외국인근로자를 위한 평생교육에 관한 연구

Since the 1980s, foreign workers have played a significant role in our economy. However, they are subject to various discrimination at work or in their daily lives. Foreign workers are also members of our society, and we need to help them live a decent life in our country. It is necessary to consider lifelong education as one of the methods. Based on the basic direction of treatment of foreign workers who should not be unfairly discriminated against because they are foreign workers, the study looked at social integration programs implemented by the Ministry of Justice, early adaptation programs, foreign employment education conducted by the Ministry of Employment and Labor, and institutions and programs for supporting foreign workers' stay. And they wanted to find a more appropriate direction for lifelong education for foreign workers. Until now, research on lifelong education for foreigners has been mainly focused on multicultural societies or families, and there has been not much research on lifelong education for foreign workers. For this reason, the study of lifelong education for foreign workers will help to seek a lifelong education system that can enhance the national prestige of the Republic of Korea as well as enhance the rights of foreign workers. 1980년대부터 유입된 외국인근로자들은 우리 경제에서 상당한 역할을 하고 있지만 직장이나 일상생활에서 여러 가지 차별을 받고 있다. 외국인근로자도 우리 사회의 구성원이라고 한다면 그들이 우리나라에서 인간다운 삶을 보장받으며 스스로 생활할 수 있도록 도와주어야 할 필요가 있으며, 그 방법의 하나로 평생교육을 고려해 볼 필요가 있다. 이 연구는 외국인근로자라는 이유로 부당하게 차별하여서는 안 된다는 외국인근로자의 처우에 대한 기본방향을 바탕으로 법무부에서 시행하는 사회통합프로그램과 조기적응프로그램, 고용노동부에서 시행하는 외국인취업교육과 외국인근로자 체류지원사업의 실시기관과 프로그램에 대해 살펴보고 외국인근로자를 위한 보다 적절한 평생교육의 방향을 모색하고자 하였다. 그동안 외국인을 위한 평생교육에 대한 연구는 주로 다문화 사회나 가정을 중심으로 이루어져 왔지만 외국인근로자를 위한 평생교육에 대한 연구는 많지 않다. 이러한 이유에서 외국인근로자를 위한 평생교육에 대한 연구는 외국인근로자의 권리향상과 함께 대한민국의 국격을 높일 수 있는 평생교육체계를 모색하는데 도움이 될 것이다.

교육법규에 관한 연구분석 - 특히 교육법을 중심으로 -

교육법과 관련된 법령과 관련하여 교육법의 정의, 이념과 기본원리, 성격, 체계, 내용 등에 대하여 살펴보고자 한다. 교육법에 관한 많은 연구들이 합리적으로 개정하는데 밑거름이 된다. 이어 국가적 교육개혁과 개인적 교육 분쟁이 일상화된 오늘의 교육법 현실 속에서 교육법 연구자들이 보다 적극적으로 참여하고, 일반 학습자들 또한 교육법 관련한 연구와 토론을 최대한으로 열심히 수행하도록 노력하여야 할 것이다.

노인학대 예방교육 강화방안

Strengthening Education for the Prevention of Elder AbuseHunyun Kim Abstract: In Korea, an aging society, the number of elder abuse cases is steadily increasing. This paper attempted to analyze the actual status of elder abuse and identify the current status of education to prevent elder abuse and seek ways to strengthen education to prevent elder abuse and operate it more efficiently. Elder abuse accounts for the majority of cases mainly by spouses or children at home. In addition, problems to pay attention to self-abuse cases are emerging. Despite these problems, education to prevent elder abuse is being conducted formally around those obligated to report to the institution. In order to strengthen education on the prevention of elder abuse, publicity through broadcasting stipulated by the Welfare Of Senior Citizens Act should be strengthened, and human rights education for the elderly as well as those obligated to report should be strengthened. The issue of elder abuse is a task that our society must solve ahead of a super-aged society, and research on various policy aspects should continue, starting with this study. 평생학습사회에서 평생학습권의 의미

Even before the meaning of education was given in particular, mankind had survived and developed by acquiring the knowledge necessary for life and educating it in future generations. Education has been a challenge in our society as the concept of public education has been introduced for education, which was the desired private domain, exposing conflicts over rights and authority given among education parties. However, the social reality that is expected to change in the era of the 4th Industrial Revolution based on information and communication technology requires us to change our fundamental perception of the concept of education. Learning rather than institutional education has become emphasized throughout all life rather than school education. Until now, various studies on lifelong education have been conducted. However, research that analyzed the value and meaning of lifelong education by grasping the right to receive education as lifelong learning is still insufficient. The results of this study are expected to understand the right to lifelong learning as the basic right of the people, contribute to the implementation of a lifelong education system for education by life cycle, and to continue research for progress into a society for lifelong learning. 특별히 교육이라는 의미를 부여하기 이전부터 인류는 생활에 필요한 지식을 습득하고, 이를 후대에 교육하면서 생존하고 발전하여 왔다. 원래 사적 영역이었던 교육에 대해 공교육이라는 개념이 도입되면서 교육 당사자들 사이에서 주어진 권리와 권한에 대한 갈등이 노출되면서 우리 사회에서 교육은 난제가 되어 왔다. 그러나 정보통신기술을 기반으로 한 제4차 산업혁명시대를 맞아 변화가 예상되는 사회 현실은 우리에게 교육의 개념에 대한 근본적인 인식의 전환을 요구하고 있다. 제도적인 교육이라는 교육보다는 학습을 학교 교육보다는 모든 생애에 걸친 평생학습이 강조되게 되었다. 그동안 평생교육에 대한 연구는 다양하게 이루어져 왔다. 다만, 평생교육을 평생학습으로, 교육을 받을 권리를 평생학습권으로 파악하여 그 가치와 의미를 분석한 연구는 아직은 미흡한 실정이라고 할 것이다. 이 연구 결과가 평생학습권을 국민의 기본권으로 이해하여, 생애 주기별 교육을 위한 평생교육체제를 이행하는데 기여할 수 있을 것과 평생학습을 위한 사회로 진전을 위한 지속적인 연구를 기대한다.

학교폭력의 실태와 그 대응방안

The Actual Situation of School Violence and Its CountermeasuresHunyun Kim Abstract: The purpose of this study to examine the current situation of school violence and to find ways to prevent school violence. The data for this purpose were the results of the 2021 1st school violence survey by the Ministry of Education and the Police White Paper of the National Police Agency. Despite the implementation of various policies and legislative measures reflecting the results of previous studies, school violence has recently been shown to show various aspects, from typical verbal and physical violence to cyber bullying through SNS. It is necessary to consider that the primary responsibility for preventing school violence lies with the school, paying attention to the fact that most of the cases of school violence are shared by the aggressor and victim students. And by paying attention to this, we tried to find a way to solve the low self-esteem or excessive desire to show off the bullying students, which are pointed out as the main reasons for the bullying, through school sports and music activities. A follow-up study was also proposed to overcome the limitations of this study. 연명의료중단 법리의 재검토 - 법과 현실을 중심으로 -

환자의 고통을 생각하는 인간 존중의 마음은 결코 소홀히 할 수 없다. 우리 사회 전체가 머리를 맞대고 차분히 또 충분히 고민하고 논의해서 반드시 합의점을 찾아야 할 문제이며 그 해결 과정이 우리가 생각한 것보다 오랜 시일 걸릴 수도 있다. 그럴수록 우리는 생과 사의 갈림길에서 고통을 호소하고 있는 환자들을 위한 진정한 마음과 그에 따른 노력이 필요할 것으로 판단된다. Respect for human beings who think about the pain of patients cannot be neglected. It is a problem that the entire Korean society must think and discuss carefully and find an agreement, and the solution process may take longer than we thought. The more so, the more necessary we are to have a true heart and corresponding efforts for patients complaining of pain at the crossroads of life and death.

치매 질병에 대한 이해와 치매 노인 가족의 대처방안

연구 목적: 본 논문은 치매환자의 가족들이 겪게 되는 신체적 부담과 정서적 부담 및 노인성 질병을 앓고 있는 치매환자가족을 위한 치매환자가족지원제도에 대한 연구이다. 연구 방법: 논문에서 이용되는 자료는 2차자료를 사용하여 국내문헌, 인터넷자료, 외국문헌을 참고해 분석하였으며, 치매환자를 돌보는 가족들이 겪게 되는 감정과 신체적 문제, 정서적 문제에 주목한 연구 방법이다. 연구 내용: 본 연구에서 치매 환자가 많다는 사실을 알 수 있는데 80세 이상 노인 4명 중 1명이 치매를 앓았던 것으로 밝혀졌고, 80~84세 20.1%, 85세 이상은 37.5%가 치매를 앓고 있음을 알 수 있다. 결론 및 제언: 치매는 예방도 치료도 어려운 질병인 만큼 가족들의 노력이 중요하고, 치매의 진행단계에 맞게 치매환자의 일상생활을 지원하고 가족지원제도를 적극적으로 활용하여서 경제적인 지원을 받아야 함을 본 논문에서 알 수 있다.

노인교육을 위한 평생교육기관에 대한 검토

이 연구에서는 노인교육을 실시하고 있는 평생교육기관의 현황과 문제점을 검토하여 그 개선방안을 제시하려고 하였다. 우리나라는 이미 고령사회가 되었고, 고령사회에 대한 적극적인 정책은 노인교육이 전제가 되어야 한다. 그럼에도 불구하고 노인교육에 대한 정책적 대비는 아직까지 미흡하여 고령사회정책의 기본법이라고 할 수 있는 저출산・고령사회기본법은 물론 노인복지법과 평생교육법에서도 노인교육에 대한 개념 정의가 이루어지지 않고 있다. 노인은 다만 노인이라는 이유만으로도 존경받아야 할 충분한 이유가 있다. 그러나 경제논리를 앞세운 현대 산업사회에서 노인은 소외되고 있고, 특히 지식정보사회에서 노인의 소외는 더 할 것이다. 이러한 상황에서 존경받는 사회의 어른으로서의 지위를 누려야 할 노인에게 가장 필요한 것은 교육이다. 한편, 노인복지법은 노인교육시설을 노인여가복지시설의 하나로 분류하고 있고, 평생교육법에서는 그러한 규정조차 없이 생애에 걸친 교육의 한 단계로 분류하고 있을 뿐이다. 이 연구에서는 이와 같이 노인복지법과 평생교육법에 의한 노인교육의 문제점을 분석하여 노인교육의 발전을 위해서는 법령에 노인교육에 대한 개념을 명확하게 하고, 노인교육을 평생교육법의 영역으로 하고, 노인복지법에 의한 노인교육시설을 평생교육법에 의한 평생교육시설로 전환하는 한편 지방자치단체가 운영하는 평생교육기관과의 연계체계를 구축하는 방안을 제시하였다. The purpose of this study was to analyze the problems of lifelong education institutions related to the elderly education and to suggest ways to improve them. Korea has already become an aged society, and aggressive policy toward aged society is education for the elderly. Nevertheless, the policy preparation for the elderly education is still insufficient and there is no concept definition for the elderly education in the 「Welfare of Older Persons Act」 and 「Lifelong Education Act」 as well as the basic law of 「Framework Act on Low Birth Rate in An Aging Socity」. And in the modern industrial society, which has the economic logic, the elderly are alienated and education is the most necessary for the elderly as an adult of a respected society. The 「Welfare of Older Persons Act」 includes the elderly education facilities in the elderly leisure welfare facilities, and there are no regulations in the 「Lifelong Education Act」. In this study, we analyzed the problems of the elderly education by the 「Welfare of Older Persons Act」 and 「Lifelong Education Act」, clarified the concept of the elderly education in the legislation, made the elderly education as the domain of the 「Lifelong Education Act」, Which is a lifelong educational institution based on the 「Lifelong Education Act」, and suggests ways to build a linkage system with lifelong education institutions operated by local governments.

학교체육활동과 안전사고에 관한 소고

A Study on School Sports Activities and School AccidentsHunyun Kim Abstract: Unlike general subjects that emphasize only the acquisition of knowledge, school sports aims at harmonious development of mind and body, and is an ideal subject for students to grow as a whole by learning knowledge and functions centered on physical activities and cultivating values and living attitudes. In addition, school sports policies are changing to prevent school violence such as school violence and bullying, which have recently emerged as an important social problem. However, school sports, which involve physical activity, have a high proportion of safety accidents due to the characteristics of practical subjects. This article analyzed previous studies and statistical data to examine the causes of safety accidents during school sports, and tried to improve the net function of school sports through several policy proposals to prevent safety accidents. Continuous research is needed to supplement the institutional system that may occur in school sports.
