사회복지시설의 코로나19 대응 경험에 관한 탐색적 연구: 부산지역 사회복지시설 종사자 표적집단면접을 중심으로

본 연구는 사회적 재난의 코로나19에 대한 사회복지시설의 대응 경험을 토대로 함의점을 도출하고 향후 복지 서비스의 효율적·효과적 제공 방안을 비롯한 사회복지시설의 운영 방향성을 탐색하는데 연구의 목적을 둔다. 이를 위해 질적연구방법을 활용하여 부산지역 사회복지시설 종사자를 대상으로 표적집단면접법(FGI)을 실시하였다. 연구결과에 따르면, 재난 상황 대응에 대한 민관 협력 부족, 시설운영 및 서비스 제공 관련 지침 미비, 시설 재정상의 어려움 및 종사자 안전 관리 미흡, 새로운 서비스 전달 방식에 대한 고민과 사회복지시설의 기능과 역할, 정체성에 대한 고민이 심화된 것으로 나타났다. 사회복지시설의 코로나19 대응 경험을 토대로 향후 사회복지시설의 안정적 운영과 서비스 제공을 위해 공공 및 민관 협력 체계 마련과 역할 분담이 필요하며, 긴급돌봄 서비스에 제공 기준에 대한 일관된 지침 마련, 시설 유형별, 감염병 위기경보 단계별, 서비스 종류에 따라 방역 관리와 서비스 제공 관련 표준화된 매뉴얼 개발이 요구되며, 온라인 서비스 제공과 이용에 대한 지원이 필요하다. The purpose of this study is to draw implications based on the experience of responding to social welfare facilities for Covid-19 of social disasters and to explore the direction of the operation of social welfare facilities including efficient and effective provision of welfare services in the future. For this purpose, the focus group interview method(FGI) was conducted for the workers in social welfare facilities in Busan by using qualitative research method. According to the results of the study, the lack of public-private cooperation in response to disaster situations, lack of guidelines on facility operation and service provision, lack of financial difficulties in facilities and safety management of workers, worries about new service delivery methods, and concerns about the function and role of social welfare facilities and identity were deepened. Based on the experience of Covid-19 response of social welfare facilities, it is necessary to establish a public and public cooperation system and share roles in order to provide stable operation and service of social welfare facilities in the future. It is necessary to develop standardized manuals related to prevention management and service provision according to consistent guidelines for emergency care services, facility types, infectious disease crisis warning stages, and service types.
