The Seoul Museum of History(SMH) was established in 2002 to preserve the traditional culture and history of Seoul and provide visitors with the opportunity to experience the culture of seoul. Despite being an executive agency, SMH’s financial sufficiency is very as low as 2% due to simple exhibition programs, lack of commercial facilities, and moreover use of old museum management. In this study, a plan for improving financial support for SMH was derived on the basis of a theoretical review of museum company, case studies of domestic and foreign public museums, and opinion survey of SMH’s members, etc.. The three principles is needed to improve the financial independence of SMH; first, the organization is needed to be restructured for each department to be business-oriented, second personnel management system is rearranged such that an employee is compensated on performance basis, third, commercial facilities is needed to be expanded and museum environment to be amended in order to attract visitors. More concretely, the exhibition department has to be fortified by having more staff and budget so that it can be fully geared for generating revenue. Also marketing department should be established and admission fee be charged for education programs. In addition, to make income more, SMH can charge fee for the special exhibitions, revitalize corporate sponsorship, and develop new business line such as various membership programs and package deals.
생활폐기물수집업체의 비효율성과 규제완화로 인한 효과분석

서울시자치구는 쓰레기수거업체의 효율성에 의해 업체를 선정하기보다는 행정편의, 관할지역의 지형조건, 관내 업체의 사정에 따라 임의적으로 수거쓰레기 종류 및 수거관할 지역을 지정하고 있다. 이러한 관행 때문에 업체의 영세성과 비효율성이 지적되고있다. 본 연구에서는 서울시의 108개 생활폐기물 수거운반업체의 주요 투입요소와 산출요소 데이터를 가지고 이들의 효율성을 측정하고 특별히 효율성이 낮은 업체들의 원인이 무엇인지를 분석하고자 한다. 또한 정부에서 추진하려 하는 독점영업구역의 폐지, 타자치구 진출허용 등 규제완화와 업계의 구조조정이 도입되면 효율성이 얼마나 개선되는지를 일종의 모의실험을 통해 알아보고자 한다. The self-ruling districts of Seoul do not choose garbage collectors strictly according to their efficiency but do with discretionary power considering topographic traits of their jurisdiction, positions of garbage collectors, or administration convenience, and appoint their territorial boundaries for operation. This practice is criticised as having small-sized collectors marginally survive and yielding inefficiency industrywide. This study measures efficiency for each of 108 garbage collectors using their input and explores why such inefficiency occurs. Also, a simulation test provides a useful information about how much deregulation measures pursued by the central government can increase efficiency such as permitting business across self-ruling districts, and merge and acquisition.

Our study, which is different from previous studies in terms of the estimation approach, applies the stochastic frontier model and the quantile regression method to KReIS(Korean Retirement and Income Study), estimates factors to determine medical expenses of the old-aged families and analyze them Empirical results are as follows first, an income coefficient of the old-aged families on medical expenses in two models are less than that in the linear regression estimation of previous studies, implying that old-aged people cannot help expending the medical expenses regardless of their income level. It suggests a policy implication, as it were, the government needs to introduce a plan for giving the old more benefits in the present medical system. Second, we found that variables of individual characteristics has not a statistically significant impact on the medical expenses from the stochastic frontier model with the half-normal distribution. It conforms to assertions of previous theories, which claimed that a doctor, a supplier of the medical service, is rather likely to decide medical expenses of the consumers from the information asymmetry in the medical service. Our empirical conclusions, different from previous studies' findings, give us stronger grounds for the government to intervene in the medical servive market for the old-aged families. 본 연구는 기존 연구들이 수행한 선형회귀분석과 다르게 개인의 이질성을 반영할 수 있는 확률변경모형과 분위수 회귀추정방법에 2006년 『국민노후보장패널』 자료를 적용하여 고령자 가구의 의료비 지출 결정요인을 추정하고 분석하였다. 추정결과, 첫째 의료비지추에 대한 소득의 영향이 선형회귀식보다 현저하게 작아 개인들이 소득수준과 무관하게 의료비를 불가피하게 지출하고 있는 것으로 밝혀졌다. 이 결과에서 의료비지출이 상당한 부담으로 작용하는 고령자가구에 대한 적절한 혜택을 부여하는 제도 도입이 필요하다는 정책적인 시사점을 얻을 수 있었다. 둘째, 반정규분포 확률변경모형으로부터 개인특성에 관한 변수가 의료비지출에 영향을 미치지 않는다는 것을 발견하였다. 이는 의료서비스의 비대칭성 때문에 공급자인 의사가 의료비 지출을 결정한다는 기존의 주장과 일치한다. 이와 같이 선행연구 결과들과 배치되는 결론을 도출함으로써 이전 연구보다 더 강력하게 정부가 의료서비스 시장에 개입해야 한다는 실증적인 근거를 제공해주고 있다.
