It is not an easy task for forest managers to make sound decisions on forest management and operations planning because of huge sets of spatial and temporal data and complex decision-making processes involved. However, as an efficient tool, GIS techniques enable them to enhance broad understandings on forest inventory and management conditions. In this study, we developed a GIS model for field use in forest management. In building the model, we have chosen MapInfo version 4.0 as the basic engine of the model. The model also includes an interface module to help forest managers use MapInfo functions easily. It handles MapInfo functions required to manage inventory data and analyze spatial distributions of forest stands. For testing field applicability of the model, we have build field data sets for a district of Chunchun National Forest. Then, we tested functions through quarrying stand attributes and constructing thematic maps. In this paper, the structures and functions of the model as well as the results of field applications are discussed.

The objective of this study was to investigate the actual state of the national project to promote the management of Forest Management Cooperatives(FMC). To fulfil the objective, we have reviewed recent statistics, regulations, and publications related with FMC and interviewed officials and professionals engaged in FMC-related organizations. Also cognition of members on the actual state of the management of FMC`s was studied by a questionnaire survey. The questionnaire was designed to get understandings of the general cognition of FMC`s members associated with forest management and FMC`s management activities. According to the results of the survey, more than 50% of members are not interested in forest management and most of them are not satisfied with the activity of FMC. In this paper, the results of analyses for the survey are discussed in detail. On the other hand, statistics indicate that the basic policy for FMC contributes to rapid growth in the number of local FMC`s. However, the increase of FMC`s has negative effect on management conditions of existing FMC`s because of reduced budget allocation from the government, In addition, we concluded that some parts of current regulations for FMC are unfavorable in promoting the spontaneous management activities of local FMC`s.

This research developed a forest-level harvest scheduling model using linear programming (LP). The formulations of the LP model include timber production schemes with constraints of nondecling yield forest conversion strategies, the minimum timber supply, levels and the maximum cut acrages. The model is able to generate both Model I and Model II types of input matrix in MPS format. In this paper, use of LP in building the framework of the strategic forest planning model ?as justified by comparing the algorithmic characteristics of LP with those of Gentan probability and binary search approaches through literature reviews. In order to demonstrate the field applicability of the model proposed. (1 the harvest scheduling problem for about 11,000-hectare case study area Wt. Baekun area in Southern Experimental Forest of Seoul National University) was formulated and soloed and 2 the effects of the change in task regulatory timber production constraints or. optimal harvesting schedules here investigated.

In this study, a relational database program to manage the data involved in forest planning was developed in such a way to simulate the whole process of `Younglim` planning in Korean National Forest System. Using the pull-down menu system of various functions required for developing `Younglim` plan, the database program can handle the data of forest inventory, 10-year working plans, annual working plans and the history of forest operations automatically and simultaneously. The model was designed to run under the environment of Korean version of Windows 95. Visual Basic 5.0 was used as the basic tool for programming and Microsoft ACCESS as the basic engine of the database system. In this paper, the process of designing the structure of database program following the process of `Younglim` plan and the structure of the model are discussed. In addition, the functions of menu system are presented using the screen-mode output windows of the model.

In this study, linear programming (LP) was applied to solving for optimal harvesting schedules of multiple-use forest management in Mt. Kari area managed by Chunchun National Forest Station. Associated with the geographic characteristics, the study area was classified into 4 large management units or watersheds and simultaneously applied were the site-specific levels of management constraints nondeclining yield, initial cut for existing stands, % cut area, the volume of soil erosion, timber production and carbon storage, ending inventory condition and % area species selection for regeneration. The problem was formulated using both Model Ⅰ and Model Ⅱ techniques. In this paper, the formulations are presented and the results of the optimal solutions are discussed for comparison purposes.

In this study, the multiobjective linear programming (MOLP) formulation was built to solve for the optimal forest management planning considering carbon sequestration and timber production simultaneously. The formulation was applied to a case study problem to investigate the trends of the optimal forest harvest schedules as the function of preference of forest management for carbon sequestration and timber production. The study site was Mt. Kari area in Hongchun. The formulation includes several site-specific constraints for non-declining yields, upper and lower bounds of cut volume and area for timber, ending inventory conditions, etc.. According to the changes of weight combinations for timber production and carbon sequestration, the joint production possibilities curve was proposed as the option for management choice.
