RCEP 무역기술장벽(TBT) 현황과 시사점 : 전자산업의 특정무역현안을 중심으로

본 연구는 RCEP 국가들의 전자산업에 초점을 맞추어 무역장벽을 분석하였다. 여타 국가와 마찬가지로 RCEP 국가들의 관세장벽은 그간 여러 FTA를 통해 현저히 낮아진 반면 비관세장벽의 중요성은 더욱 커진 것으로 나타났다. 본 연구에서는 전자산업 내의 다양한 TBT 중에서도 1995년~2019년 동안에 발생한 주요 WTO의 특별무역현안(STC: Specific Trade Concerns)의 사례들을 살펴보았고, 그 결과 TBT는 전자산업 내에서 국가별로 이질적인 특성이 나타남을 확인하였다. TBT는 소비자 안전 및 환경 보호를 보장하기 위한 정당한 조치이기 때문에 RCEP 국가 간 무역 흐름에 있어 TBT가 끼칠 수 있는 악영향을 완화하기 위해서는 국가 간의 정기적이고 긴밀한 논의가 필요하다. 또한, 투명성 제고, 국제 표준의 채택, 상호인정협정(MRA) 체결 등의 노력은 RCEP 역내 무역을 활성화하는 역할을 할 것이다. This study analyzes TBT(Technical Barriers to Trade)s of the electronics industry in RCEP countries. Electronics industry has the largest export share in Korea, and the industry is also subject to many TBTs. We find that while tariff barriers have fallen due to the prevalence of FTAs, NTMs such as TBTs have become much more important than before. By analyzing specific trade concerns(STCs) raised in the World Trade Organization (WTO), we find that TBTs are heterogeneous across countries within the same electronic industry. Because many TBTs are legitimate measures aiming to secure consumer safety and environment protection, regular and close discussion between RCEP countries is required in order to mitigate the adverse effects of TBTs on trade flows. The analysis implies that trade can be facilitated between RCEP countries by enhancing transparency, by adopting international standards, and by concluding mutual recognition agreement(MRA)s.
