대한민국 공군 우주 작전조직 발전방안 - 위협·작전·전력을 중심으로 -

본 연구는 대한민국 공군의 우주안보 역량 개발이 구체적인 작전조직의 차원에서도 고려될 필요가 있다는 생각에서 출발했다. “대한민국 공군 우주 작전조직은 단계별로 어떠한 발전 과정을 거쳐 마련되어야 하는가?”라는 연구 문제를 설정하였고, 위협요소-우주작전-우주전력-작전조직의 연계를 연구 분석틀로 채택했다. 우주안보 위협요소에 접근하는 방식에 따라 공군우주작전을 ‘위협에 대응’하는 작전과 ‘위협을 제공’하는 작전으로 구분하였다. 해당 연계 내용을 공군이 추진하는 8가지 우주전력에 대입하여 각 작전을 수행할 수 있는 전력을 분석했다. 최종적으로, 공군 우주력 발전방안의 단계별 요구능력과 전력별 도입 계획, 앞선 연계 분석을 활용하여 3단계의 공군 우주 작전조직 발전방안을 도출했다. 단계별 요구능력과 연관되는 작전, 이를 수행하는 전력, 운용하는 조직을 연계하는 방식으로 2050년까지의 우주 작전조직을 제안했다. 본 연구를 통해, 우주전력의 효과적인 운용과 항공우주군으로서 공군의 국제적·대내적 정체성을 확립할 수 있을 것이라 기대한다. This study started with an idea that the development of the ROKAF space security capabilities needs to be considered, at the aspect of a specific operations organization. The research question is “What stages of plan should be taken to develop the ROKAF Space operations organization?”, and the analysis framework is the link between threat factors - space operations - space assets - operations organization. According to the approach to space security threats, Air Force space operations were divided into operations that “respond to threats” and operations that “provide threats”. The related analysis was connected to the eight space assets, promoted by ROKAF to analyze the assets to carry out each operation. Finally, the three stages of the AF Space operations organization development plan were derived using the phaseal demand capability of the Air Force space power development plan, the plan of the assets, and the previous related analysis. It proposed a Space operations organization up to 2050 in a way, that links operations related to needed capabilities, the assets to perform them, and the organization to operate them. Through this study, it is expected that the effective operation of space assets and the international and internal identity of the Air Force as an aerospace force will be established.
