사회복지시설의 운영 효율성 평가와 영향 요인: 세종특별자치시를 중심으로

이 연구는 세종시의 사회복지시설을 대상으로 복지시설이 지닌 투입-산출 측면의 효율성을 평가하였다. 이를 위해 자료포락분석(Data Envelopment Analysis: DEA)기법을 이용하여 사회복지시설의 상대적 효율성 점수를 산출하고, 투입 산출 요소의 영향력을 검증하였다. 그리고 토빗(Tobit) 회귀분석을 수행하여 효율성의 영향 요인을 실증하였다. 자료는 세종특별자치시의 사회복지시설 114개소의 담당자를 대상으로 대면 면접을 통해 수집하였다. 분석 결과, 세종시의 사회복지시설의 전반적인 효율성은 양호하였다. 하지만 투입 요소 중 종사자 수와 정규직 비율의 영향력이 크게 나타나, 양호한 효율성이 종사자의 높은 업무강도와 불안정한 고용으로부터 비롯된 것임을 알 수 있었다. 회귀모형 분석 결과, 운영 기간이 길고, 관립시설이며, 운영비 중 자부담 비율이 높을수록 효율성이 높은 것으로 나타났다. 이상의 결과를 바탕으로 사회복지시설의 효율성을 제고할 수 있는 방안을 제언하였다. The purpose of this study is to evaluate the efficiency of input-output aspects of welfare facilities in Sejong City. To this end, the relative efficiency scores of social welfare facilities were calculated, and the impact factors of input and output factors were demonstrated. The data were collected through face-to-face interviews with persons in charge of 114 social welfare facilities in Sejong City. The efficiency score was calculated using the Data Envelopment Analysis (DEA) technique. Besides, the input and output factors were removed step by step, and the efficiency score was calculated to identify the influential factors of each factor, and Tobit regression analysis was conducted to determine the influential factors of the efficiency score.. According to the analysis, 35 welfare facilities in Sejong City showed maximum efficiency and overall efficiency was good. However, as a result of verifying the magnitude of the influence of each input and output factor, the influence of the number of workers and the ratio of regular workers was large, indicating that the good efficiency resulted from high work intensity and unstable employment of workers. Regression model analysis shows that the longer the operation period, the higher the government facility, and the higher the ratio of self-esteem among operating costs, the more efficient the efficiency score is. It was also found that if the ratio of operating costs and main labor costs is high, efficiency is low. Based on the above results, a plan to improve the efficiency of social welfare facilities was suggested.
