국가-지역 과학기술 거버넌스 혁신 방안에 관한 연구 - 부산광역시를 중심으로

2000년대 이후 정부는 광범위한 영역에서 지역혁신정책을 추진하고 있다. 그러나 중앙부처 주도의 하향적, 분절적 방식으로 기대만큼의 성과를 거두지 못하고 있다. 정부도 이러한 문제를 인식해 지역 주도로 혁신성장 정책의 전환을 모색하고 있다. 본 연구의 주요 내용은 지역 주도의 혁신 거버넌스를 구축하기 위한 분석틀을 마련하여 혁신방안을 파악하는 데 있다. 이를 위해 중앙정부와 지역을 연결하는 국가-지역 과학기술 거버넌스를 3개 층위로 나누어 각 혁신 주체 사이의 역할(goal)과 지향점(goal), 조정체계(coordination scheme)를 지역주도라는 관점에서 분석하고 핵심과제를 도출하고자 했다. 그 결과 상위거버넌스의 수평적 조정 능력 확대가 필요하며, 하위거버넌스는 지역 내 혁신 거점기관들이 지역의 특화 분야에 맞춤형 기술과 인프라를 제공하는 혁신 플랫폼으로 전환되어야 할 것으로 나타났다. 상⋅하위 거버넌스를 연계하는 중간 매개기능은 지역의 연구개발 전담기관이 수행하되 다른 기관을 수직적으로 조정하는 컨트롤타워가 아니라 미래지향적인 플래닝타워로서 지역내 혁신 코디네이터로 자리매김해야 하는 것으로 나타났다. Since the 2000s, Korea has been promoting regional innovation policies in a wide range of areas. However, the central government-led top-down and segmented method has not yielded great results. Recognizing this problem, the government is also seeking to change policies for innovative growth that are led by regions. The main content of this study is to identify innovation measures by preparing a new analytical framework for establishing regional-led innovation governance. To this end, the national-regional science and technology governance that connects the central government and the region is divided into three layers and the role, goal, and coordination scheme between each innovation agent is analyzed from the perspective of regional leadership. As a result, it was necessary to expand the horizontal coordination capability of upper governance, and the need for a commanding tower to oversee microeconomic sectors in metropolitan governments. Sub-Governance suggested that the central governments regional innovation centers switch to an innovation platform of the region. Intermediary function linking upper and lower governance is performed by a regional R&D institution, not as a control tower but as a planning tower that vertically coordinates other institutions.

원자력발전소와 인근 지역은 대표적인 혐오시설이자 낙후지역으로 꼽힌다. 지역발전정책도 대부분 원전 신・증설에 따른 보상과 지원사업 등 개별적이고 연례적인 수준에 머물러 있었다. 그런데도 우리나라 원전 최대 밀집 지역인 부산광역시 기장군 고리원전 일대는 원자력 비(非)발전 분야인 방사선 의학과 방사선 과학 및 관련 산업의 새로운 집적지로 변화하고 있다. 본 연구는 고리원전 인근의 ‘동남권 방사선 의・과학 단지’의 형성과정을 분석하여 20여 년간에 걸쳐 진행된 이 사업의 지역혁신적 의미를 도출하여 원전 인근 지역의 지역주도적 혁신의 가능성을 모색했다. 연구를 위해 지역혁신론과 경로이론, EU의 스마트 전문화 전략을 바탕으로 지역주도적 지역혁신의 핵심 요소를 도출했으며 각 사업의 추진과정을 분석하여 원전 지역의 지속가능한 발전을 추구할 수 있는 정책적 시사점을 제시했다. The nuclear power plant and the surrounding areas are considered as representative hate facilities and underdeveloped areas. Most of the regional development policies remained at the individual and annual level, such as compensation and support projects for new nuclear power plants. Nevertheless, the area around the Kori Nuclear Power Plant in Gijang-gun, Busan, the largest concentration of nuclear power plants in Korea, is being transformed into a new cluster of non-nuclear energy fields such as radiation medicine, radiation science, and related industries. This study analyzed the formation process of the “Southeast Radiation Medicine and Science Complex” near the Kori Nuclear Power Plant, and sought the possibility of regional-led innovation in the vicinity of the nuclear power plant. For the study, the core elements of regional-led regional innovation were derived based on regional innovation theory, path theory, and the EU’s smart specialization strategy. And by analyzing the progress of Complex, policy implications for pursuing the sustainable development of the nuclear power plant area were presented.
