교사평가에 대해 관심이 집중되는 요즘 효과적인 교사가 지녀야 할 역량, 즉 잘 가르치는 교사에 대한 보편타당한 준거 마련은 필수적이다. 효과적 교사 역량에 대한 준거가 마련된 후에야 교사의 질 제고가 이뤄지고 마침내 교육의 질이 향상될 수 있다. 이에 본 연구에서는 효과적 교사의 역량과 관련된 다양하고 구체적인 의견을 수렴하고자 현직 중등 교사와 교사의 꿈을 키우고 있는 예비교사인 대학생들을 대상으로 효과적인 교사가 지녀야 할 교수 역량에 대해 중요도와 함께 기술하게 하였다. 선행연구와 내용 전문가의 검증을 통해 총 52개의 역량 항목을 도출하였으며 이에 따라 총 520명이 기술한 내용을 분석하여, 중요도와 내용분포 순위별로 효과적 교사 역량을 도출하였다. 이 중 순위 50% 안에 있는 역량 중 상위 5위까지를 핵심역량으로 선정했으며 이것이 교사 집단과 예비교사 집단 간에 어떤 차이를 보이는지 살펴보았으며, 이를 기반으로 몇 가지 제안을 하였다. Since people are concerned about teacher evaluation nowadays, it is essential to develop a criterion universally valid and based on the competencies of the effective teacher. With the criterion developed, it is possible to improve the quality of teacher and the quality of education in the long run. The purpose of the study was to find the competencies of the effective teacher perceived by the current teachers in the secondary school and the college students who are in teacher education.<BR> In our study to gather the various range of opinions related with the competencies of effective teacher, two subject groups were involved: 270 teachers who were working in the schools and 250 students who were in college of education to be teacher in the future. They were asked to describe competencies that an effective teacher may show. 52 competencies were identified through the analysis of the preliminary analysis. Using the competencies, the collected data were analyzed in order to find the importance and frequency of the competencies. Based on the result, the core competencies that were within the upper 50% were identified and the differences in perceiving the competencies between teachers and students were described. Finally, several recommendations based on the differences and the core competencies were suggested.
