        Purpose of the Study The main purposes of this study were twofold: (1) to find out problems in current educational systems of the provincial and local board education through review of the literature previous studies, and together 'with questromnaire survey' and(2) to contirbute to a newly adopting educational system of local autonomy in Korea. Method of the Study Methods of the Study also were twofold: firstly, review of the literature, previous studies, and foreign local educational systems to find out problems of current systems of Korean provincial and local boards of education and secondly, a survey to disiouer alternative systems of both boards of education by questionnaire developed by this researcher and other consultants. Questionnaire were consisted of 25 items from five areas, (1)the nature, structures and organization of the both board of education , (2)power relations between the Ministry of Education, provincial and local boards of education, (3)relations between general administrative structure and educational structure, (4) professionalization of educational administration, and (5) educational finance from the above review of literature. The questionnaire was administered to 595 subjects consisted of teachers, educational professionals, educational Administrative staffs, university professors, and parents of students. These subjects were subgrouped by status, age and sex to compare the opinions and ideas. Findings of the Study Major findings of the study from 5 areas were summarized as follows: A.The nature, structure and organization of Board of Education. (1)Boards of Education should be decision-making body and superintendents should function as the chief executive at the both levels of provincial, and local board of education. (2)Fifteen to thirty board members of education at provincial level should be elected by local country representatives, and they should represent distizens, vocational organizations, and ex-officios, desirable term of the board member was 4 years and more term might be extended. (3)Members of board of education should be honorable and non-partisan position, representative members of county citizens among them and they should have resided more than 3years in that district, and vocational representatives members should be elected from elementary and secondary teachers. (4)Superintendents of provincial board of education requires 20 or more years of teaching experience, master's or higher degree and non-partisan. He should be elected by provincial board of education for the term of 4 years allowing one more term. (5)Superintendents of local school districts requires 15 or more year's teaching experience. He should be elected by local board of education for the term of 4 years allowing one more term and be a non-partisan. B.Power relation between the Ministry of Education and Provincial and Local Boards of Education. (6)The Ministry of Education should focus on policy-making and planning at the national level, developing and supporting provincial and local level education, and the other matters should be decentralized. C. Relations between general administrative structure and local educational structures. (7)Superintendents could be concurrently the representative members of the same province as an ex-officios to assure the co-operation of representatives from the province. (8)Existing veto system by the Governor should be abolished. Chair of the board of education should be elected by the majority rule among same board members, and board of education could have actual power to decide and execute educational matters independently. D. Professionalization of Educational Administration. (9)Superintendents at local school districts should be elected from educational professionals. (10)Provincial and local governments should have responsibilities for the educational finance, and central government should maintain balanced development of provincial and local education. E. Educational Finance of Board of Education. (11)The amount of educational expenditures from provincial and local governments should be increased for the stability of educational finance. (12)Current source of educational tax should be changed from national tax to local one, and be increased and stabilized by allocating appropriate proportion of local taxes.

      • 實證的 實驗을 통해 본 옛 印刷文化

        이상과 같이 옛 인쇄술의 변천과정을 간략하게 더듬어 보았다. 요약컨대, 인류 문명이 발전되면서 인쇄술이 어떠한 방법으로 변천하였고 앞으로 어떻게 연구되어야 할지를 실증적 실험을 통해 알아 보았으며 첨단 정보화 시대를 맞아 한 세기를 마감하는 활자 문화의 종주국으로서의 위상과 천년 수명으로 가진 우리 한지의 특성, 우수성을 알고 가꾸어 고인쇄물과 더불어 관광 상품화할 수 있는 방안을 모색해야 할 것이다. 그 방안으로 ๐ 국내 유일의 고인쇄박물관다운 특성이 있고 개성을 살닌 전시 방향 재고 1. 고서 위주 전시 지양(도서관, 고서점이 아니며 책의 내용을 연구하는 곳도 아 님) 2. 책이 나오기까지의 기능(과정) 전개로 산교육장화 ๐ 고인쇄술 활용 방안 예) 1. 훈민정음의 해례본 한글판 인출 보급 : 교육효과 2. 한지의 우수성을 살린 각종 보존기록문서 발간 연구 3. 훈・포장, 임명장 생산 보급 연구
