The research aims to find the major reasons to many operational problems in project-partnering. Two systems of its operation between overseas (USA, EC and Japan) and Korea are compared. Comparison factors are business regulatory agreement and operational measures taken for the implementation of project-partnering between the two. The research results in that the following reality causes many operational problems in Korean project-partnering: . Lack of complement between partners; . No use of single account; . Lack of industry-based business regulation for project-partnering: . Poor application of management techniques. In relation to above reality, the following four recommendations are provided to improve the efficiency of project-partnering. First, owners role is necessary for partnering members to be complement each other at the beginning of project-partnering. When contractors get together in the form of project-partnering, its major objective is to get project order from owner, in particular for most cases of governmental projects. Among many owner's role the followings are fundamental to be introduced as a starting point: . To identify important factors to be achieved in individual project; . To estimate whether project-partnering is useful in comparison with above factors; Second, one account application is mostly necessary. The research analysed the reasons why it is presently hard to be applied. Then, the following alternatives are introduced and evaluated: . To establish corporation; . To legislate new law acknowledging partnering as a independent legal entity for taxation; . To improve present operational system to be able to adopt one account system. Third, a scheme is provided for the supply of industry-based business regulation for project-partnering. As its most important component, the research points out that check and balance system between the roles of steering committee and representative firm is important. Finally, some methods are provided for the application of management technique to reduce operational problems in the process of project-partnering.
