산업집적 단지와 정주여건을 중심으로 사회기반에서 디자인역할과 발전방향

연구배경 자본주의사회에서 디자인 분야는 시장가치창출에서, 지역사회의 산업과 경제의 문제를 해결하고 발전기 시키는 역할로 확장해야 한다. 대한민국 정부가 그 동안 추진해온 산업과 사회기반 구축 및 발전정책을 분석하여, 디자인 분야의 역할을 고찰해야 향후 지역디자인산업이 지역사회의 진보에 참여 할 수 있다. 연구방법 첫 번째 산업기반은 산업혁명이후 선진국과 대한민국정부가 조성한 산업집적 단지관련 연구 자료들과 법령들을 조사ㆍ비교하여, 지역사회의 관계가치와 파생되는 문제유형 들에 대해 디자인 분야와 연계되는 역할을 정의하였다. 두 번째 도시의 생성과 발전과정에 정주기반의 기능에 대한 문헌들과 산업혁명이후 생성된 도시의 쇠퇴와 발전 과정에서, 지역사회에 유발한 문제들을 조사하여. 디자인 분야의 관련된 역할과 방법을 고찰하였다. 세번째 사회의 진보과정에서 사회적 경제 모델의 필요성과 디자인분야의 역할을 주요 사례로 검증하고, 정주여건과 산업집적 기반을 지역사회의 경제모델과 함께 다루어야 하는 디자인 분야의 당위성을 확보하고자 하였다. 연구결과 대한민국사회에서 디자인 분야가 담당해온 역할이 고도화 되고 지속 가능하지 않으면, 사회와 지역산업의 발전은 특정의사결정 체계에 편중될 수 있는 것을 확인하였다. 그 동안 정부주도의 산업육성정책 과정에서 지역사회의 정주여건과 산업기반에 파생된 문제의 회복 과정에 디자인 분야가 참여하는 당위성을 확인하고, 방법과 구조를 제안하였다. 결론 지역산업과 사회기반의 지속 가능한 유지와 발전 조건은 집단 구성원의 참여와 지역의 정체성이 지역사회의 역량의 기반이 되며, 이러한 조건을 촉진하고 증진시켜 실행 모델을 제안 할 수 있는 분야는 향후 지역디자인이 된다. 디자인 분야는 정주여건과 사회적 경제모델을 디자인하고, 실행하는 산업기반을 사회융합생태계로 발전시키는 과정을 지속적으로 수행해야 한다. Background In capitalistic society, design field should expand its horizon from creating market value to resolving industrial and economic issues of local community and taking them to a new height. By analyzing policies regarding industry, building societal foundation and development which the South Korean government has pursued so far, the study should go over the role of design field so that communal design industry may participate in progress of local community in future. Methods First, we investigated and compared the data and laws of industrial complexes developed by the governments of advanced countries and the Republic of Korea. In addition, the role of the design field was defined for issues related to the local community. Second, the literature on the settlement-based function of the second city and the problems caused by the city after the Industrial Revolution were investigated. The results were considered as related roles and methods in the design field. Third, the necessity of the social economy model and the role of the design field in the development of society were verified as major examples, and the purpose of the design field was to be treated with the settlement conditions and industrial clustering base together with the social economic model. Results Going over how the government has driven industrial progress, the study has found that the design field has good reasons to participate in the resolution of issues caused to living conditions of local communities and industrial foundation, suggesting the method and structure. 연구의 배경은 자본주의사회와 시장경제에서 디자인 분야의 편향적 역할들과 기술의 진보과정에서 발생하는 디자인 분야의 기능적 위기를 구분하여, 인간과 사회를 위한 디자인 분야의 발전 방향을 제시 해야하는 시대적 상황이다. 연구의 목적은 인간을 위한 사회디자인 구조를 제시하고, 향후 사회적경제 와 미래사회의 가치창출을 담당할 수 있는 사회디자인 생태계를 창출 할 수 있는 논리적 기반을 제안하는 것이다. 연구방법은 주요 국가의 디자인 진흥정책의 변화과정과 시장경제에서 창출되는 디자인 가치의 부정적 효과를 조사하였고, 사회과학에서 정의하고 있는 사회구조 이론을 연계하여, 디자인 분야가 다루어야 하는 사회디자인 대상과 과제를 정의하였다. 논리적 타당성 확보를 위해 대상별 사회디자인 사례를 제시하였다. 연구내용은 첫 번째 디자인 분야가 인간과 사회에 대해 준비해야할 역할과 책임을 정의하기 위하여 자본주의 사회에서 디자인 분야가 추구하는 가치들의 문제점을 발견하고, 부족한 역할과 지식을 고찰하였다. 두 번째 그 동한 디자인 분야가 수행해온 사회적 가치창출 노력과 논의들을 분석하여 인간과 사회를 위한 디자인 역할을 가설로 정의하고, 논리적 근거와 타당성을 제시하였다. 이 과정에서 기술주도의 사회에서 디자인 분야의 역할변화를 함께 고찰하였다, 세 번째 사회구조와 구성 집단 및 구성원의 상호의존적 관계를 고찰하여, 디자인 분야의 역할과 관계성을 정의하였고, 이 과정에서 관련사례를 분석하여 사회디자인의 과제, 대상, 범위를 설정하고 구조화하였다. 마지막으로 인간과 사회를 위한 디자인과정이 지속 가능하게 진행되며, 사회를 디자인하는 생태계창출 조건과 향후 국가디자인정책 방향을 제시하였다. The background of this study is a situation in the times when it is necessary to present the direction of development in the field of design for humans and society. The purpose of the study is to present a social design structure for humans. It also proposes a logical basis for creating a social design ecosystem in the social economy and future society. The research method investigated the process of change in design promotion policies of major countries and the negative effects of design values created in the market economy. Next, based on the social structure theory defined in social sciences, the subjects and tasks of social design that the design field should deal with were defined. Along with this, we studied social design cases to secure the validity of the logic. The research contents are as follows. First, the study found out problems with values pursued by design field in order to define the role and responsibility of design field for better life of humans and societies in capitalistic society and took a close look at the role and knowledge that design field lacks. Second, the study analyzed earnest effort so far made by design field to generate social values and discussions in order to define design's role for better life of humans and societies as hypothesis and suggested the logical grounds and justifications. In the process, the study looked into changing role of design field in technology-driven society. Third, the study looked into interdependent relations among social structure, groups and members to define the role of design and the nature of relationship, and in the process, analyzed relevant examples to establish and systematize subject, target and scope of social design by analyzing relevant examples. Finally, the study suggested conditions generating ecosystem and direction of national design in future which enables perpetuation of design process for better life of humans and societies and designing of society.
