교육은 사회발전의 원동력이다. 특히 지식과 인재를 핵심으로 삼는 지식경제 사회에서 교육의 역할과 기능은 날로 커지고 있다. 일부 주요 국가들은 국가 발전 전략의 시각으로 교육을 재조명하고 교육의 발전을 국가 발전의 주요한 초석으로 삼아 자국의 실정에 부합한 교육 발전 전략을 잇달아 연구, 제정하고 있다. 이에 따라 세계적으로 ‘교육 전략’의 붐이 일어났다. 개혁개방 이래 중국정부에서는 교육 자체가 지닌 특징과 각 시대 사회 발전의 수요에 따라 교육의 개혁과 발전을 촉진할 수 있는 일련의 정책과 법규를 실시함으로써 일정한 역사 시기에 중국의 교육발전의 중점이나 전략적 사상을 구현하였다. 본 연구는 주로 중국정부에서 교육정책과 법규문서의 형식으로 확립한 소질교육 발전전략, 교육공평 발전전략, 직업교육 발전전략의 형성배경과 전략적 목표, 확립 과정 및 미래 발전추세에 대해 전면적으로 고찰하고 분석하였다. 아울러 ‘사회발전의 수요’, ‘선진국들의 경험과 시사점’, ‘학계의 연구와 인식’ 등 세 가지 기준에 의해 ‘정보화교육 발전전략’과 ‘평생교육 발전전략’을 중국의 미래교육 발전전략으로 설정하고, 이들 전략들의 특징과 의의를 탐구하였다. 이로써 독자들이 중국 교육의 현주소를 이해하며, 중국 교육의 발전 맥락이나 발전 방향을 인식하고 파악하는 데 도움을 제공하고자 한다. Education is a driving force of social development. Knowledge and talents play a key role especially in today's knowledge-based economy society. The role of education is becoming more and more important. In order to take the initiative in the heated international competitions, some of the major countries are reviewing the educational development strategies, formulating the education development strategies based on their national conditions, and launching an 'Education Strategies'. The Government of China pushing reform and opening up since 1990s, meeting the needs in various periods of socio-economic development and coming up to the educational expectations, issued a series of policies and regulations to promote educational reform and development, which reflects China's educational development and strategic thinking in certain historical period. The paper has carried out a more comprehensive research and analysis on 'Development Strategy of Quality Education', 'Development Strategy of Education Fairness', and 'Development Strategy of Vocational Education' established by the Chinese Government which contain the historical background, strategic targets, the process of establishment, and the future tendencies of development. Under three big criteria, namely 'the need of social development', 'the experiences of advanced nations, and 'the research and awareness of the academic scholars', the paper predicts that 'Information Education Development Strategy' and 'Lifelong Education Development Strategy will be the future education trend in China. Educational development strategies of China mentioned in this essay can allow us to make better sense to what the Chinese education do.
