국내에서는 전기에 의한 재해를 예방하기 위해, 보통 3년 주기의 정기점검이나 정기검사를 통해 설비의 안전상태를 확인하고 있다. 그러나 전기설비는 확인 당시의 상황으로 항상 상태가 유지되는 것이 아니고, 사고의 징후 또한 비가시적이며, 열화에 의해 발생되는 현상을 검출하기가 용이하지 않기 때문에 전기재해를 예방하는데 한계가 있었다. 따라서 본 연구에서는 일시적인 예방활동을 보완하기 위해, 전기재해의 주요 요인에 대하여 상시감시가 가능한 지능형 분전반을 개발하고, 이를 통해 전기재해를 예방하고자 한다.

A electrical fault is defined as any abnormal condition caused by a reduction in the insulation strength. To define the potential risk of the electric installation, measurement of leakage current has been getting considered, but because the measured leakage current value also contained leakage current by capacitance, the measured value could not be adapted to absolute reference to the installation. Therefore, in this paper, the correlation between the condition of electric installation and leakage current were analyzed. The result focuses on to detect them in a cost efficient way.

According to statistics from the Korea Electric Safety Corporation for the year 2009, 9,391 fires are attributed to electrical faults. These fires result in 43 deaths and 283 injuries. The fires cost ₩ 58 billion in property damage. Multiple people using places are being managed to prevent disasters by the special law for safety supervising of multiple people using spots. The KESCO is managing safety in the places through intensified inspection. Especially, entertainment spots, such as entertainment bars and karaoke bars, are different from other multiple people using places, and active reaction to prevent electrical fires is impossible. Therefore, special protection plans to prevent electrical disasters are needed.
영상전류 측정을 이용한 부재수용가의 전기설비에 대한 안전확보 방안

A electrical fault that may generate an electrical disaster is defined as any abnormal condition caused by reduction in the insulation strength. To find out the abnormal condition, periodical inspections have being performed every 3 years. Recently, the number of empty houses during normal working hours is rising by dramatic increase in the number of nuclear families and double income families. To define the potential risk of the electric installation, measurement of zero phase current has been being considered, But the measured value could not be adapted to an absolute reference to the installation because the measured zero phase current value also contained capacitive leakage current. Therefore, in this paper, the correlation between the condition of the electrical installation and the zero phase current was analyzed, The result focuses on to detect them in a cost efficient way.

본 논문에서는 부하전류, 누설전류, 아크고장과 같은 전기재해 위해 요소의 적절한 관리를 위해 유비쿼터스 환경에서 운영되는 실시간 감시 및 관리 시스템을 개발하고, 이를 이용한 국가전기안전망이 구축 방안이 제안되었다. 그리고 개발된 시스템과 제안된 안전망의 유용성 및 신뢰성을 확인하기 위해, 개발된 지능형 분전반을 전주한옥마을 28개 수용가에 설치하여 시범 운영하였다. 제안된 국가전기안전망이 일반용전기설비 수용가에 완전히 구축된다면, 전 기안전에 대한 주요 관리가 일반 사용자에서 전문가에 의한 실시간 관리체계로 전환되는 효과가 있을 것이다. 그 결 과 전기화재의 주요 원인인 과부하, 아크고장, 누전에 의한 화재가 예방될 수 있을 것이다. In this paper, in order to monitor and manage an electrical risk factor like as leakage current, load current, and arc-fault, a real time monitoring and management system being operated in the ubiquitous environment was developed, and a plan of construction of an electrical safety grid using the system was proposed. For confirmation of usefulness and reliability of the proposed safety system and grid, the developed intelligent panels were applied to 28 Korean traditional houses in Jeonjoo city, and the grid including the panels was operated. If the proposed National Electrical Safety Grid is completely constructed in the houses of general electrical users, the Grid will have an effect on that a main manager on electrical safety transfers from management system by general people to real-time management system by expert. As a result, the electrical fires caused by an over-load, an arc-fault, and an earth-fault will be prevented.
직렬아크고장 전류에 의한 전선 발화 특성 분석을 통한 아크고장 검출 기술의 개발

In 2007, 9,128 fires are attributed to electrical equipments, These fires resulted in 29 deaths and 262 injuries. Arc-faults were one of the major causes of these fires. When an unintended arc-fault occurs, it generates intense heat that can easily ignite surrounding combustibles. Conventional circuit breakers only respond to overloads, short circuits, and leakage currents. Therefore, the breakers do not protect against arcing conditions. This paper presents results obtained in experiments on ignition behavior of wire by series arc fault currents and techniques developed to detect the arc-faults. The developed technique was tested after installation to make sure they are working properly and protecting the circuit. If the developed arc detecting technique is applied, the electrical fires caused by an arc-fault can be reduced.
