한국형 ODA 발전을 위한 대 베트남 ODA 사업 평가 연구

Over the past two decades, Korea has provided Vietnam with financial assistance exceeding 500 billion won, but the implementation of these Official Development Assistance (ODA) projects has often overlooked crucial factors such as Vietnam's political framework, economic conditions, cultural nuances, administrative decentralization, regional disparities, and local infrastructure. This study seeks to conduct a comprehensive evaluation of Vietnam's ODA initiatives with incorporating an exhaustive literature review and in-depth interviews to provide a broader perspective on ODA in the Vietnamese context. The study utilizes qualitative analysis, drawing from national and international research data on ODA, project evaluation reports, academic research, administrative records, media sources, and statistics. Additionally, it relies on in-depth interviews with individuals working at the operational level to gain valuable insights and perspectives. The study's findings reveal substantial progress made by Korean ODA projects in Vietnam. However, they also underscore the importance of establishing a long-term vision, improving local contextual understanding, enhancing transparency, conducting feasibility assessments, and implementing a more comprehensive evaluation framework to ensure sustainable development. To enhance the effectiveness and efficiency of ODA, serious aid reform is needed. This includes creating a dynamic project environment that leverages Korean distinctiveness and competitiveness and improving the evaluation system for ODA projects.

Vietnamese megacities have been remarkably growing with rapid urbanization and many high-rise housing developments. This study aims to investigate the social mix environment by analyzing various public spaces of the apartment complex in Ho Chi Minh City. By the typology analysis of 97 apartment complexes in the city, this study found that the intensity of social interactions relies on high-end features of the complex, project location, and the economic power of housing developers. In addition, the lower level of social mix in housing development derives from a lack of urban development policy for social integration and land compensation system in housing development. Therefore, the government needs to improve the legal system of urban development and compensation procedure. In addition, more affordable housing projects which are bigger than medium-sized complexes should be provided with social interaction environment in public spaces.
