The various plants including power plants have been increased near downtown in accordance with the policy objective of rising the power feed rate and development projects. As a result of these various plants near residential area, noise damage complaints has been raised very often. The power plant is included with the range of environmental impact assessment project. Nevertheless, environmental noise issues regarding construction of these power plants have arisen. Accordingly it is time to consider the environmental and social issues of plants noise in accordance with the government``s policy objectives of increased power production. In this study, we reviewed the current noise impact assessment and we also sought solutions to these issues. In order to minimize the problem of noise impact on neighborhood and residents, we intended to propose alternative method of 3D simulation in dealing with these issues.

The energy produced by wind power generation is a clean energy product because it is acquired by using renewable resource. Wind power plants("wind farms), in Korea, have been built and operated as 345.6MW facilities from 2001 until now 2009. Nevertheless, environmental issues regarding construction of wind power plants have arisen. accordingly it is time to consider the environmental and social issues of wind power in accordance with the government`s policy objectives of increased wind power production. In this study, we investigated the influence that noise and low frequency noise caused by Wind power plants have on neighborhood and residents. We also sought solutions to these issues. In order to analyze the issues of wind power facilities, we compared and examined precedents and the solutions for noise and low frequency noise in Europe, the United states and Japan. We intended to examine the influences of wind power facilities and propose alternative in dealing with these issues.

Predicted noise level has been used to assess the annoyance response since noise map was generalized and being the normal method to assess the environmental noise. Unfortunately using predicted noise level to derive the annoyance prediction curve caused some problems. The data have to be grouped manually to use the annoyance prediction curve. The aim of this paper is to propose the method to handle the predicted noise level and the survey data for annoyance prediction curve. This paper used the percentage of persons annoyed(%A) and the percentage of persons highly annoyed as the descriptor of noise annoyance in a population. The logistic regression method was used for deriving annoyance prediction curve. It is concluded that the method of dichotomizing data and logistic regression was suitable to handle the predicted noise level and survey data.
