인도⋅태평양 지역 소다자 안보협력 -과거, 현재, 미래-

In the Indo⋅Pacific region, a security network webbing a number of bilateral and minilateral security cooperation agreements has been emerging. As minilateral security cooperation tends to develop more easily from existing alliance, partnership and defense cooperation agreements, the US has been leading minilateral security cooperation in the region. This article notes that China (mis)perceives US-led minilateral security cooperation as an attempt by the US to encircle it. In order to assuage such a concern on China’s part, minilateral security cooperation that includes China should also be developed. That is, one of the most urgent tasks to accomplish with respect to facilitating minilateral security cooperation in the region is to induce China to take part in such minilateral security cooperation. Especially, a middle power such as South Korea should contribute to launching various types of minilateral security cooperation that are not subject to Sino-US geo-strategic competition. 인도⋅태평양 지역에서 다수의 양자와 소다자 안보협력이 중첩되는 그물망 네트워크가 형성되고 있다. 소다자 안보협력이 일반적으로 기존의 동맹, 파트너쉽, ‘국방협력 협정’에 기반을 두고 생겨나는 경향이 크기 때문에 인도⋅태평양 지역에서 미국이 소다자 안보협력을 주도하고 있다. 본 논문은 미국이 주도하는 소다자 안보협력을 중국이 자국을 봉쇄하기 위한 도구로 인식하여 미⋅중 지정학적 경쟁이 악화하는 것을 방지하기 위해, 중국이 포함되는 소다자 안보협력도 병행되어 추진⋅발전되어야 한다고 주장한다. 즉, 역내 소다자 협력의 최대 현안은 중국을 소다자 안보협력의 장으로 끌어내는 것이다. 특히 한국과 같은 역내 중견국가가 미⋅중 경쟁에 함몰되지 않는 다양한 소다자 안보협력을 적극적으로 추동해야 한다.
Security Cooperation between South Korea and Australia: Bilateral for Minilateral?

Security cooperation between South Korea and Australia has increased in recent years. What has been driving this increasingly enhanced security cooperation between the two states, which are about 7,500km apart from each other? This article approaches the question from the angle of minilateral security cooperation, which has been growing in the Asia–Pacific. It is relatively easier to build minilateral security cooperation upon an existing bilateral alliance relationship or strategic partnership. This practice has been led in the Asia–Pacific by the United States, which has been maintaining the so-called hub-and-spoke alliance network and expanding its security interactions with non-allied states. It is in this vein that this article locates security cooperation between the two US allies, South Korea and Australia, in the larger context of the US-led minilateral security network in the Asia–Pacific. After observing that South Korea and Australia have been enhancing their security cooperation, the article looks into those states’ stances on the US attempt to facilitate security linkage among its Asia–Pacific allies. Then, the article examines the (un)desirability and (im)possibility of developing trilateral or quadrilateral security cooperation among South Korea, Australia, the United States and Japan. It claims that the expectation of a US-led minilateral security cooperation being developed is a key reason for the recent enhancement of bilateral security cooperation between South Korea and Australia. Lastly, it discusses some issues to consider in further promoting South Korea–Australia security cooperation in the context of US-led minilateral security cooperation.
한국의 대미(對美) 정책공공외교 : 목표, 주체, 대상 및 추진 방향

2018년 초부터 시작된 국제사회의 북한 비핵화 협상 국면에서 북ㆍ미협상이 남ㆍ북협상과 함께 한 축을 구성하게 됨에 따라 미국에 대한 ‘정책공공외교’의 중요성이 최근 더욱 주목받고 있다. 한국은 한편으로는 미국 여론 주도층의 입장을 청취하면서 미국 정책결정자들의 의중을 파악하여야 한다. 다른 한편으로는 한국의 입장을 미국 여론 주도층에게 이해시키고, 그들을 통해 한국의 입장을 미국 정책결정자에게 설득하는 것이 필요하다. 이러한 맥락에서 본 연구는 먼저 정책공공외교가 공공외교의 영역에서 위상이 더욱 높아지고 있음을 살펴보고, 대미 정책공공외교의 대상과 주체를 파악한다. 이어 현시점에서 한국이 주력해야 할 대미 정책공공외교의 목표 및 우선순위를 설정하고, 대미 정책공공외교 효과를 증대시키기 위한 추진 방향을 제시한다. The importance of ‘public diplomacy on policy’ towards the United States could not have been higher when the negotiation between North Korea and the US has served as one of the two axes since early 2018, along with the one between the two Koreas, in the on-going international talks for North Korea’s denuclearization. On the one hand, South Korea should listen to American public opinion leaders in order to better examine their analysis of the intentions of US decision-makers. On the other, South Korea should help them better understand South Korea’s policies and by extension, persuade them to support those policies. Under such context, this study examines how ‘public diplomacy on policy’ elevated its status in the field of public diplomacy and further identifies goals and priorities of ‘public diplomacy on policy’ towards the US at the current juncture. Lastly, after identifying targets and players, it makes several policy suggestions for maximizing the effectiveness of ‘public diplomacy on policy’ on the US.
