21세기 가장 주목 받고 있는 산업은 문화산업이며, 그 가운데에서도 디지털 경제를 이끌어갈 대표적인 산업이 영상(영화, 비디오, 방송, 애니메이션)산업과 게임산업 등이다. 최근 우리나라에서 영상산업은 산업정책적인 측면에서뿐만 아니라 관광 및 여가문화 질 높은 요구에 의해 시장이 급팽창하고 있다. 정부뿐만 아니라 지방자치단체에서 지역산업 정책 및 관광ㆍ여가문화 장소 등으로 영상산업과 그의 인프라인 영상단지 조성 등에 대단한 관심을 보이고 있다. 영상산업이 발전하기 위해서는 영상산업 인프라 구축, 영상산업 육성 및 지원체계 구축, 영상산업관련 첨단기술 개발, 영상산업전문인력 양성체계구축이 필요하다. 우리나라 영상산업의 정책 및 영상단지 조성은 다음과 같은 방향에서 추진될 필요가 있다. 첫째, 정부에서는 영상산업의 발전을 위해 제작, 유통, 인프라, 해외진출, 전문인력의 양성, 영상산업의 연구 등 분야별로 정책을 수립하여 추진할 필요가 있다. 둘째, 지역간 영상산업의 차별성 및 보완 연계성을 도모할 필요가 있다. 셋째, 영상단지 등의 개발에는 않은 재원이 소요됨을 고려하여 민자유치방식에 의해 영상단지를 개발하는 것이 바람직할 것이다. 넷째, 지역별 영상위원회(FC)를 설치하여 지역의 영상촬영유치, 지원업무를 적절히 수행하여 영상산업의 발전과 지역의 발전을 동시에 도모할 필요가 있다.

As discipline of urban planning studies, planning theory is difficult to understand. What is distinctive about the subject of 'planning theory' is that it aims to provide some overall or general understanding of the nature of urban planning. Because of this, the sorts questions planning theorists ask about urban planning are fundamental questions. Questions such as: what kind of activity is planning? what do planners do? how planners do this? Until 1960s, planning was viewed as a neutral, apolitical activity, i.e. as a means to a particular end(instrumental action) and planners were considered as authoritative experts pursuing the public good on the basis of their special knowledge. But since the mid-1960s, planning has been increasingly recognized as a political process, involving conflicting interests. As participants, planners must make choices grounded on both technical expertise and value judgements. These are informed by planners' political and ethical views and structural and organizational constraints they face in their everyday work. Forester applies J. Habermas' critical communication theory of society to planning theory and practice. Forester argues Habermasian critical theory give us a new way of understanding action, or what planners do, as communicative action. If planners do not recognize how their ordinary actions may have subtle communicative effects, the planners may be well-meaning but counterproductive, sincere but distrusted, rigorous but unappreciated, reassuring yet resented. In other words, planners must be deliberative practitioners. In short, critical planning theory must be not only empirical, interpretive, and normative but also practical, because planning theory is what planners need when they get stuck.
