본 연구에서는 북한이탈주민의 한국사회 정착에서 제기되는 문제에 대한 남한주민과 북한이탈주민의 인식차를 밝혀냄으로써 북한이탈주민 정착지원과 사회통합에 도움을 주기 위한 1차 자료를 얻고자 했다. 연구수행을 위해 유사한 혹은 같은 주제에 대한 남한주민과 북한이탈주민의 상호인식 차이를 설문조사를 통해 살펴보았다. 연구에 따르면 남한주민과 북한이탈주민의 인식에서는 적지 않은 차이가 있었다. 북한이탈주민에 대해 남한주민은 동포라는 인식이, 북한이탈주민은 남한주민이 여전히 북한사람으로 생각한다는 응답이 가장 높았다. 이러한 인식차는 정부의 북한이탈주민 정착지원의 이유를 두고 동포이기에 지원한다는 남한주민의 인식과 향후 통일준비의 차원에서 한다는 북한이탈주민의 인식에서도 찾을 수 있다. 북한이탈주민에 대한 편견이 북한정권에 대한 혐오감 때문이라는 응답이 높게 나온 것에서 찾아볼 수 있듯이, 남한주민들 속에서 북한이탈주민과 북한정권을 동일시하는 인식도 엿볼 수 있다. 이밖에도 북한이탈주민들의 한국사회 부적응 원인과 채용을 꺼리는 이유를 비롯해 인식의 차이를 보여주는 측면이 적지 않다. 남한주민과 북한이탈주민 사이의 상호인식의 차이는 북한이탈주민에 대한 이해, 이를 통한 사회적 지지를 이끌어내는 데 있어 저해를 주는 요인이다. 이를 해소하기 위해 남한주민과 북한이탈주민이 함께하는 통일예행 연습을 착실히 해나가야 할 것으로 판단된다. This paper is an attempt in the direction of developing the adaptation programs for the Displaced people from the North Korea. For this purpose, the survey takes a look at the situations and needs of them with the changes of times and analyze the welfare services by stages. After 1997, training for adaptation, institutional protection, local office system, supports from the various organization take a major roles in the support of them. Now social and economic support for them are available only for 3 years and it is insufficient for their adaptation. When the early supports come to an end, their satisfaction degree goes down lower. This fact suggests that our government must take a measure to develop the long-term service system. Actually the percentage of the social welfare beneficiaries among them in South Korea is larger than that of South Korean inhabitants. Though these programs are very helpful for them, it costs our government too much expenditure. In fact, there is no governmental policy for the long-term services for self- supporting of the disposed people.

북한이탈주민의 남한사회적응을 위한 코칭프로그램 사례연구

이 논문에서는 코칭프로그램이 북한이탈주민들의 정서적 안정을 도모해 사회부적응 양상을 해소하고 삶의 질을 높인다는 가정 하에 북한이탈주민들의 교육에서 코칭프로그램을 접목시키고 그 영향력을 분석했다. 이를 위해 우선 북한이탈주민들의 남한사회 부적응 양상을 살펴보고 정서적 안정화를 위해 코칭프로그램이 적합한 지를 살펴보았다. 세부적으로는 북한이탈주민 4명을 대상으로 정서안정화 방안의 일환으로 코칭프로그램 교육을 실시했으며 심층면접을 통해 코칭프로그램이 이들에게 어떤 영향을 미쳤는지를 알아보았다. 심층면접 결과 코칭프로그램은 대상자에게 미래에 대한 희망과 낙관성을 기대할 수 있었다. 이는 기존의 코칭프로그램의 효용성 연구와 이번 심층면접 결과 등을 미루어볼 때 코칭프로그램은 북한이탈주민의 정서적 안정화에 기여하고 있다고 할 수 있다. 실제 북한이탈주민들에게 코칭교육을 실시했을 때 대상자들의 만족감이 높게 나타났으며 이들은 하나원이나 하나센터 등 북한이탈주민들을 전문적으로 교육을 하는 기관에서도 접목되길 기대했다. 한편 코칭프로그램이 북한이탈주민들에게 적용되었을 때 실질적으로 정서적 안정에 기여하고 있음이 밝혀진 만큼 코칭프로그램의 효과를 객관적으로 판단할 수 있는 연구가 지속되어야 할 것으로 보인다. 개개인의 편차가 있겠지만 북한이탈주민의 정서적 안정화가 객관적으로 판단될 수 있는 근거기준이 마련돼야 통일직후 남북 주민들의 정서적 이질감으로 일어날 수 있는 심리적 혼란을 계량화하고 이의 해소에도 계량적 기준을 적용할 수 있어야 남북통합에 대비할 수 있기 때문이다. This study analyses the effect of a combined approach to educational programs for North Korean defectors. It is based on the assumption that the coaching program leads to the psychological stabilization of North Korean defectors, thereby solving problems resulting from social maladaptation while improving quality of life. In this study the author evaluated the social maladaptation of defectors along with the suitability of the coaching program for psychological stabilization. Four defectors participated in the coaching program for psychological stabilization and were later interviewed in-depth to evaluate the effects of the coaching program. The interviews indicated that the coaching program encourages participants to maintain an optimistic view for their future, contributing to overall psychological stabilization. The participants in this program were greatly satisfied, and they now desire to be introduced to North Korean defectors education institutions such as 'Hanawon' or 'Hana Center'. Meanwhile, the study indicates how the coaching program contributes to psychological stabilization. In order for the effects of the program to be evaluated objectively, it is recommended that the study remain under evaluation. An evaluation standard for the psychological stabilization of defectors should be established despite possible individual deviations. After such a standard is established, the psychological confusion resulting from emotional disharmony can be measured and solved, preparing the way for the eventual reunification of North and South Korea.

북한이탈주민 여성의 문화적 역량과 차별지각 및 문화적응 스트레스와의 관계

Purpose: This study aimed to investigate the impact of personal resources, including cultural competence, and perception of discrimination on acculturation stress among 173 North Korean refugee women in South Korea. Methods: A descriptive study design was used. Data were collected between October and December 2022. Results: The results indicated that the cultural competence scores of the subjects were an average of 140.18 out of 215, the average perceived discrimination scores were 14.56 out of 45, and the average scores of acculturation stress were 51.61 out of 125. Significant differences were observed in cultural competence, perception of discrimination, and acculturation stress were observed based on the educational level or duration of residence in South Korea or the presence of children. Significant positive correlation was observed between the participants’ perception of discrimination and acculturation stress. Conclusion: These results show that North Korean refugee women struggle to adapt to South Korean society due to their perception of discrimination, leading to higher acculturation stress. Hence, tailored support programs considering the education, duration of residence in South Korea, and the parental roles of the subjects are needed to reduce this stress and promote the acceptance of cultural diversity.
