서울시는 ’15.6.27 대중교통요금인상과 아울러 국내 최초로 조조할인제를 시행하였다. 첫차부터 오전 6 시 30 분까지 지하철과 버스를 이용하면 요금을 20% 할인해주는 것으로 제도 시행 1 년간 총 6,940 만명(하루 22 만명)이 할인혜택을 받은 것으로 분석되고 있다. 본 논문에서는 교통수요에 탄력적인 요금제 도입형태로서의 조조할인제도의 도입효과 분석과 함께 기존 정기권 제도의 문제점 개선 방안, 해외 선진도시의 다양한 외국인 대상요금할인제도 사례 조사 등을 통해 통근 통행자 및 외국인을 위한 보다 적극적인 할인제도를 연구, 기술하였다. Effective from "15.6.27, Seoul City was performed public transport fare hikes as well as the “Free Pre-Peak Travel ”(early morning discount fare) at the first time in Korea. “Early morning discount fare” means that you get a 20% discount on the fare if you take the subway and bus from the first train start time to 6:30 am. Enforcement one years, total 6,940 million people (22 million people a day) have been analyzed to receive the discount. In this paper, through traffic demand flexible pricing introduced form as “Free Pre-Peak Travel”(early morning discount fare) problems improvement of discounts existing commuter pass system with the introduction effects of institutional measures, various foreigners fare discount system case studies, such as overseas advanced cities aggressive than for commuting parties and foreign discount research institutions, and technology.

메르스 사례를 통해서 본 도시철도 긴급상황시 교통안전 대응전략에 관한 연구

높은 치사율과 빠른 확산속도를 갖고 있는 메르스(MERS-CoV : 중동호흡기 증후군)의 국내 확산의 조기 차단이 실패로 돌아가면서 중앙정부는 국가 차원의 콘트롤 타워의 혼선, 대응능력 부족이라는 혹독한 비난을 받았다. 시민들의 주요 이용수단인 대중교통 특히 도시철도의 경우 메르스 확산에 대한 공포가 본격화되기 시작한 6 월 첫 주부터 메르스 관리대책 종료(7.28)까지 이용패턴과 운수수입 변화에 있어 상당히 다이나믹한 양상을 보였다. 이용자 유형별, 각 확산 단계(국면)별 이용데이터 분석과 아울러 메르스 예방 및 확산방지를 위한 서울메트로의 관리대책 추진 사항을 종합 정리하고, 추진 과정 등을 되짚어 봄으로써 향후 유사한 상황이 발생 시 효과적인 대응전략을 기술하였다. Korean government was harshly criticized by citizens because of their inefficient counter measure for quick spreading and highly fatal MERS. From early June(peak period of MERS) to JULY 28th(ending period of counter measure of government), variance of using pattern and fare box had been very dynamic. By analyzing passenger’s data of each phase of MERS spreading and by retrospecting Seoul Metro’s preventing measure for MERS spreading, we try to find a better way to address an emergency situation that is similar to MERS.
