        일본의 지산지소 추진현황과 시사점 -효고현의 사례를 중심으로-

        With the advent of the new millenia, interest in the local production and consumption systems has been rapidly increasing in Japan. The promotion of local production and consumption is undertaken as an important task together with the promotion of dietary life education as outlined in the `Food·Agriculture·Rural Basic Plan`, approved by the Cabinet in March, 2005. On the types of activities on local production and consumption, there are many diverse activities such as the opening of direct agricultural outlets and farmers` markets, using local agricultural products in meals provided in school and welfare facilities, rural-urban exchanges, tour facilities, restaurants, using local agricultural products in the processed foods, selling local agricultural products in big food outlets, etc. In the case of Hyogo Prefecture, the local government independently promoted `environmentally-sustainable agriculture` and aims to achieve the `realization of a society with revitalized `agriculture of Hyogo" with its `Hyogo Agriculture & Fisheries Vision and through various local production and consumption activities. The promotion of local production and consumption is meaningful in the market globalization of agricultural products as it contributes to securing the competitiveness of the local agricultural products, increasing the incomes of small-scale farmers belonging to elderly farmers and "returned to the farm" farmers, continuing with the local traditional culture, the educational values through dietary life, cuts in distribution expenses, etc.

        바이오매스 이용의 사회적 평가

        Recently, many researches on the biomass of the agricultural and livestock wastes are being conducted in several respects. The use of biomass is of benefit to the curtailment of oil import, environmental pollution decrease, global warming mitigation and so on. And, in the agricultural sphere, making use of agricultural byproducts can contribute to the revitalization of the agricultural industry and rural community. In other words, making new products or energy by using biomass have a possibility to be developed as a new industry. The industry can create new businesses and job opportunities for rural dwellers. Also, major 3 positive effects of market formation for the agricultural wastes, increase of the idle land use and creation of the new business are expected. However, the use of biomass may be difficult to secure a proper right as a market good in the autonomic market economy. It is necessary to establish or amend related laws or systematic tools for the revitalization of the biomass use. Also, it is required for the government to bear partial costs of the facilities and others in the beginning stage.

        일본의 현단위 유기농업육성사업의 평가와 발전방향

        In 1992, HyoGo County in Japan itself established a guideline for the environment-friendly agriculture and have been propelling the environment-friendly agriculture as a major agricultural policy together with organic farming. This study focuses on the evaluation of the “organic farms’ villages” projected by the County among other projects. The results indicate that the project results in several benefits such as decrease in chemical input use and environmental pollution, and enhancement in farmers’ concerns on safety and environment. On the contrary, it shows that no economic benefits are anticipated in the short run with the organic fanning. Therefore, it is necessary to consider economic incentives for farmers who adopt the organic practices to sustain farmers’ income.

        Requirements for Meeting Consumer Expectations to Expand the Market for Organic Products

        The world's food production systems are becoming an area of great concern for both human and ecological health. Research has identified that one of the greatest threats to sustainability is conventional industrial agricultural systems and the high energy and material cost they require to function. The organic food movement is contributing as promising alternative to the current dominant model. Over the last 50 years it has developed into the most visible brand for a healthier and more environmentally sustainable food system. However, to achieve its full potential there are still a number of hurdles which must be overcome to make organic products a more viable and appealing option for consumers. This paper provides an overview of key research that has been conducted on why consumers are buying organic products, what they are buying and what is preventing them from purchasing more. It concludes that the key challenge is for the organic food movement to convince existing consumers of the superior 'value' of its products. In addition there are a number of methodological issues associated with analysing the market for organic products as well as issues of limited distribution, intermittent availability and high prices that are currently preventing increases in sales. Recognition and management of these barriers could contribute to more effective targeted research into consumer food purchasing motivations and subsequently the development of more sophisticated marketing strategies that assist in maintaining integrity with consumers and fending off challenges from conventional as well as other complementary food systems such as local food movement. And finally to achieve these market growth strategies the organic food movement will need to cope with its diverse constituency - ranging from global corporates through to local production and consumption - and provide attractive opportunities to individuals and business at all stages in supply chain whilst retaining credibility with government to ensure ongoing policy support.

        연구보문 : 사회과학 ; 라오스 농촌지역의 빈곤퇴치와 농촌개발 전략

        Lao PDR is one of the least developed countries in Southeast Asia. It has been implementing economic development plans aimed to reduce poverty through introduction of new economic system in 1986 and national growth and poverty eradication strategy (NGPES) in 2003. As a result, the living standard of the people in urban areas has been improved and the share of the population living below the poverty line also decreased rapidly. Although the overall poverty reduction in Lao PDR has been progressed significantly, the people in rural areas with insufficient social overhead capital such as roads and electric power are still facing serious poverty situation despite efforts by government and international donors. The poverty in rural areas is more serious than that of the urban areas. In addition, the gap between urban and rural areas` development makes income inequality in two regions worse and worse. Construction of irrigation facilities and roads connecting to the urban market is the most important thing to Increase agricultural productivity and production in rural areas among other things. The government of Lao PDR plans to achieve the Millennium Development Goals but they have no adequate financial resources to invest for meeting those goals. Expansion of development aid and public investment in rural areas with inadequate infrastructure will accelerate the penetration of the market mechanism into those areas. The market mechanism will provide farmers with an incentive to increase the agricultural production and it will contribute to eradication of poverty in rural areas. Considering the fact that 68.0% of the population is engaging in self-sufficient agricultural sector and 32.5% of the GDP is based on the agricultural sector, we suggest that the development in rural areas should have the first priority.
