소방공무원 공개채용시험에서의 학점이수제 도입방안에 관한 연구

This study put the purpose to contribute in the way of complementing a qualification of the opened examination for the fire service to improvement of disposition and specialty of a firemen, and to development of a fire department. The subjects of the opened examination for the fire service are mostly same as those of general civil service examination, and they incite indiscreet competition. As a result, firemen morale became declining. On the basis of every kind of documents and data and the analysis of a questionnaire with students of the department of fire safety supervision, we should solve the problems of lack of qualification and professionality causing stress from work by the unit completion system, which qualifies those who complete prescribed unit in the opened examination for the fire service. It must promote the specialty of a fire fighter so that we can step up to the advanced fire department. 본 연구는 소방공무원 공개채용시험의 자격기준을 보완하여 소방공무원의 자질 및 전문성향상에 기여하고, 소방조직의 발전을 도모하는데 목적이 있다. 현행 소방공무원 공개채용시험에서는 일반직 공무원의 시험과 대부분 동일한 과목으로 이루어져 있어 무분별한 경쟁을 초래할 우려가 있다. 이는 결국 소방공무원의 전문성이 결여되어 대 국민 서비스 질 저하로 인한 사기저하의 원인으로 작용할 수 있다. 소방안전관리학과 학생과 소방공무원을 대상으로 설문을 작성·분석하고 각종 문헌·자료 등을 토대로, 소방공무원 공개채용시험에서의 소정학점을 이수한 자에 한하여 시험자격을 부여하는 학점 이수제를 통하여 채용 후 발생되는 자질부족과 업무에서 오는 전문성결여 및 이로 인한 스트레스 등의 문제를 해결해야 할 것이다. 또한 소방조직의 전문성을 높여 우리나라가 선진소방에 한 층 더 가까워지는데 기여할 것이다.

A Study on How to Strengthen the Expertise of Korean Qualifications Management in the Firefighting Realm from the Viewpoint of External Signal Dependency of Capture Theory

This study suggests ways to strengthen the expertise by analyzing the problems caused by the lack of expertise of the qualification management body managing the Korean qualifications in the realm of firefighting from the perspective of external signal dependency of capture theory. As a method to prevent the dependency of external signals in capture theory, it is suggested to strengthen the expertise of regulators and strengthening roles and functions of regulator institutions by supplementing education and professional manpower. On this basis, analyzing the problems of qualifications management to the external signal dependency tendency, the researchers in qualification management at the Human Resources Development Service of Korea have a variety of different majors, so understanding and application can be limited if they are working in an unfamiliar area of work. Therefore, in making decisions regarding topics such as policies and roles, suitable alternatives should be found based on external signals. In order to improve this, it is necessary to select firefighting majors in the Korean qualification management of the firefighting realm, to reorganize the job scope to a similar job field of the researcher in charge. It is also necessary to strengthen the expertise of the researcher through various programs, such as mandatory periodic maintenance education in order to understand the work of the researcher.

Fire Protection Qualification in the United States is Government Qualification. The State Government controls and NCEES(National Council of Examiners for Engineering and Surveying) and NSSB(National Skill Standards Board) operates. The standard of exam has been run establishing standards for industrial sites. It is possible to take a qualification test should have to have academic ability with career. Also, there is a regulations of education training before and after acquisition of capacity and especially after acquisition of capacity is more revved up. Punishment and standards of administrative measure is strong, so if someone act behavior against the law, open him to the public on a certain website and the record is maintained forever.

자동화재탐지설비 중계기의 비화재보 대책

The research on improvement of false alarm from the automatic fire detection system has been continually achieved in the meantime. But the research for the code-transmitter as one of component devices of the automatic fire detection system. In order to improve difficulty of the code-transmitter check-up, introduction for the address type-code-transmitter and the automatic recovery system for check up of the code-transmitter was proposed. In order to prevent against occurrence of noise and signal attenuation, introduction of the optical fiber cables that noise and signal attenuation do not occur and introduction for an optical communication relay that can apply to was proposed respectively.

한국의 소방자격제도

소방자격은 국민의 생명과 안전에 직결되어 있어서 무엇보다 중요하다. 한국의 경우 소방자격은 대부분이 국가자격이며 자격운영은 고용노동부에서 소관하고 한국산업인 력공단에서 위탁하여 관리·운영하고 있다. 또한 국가기술자격은 검정기준이 존재하지 만 국가전문자격은 검정기준이 별도로 정해져 있지 않다. 검정방법은 객관식과 주관식 을 병행하고 있지만 실기시험이 없고 계속교육제도인 보수교육을 실시하지 않아 산업 현장과 이질성 우려가 있다.

우리나라 구급제도의 민영화 도입방안에 관한 연구

본 연구는 우리나라의 구급제도에 대한 문제점을 도출하고 개선방안을 제시하는데 중점을 두었다. 현재 구급제도는 전문성의 미흡, 재정확보의 한계 등의 여러 가지 문제점이 도출되고 있다. 이를 개선하기 위해 구급인프라가 지속적으로 확충·개선되어야 하며 응급의료 전문의사의 배치, 구급업무의 질 향상을 위한 충분한 노력이 필요하다. 또한 구급제도에 유료화를 단계적으로 도입하여 재원확보와 전문성을 살리고 병 원, 보험회사 등과 민관파트너십을 구성하여 119구급서비스의 통합운영체제를 구축하여야 한다. This research put the point on deducing problems of our first-aid system and proposing improvement program. Now first-aid system has lots of weakness, such as short of speciality, limitation to raise finance. To improve these first-aid infrastructure must be expanded and improved, and it also needs enough effort for improvement of quality and arrangement of emergency medical treatment speciality. We should introduce commission to first-aid system so raise fund and make use of speciality. And also we should organize private partnership with hospitals or insurance companies, so that we can construct united system of first-aid system.

Analysis of the Problem of fire Qualification Information and Employment Information Due to Incomplete Information in the Job Search Process

This study analyzes the problems of fire qualification information websites and job search websites due to incomplete information in the job search process and suggests an improvement plan. It has been confirmed that the main reason for the cost of job searching is incomplete information required for a job search and job search through existing analysis. As a result, it is suggested to construct a smooth information system for economic entities and to provide easy access to information by mitigating the incompleteness of information. Based on this, analysis of the problems of Korean qualifications in the firefighting realm reveals that there is a qualification holder information and a job information site, and a qualification holder management system is established but only information of either qualification acquisition information or employment information is provided. In addition, it is easy to access information through a qualification acquisition information and employment information site via the Internet, but there are inconveniences that qualification acquisition information and employment information are dualized. In order to improve this, it is necessary to build a new customized integrated qualification management system that covers existing Q-net qualification acquisition information and worknet employment information.

일본 자동화재탐지설비의 작동체계 및 신호전송방식

The goals of automatic fire detection equipment in Japan and South Korea are the detection in early fire stage, alarm and finding the location of the fire. Japan also has similar operation system and signal transmission method compared with South Korea. The standards of fire detection equipment in Japan are established their own standards. The automatic fire detection equipment in Korea has been developed with benchmarking the Japanese system in early 1950’s and follows the decree on the basis of Japan’s fire services. NFPA 72, which is automatic fire detection equipment in U.S.A. and verified through the experiment and test, expects to reflect to our automatic fire detection equipment after modification and supplement.

소방방재서비스 향상을 위한 안전점검 개선방안에 관한 연구

This study suggests improvement plans : safety check system security through combination in stages, unification of fire inspection, enterprising security of prevention work, enforcement of certificate of qualification for safety, activation of civil partner-ship of fire disaster prevention through contrast prevention work of administrative service with civil mind and an in-depth analysis : dispersed and duplicated management current safety check service, improper commission collection, immorality diffusion of involved, potential irregularities causes, deficit of professionalism security. 본 연구는 소방방재 행정서비스의 예방업무를 민간마인드와 대비, 심도있는 분석을 통하여 현재 안전점 검기관의 분산 중복관리, 수수료징수의 부적성, 관계인의 도덕적 해이 만연, 부조리요인 잠재, 전문성확보 미흡 등의 문제점을 단계적 통합안전점검 시스템 구축, 소방검사의 일원화, 예방업무의 기업성 확보, 안전 분야 자격증취득강화, 민관파트너십 활성화 등의 소방방재서비스 개선방안을 제시하였다.
