대학 성희롱·성폭력 관련 법령과 판결에서 드러나는 문제점과 개선방안

1990년대 중반 서울대 성희롱 사건을 계기로 대학 내에서 자리를 잡기 시작한 반성폭력 담론은 우리 사회의 성희롱·성폭력 입법의 계기가 되었다. 이후 대학 내 자치단위에서 공동체를 중심으로 해결되던 성희롱·성폭력 문제는 대학 내 성희롱·성폭력 상담센터, 인권센터를 중심으로 학교기구를 통해 처리되기 시작하였다. 미투 운동 이후 관계 법령이나 규정, 판례의 해석에도 많은 변화가 나타나고 있는바, 대학 성희롱·성폭력 규정에서 피해자를 보호하기 위해서는 우선적으로 징계결과를 피해자에게 통지하는 것을 의무화하고, 징계결과를 다툴 수 있는 제도를 마련하는 것이 필요하다. 또한 대학 성희롱·성폭력 처리절차에서도 피해사실을 증명하는 방법과 정도에 대한 증명의 기준이나 법칙을 명문화하고, 피해자의 진술권을 강화하여 소송절차와의 충돌을 완화할 필요가 있다. 또한 대학 성희롱·성폭력 규정 해석에 있어 자신의 의사에 반하는 일체의 성적 접촉을 거절하거나 명시적인 동의에 대한 확인 없는 일체의 성적 접촉을 금지하는 등의 성적 자기결정권의 소극적 측면에 대한 정의를 법령이나 판례를 통하여 규정할 필요가 있다. And for fact-findings, we need to stipulate the standards of proofs in acts about campus sexual harassments and crimes. Furthermore, we must define the concept of the passive aspect of sexual self-determination.

A Wife in the Chosun Dynasty Yang-Ban(兩班) Society doesn't have the right of divorce claim and is unilaterally forced to be dutiful to husband's parents and faithful to her husband on the grounds of Daemyeongryul(大明律) and Confucian Culture. Through the customs produced by Japan, the introduction of civil code in Japan and the change of customs in Chosun during the Japanese colonial period, a divorce system by agreement is introduced and the judicial divorce system is also adopted though unequal, a wife has the right of divorce claim to a husband or a state with abuse, insult and adultery. By the introduction of Korean civil code, that regulates the same right of divorce claim with the same causes in gender equality, the liberty of divorce is guaranteed equally in gender equality. Although the same right of divorce claim in gender equality doesn't function equally in quality because of the gender inequality in marriage and childcare system, the culture that tolerates concubinage, and the economical inequality between men and women as revisions of family law shows, the traditional divorce by husbands because of wives' adultery and disobedience to parents reduces considerably. The voice of having to shifting from liability divorce system to no-fault divorce system is often heard because women are not any more victims and the weak because of the improvement of the women's state. But considering that women are still the weak because economic activity rates of women is below 50% and the main causes of the judicial divorce are assault and adultery, the same divorce claim between women and men doesn't function samely in many respects.
Computing a Minimum-Dilation Spanning Tree is NP-hard

Given a set S of n points in the plane, a minimum-dilation spanning tree of S is a tree with vertex set S of smallest possible dilation. We show that given a set S of n points and a dilation δ > 1, it is NP-hard to determine whether a spanning tree of S with dilation at most δ exists.

To improve the blue responses of screen-printed single crystalline silicon solar cells, we investigated an emitter etch-back technique to obtain high emitter sheet resistances, where the defective dead layer on the emitter surface was etched and became thinner as the etch-back time increased, resulting in the monotonous increase of short circuit current and open circuit voltage. We found that an optimal etch-back time should be determined to achieve the maximal performance enhancement because of fill factor decrease due to a series resistance increment mainly affected by contact and lateral resistance in this case. To elucidate the reason for the fill factor decrease, we studied the resistance analysis by potential mapping to determine the contact and the lateral series resistance. As a result, we found that the fill factor decrease was attributed to the relatively fast increase of contact resistance due to the dead layer thinning down with the lowest contact resistivity when the emitter was contacted with screen-printed silver electrode.

두 평면 볼록집합의 겹치는 영역을 최대화하는 강체운동을 구하는 근사 알고리즘

본 논문에서는 평면 상에 두 블록집합 P와 Q와 주어졌을 때, P를 강체운동 하에서 수평이동 및 회전이동하여 Q와 겹치는 영역이 근사적으로 최대가 되는 알고리즘을 제시한다. 임의의 양의 상수 ε이 주어졌을 때, 본 알고리즘은 가장 많이 겹치는 넓이의 1-ε 배를 보장하는 P의 겅체운동을 O(1/ε)번의 기하 질의와 O(1/ε²)log(1/ε) 시간 내에 구할 수 있다. 특히 P와 Q가 블록다각형일 때, O(1/ε)logn+(1/ε²)log(1/ε) 시간에 구한다. 만약 수평이동만 사용할 경우는 O((1/ε)log+(1/ε)log(1/ε)) 시간에 구할 수 있다.

In this paper, centrifugal fan blades used to circulate cold air inside a household refrigerator are optimized for high-performance/low-noise using response surface method which is frequently employed as optimization algorithm when multiple independent variables affects any dependent variable. The inlet and outet blade angles, and the inner radius are selected as independent variables. First, fan blades are optimized for the maximum the volume flow rate. Based on this result, the prototype of fan is manufactured by using 3-D printer. The measured P-Q curves confirm the increased volume flow rate of the optimized fan. Then, the rotation speed of the new fan is decreased to match the P-Q curve of the existing fan. It is found that 1.7 dBA noise reduction can be achieved by using the new fan at the same volume flow rate.

In this paper, high-performance and low-noise centrifugal fan used to circulate cold air inside a household refrigerator is developed by reducing the vortex flow observed near the tip of fan hub. First, the performance of the existing centrifugal fan is investigated through the experiment using a fan tester and the characteristics of detailed flow field obtained from the CFD simulation are closely examined. The strong vortex flow is observed in the vicinity of the tip of fan hub. Based on this result, new design is devised to reduce this vortex flow. As a result, it is numerically and experimentaly found that the volume flow rate of the new fan increases and the radiated noise decreases in comparison with the existing fan at the same rotation speed.
