 검토되었고 다분히 주관적일 수밖에 없는 참여자의 선호도를 객관적인 데이터로 반영하기 위해 기관 내외의 전문가들로부터 도출된 평가지표별 중요도를 산출하여 의사결정에 반영할 수 있도록 검증하였다. 한국 바이오뱅크 정보화사업에 적용된 평가모형은 BSC모형의 변형된 형태로 사업성과, 고객환경, 정보시스템, 정보화역량의 네 가지 관점으로 구분되고 평가요인은 9개항목, 평가지표는 23개로 선정되었다. 아울러 AHP를 통한 관점별 분석결과, 전체집단과 개별집단 모두에서 고객환경, 정보시스템, 사업성과, 정보화역량의 순으로 중요도가 높게 나타났으며, 집단간 평가지표 분석결과 외부전문가들은 비용절감 효과, 사업성과 기여도, 업무처리절차의 개선 지표가 중요한 반면, 내부전문가들은 이에 대한 상대적 중요도를 낮게 평가하는 것으로 분석되었다. 이와 같은 결과는 한국 바이오뱅크 정보화사업의 특성이 반영된 결과로서 실무적인 평가단계는 물론 차기 사업계획에서도 중요하게 반영할 수 있을 것으로 기대된다. The Ministry of Health and Welfare of Korea has established an Information Planning Project for the development of general purpose database, which will be used by biobank, with stakeholder and experts in related field. Biobank provides DNA, blood, human tissues for biomedical research. The purpose of this study is to construct evaluation model and to analyze important factors of the plan. BSC was considered as the method to build evaluation model. The importance by each evaluation indicator was calculated by experts from inside and outside of institution, verified for the use in decision making process. This calculation was performed to apply the highly subjective data of the preference of plan participants as objective data. Remodeled version of BSC was used to evaluate Korea Biobank Informatics Plan which uses four different vision for the evaluation- Business result, Customer environment, Information system and Information capability. 9 items of evaluation factor and 23 evaluation indicators were selected. After AHP analysis for each vision, the result show that both in sub groups and whole group level. Customer environment is the most important factor. Information System was ranked second, Business result coming third, Information capability as fourth. The analyzation result of evaluation index by groups show experts from outside of institution value cost cutting effects, contributions of profitability as business and improvements in workflow. On the other hand, the inner experts evaluated these indicators more less important relatively. The result of our study well contains the property of Korean Biobank Informatics Plan Project, and it is expected to be applied to working-level evaluation as well as to the next related business plan as important facts.
