미국과 일본의 지방교육행정기관 평가 비교 분석 연구 : 한국의 시․도교육청 평가정책에 대한 시사점 탐색

This study has the purpose for drawing some implications of the evaluating system for the Local Education Authorities in Korea through comparing the systems in the U.S and Japan. It examined the backgrounds of developing the systems and their current status in two countries by the central evaluation body, evaluative methods, the utilization of evaluation result, and their characteristics. The conclusions of this study are as the followings: First, both countries have the proper evaluating systems which have been developed it with considering their domestic conditions such as social, cultural, and educational traditions. Second, the evaluation policy for LEA in these countries has been focused on the effectiveness of the support for Local Education Districts rather than the compensation for their administrative practices or taking sanctions. Finally, the results of the evaluation have been reported, and disclosed so that they have been utilized as significant feedback resources for improving educational performance and guaranteeing the customers' right to know as well. The suggestions from the study are as follows: First, the Korean government should build an effective evaluation system which is suitable for the domestic education circumstances. Second, the evaluation system should be designed to improve school outcomes. Lastly, the government should analyze the cases of evaluation systems for the LEA in foreign countries, and need to redesign the appropriate system for us. 본 연구는 미국과 일본의 지방교육행정기관의 평가 동향을 비교고찰하고, 이를 통해 한국의 시․도교육청 평가정책에 대한 시사점을 탐색하고자 하였다. 이를 위해 미국과 일본의 지방교 육행정기관 평가 현황을 평가의 주체, 방법 및 결과 활용, 특징 등으로 나누어 살펴보고 이를 바탕으로 세부적인 분석준거를 설정하여 종합 고찰하였다. 분석 결과는 다음과 같다. 첫째, 미 국과 일본 양국은 모두 자국의 실정에 맞는 지방교육행정기관 평가시스템을 구축하고 있으며, 이러한 평가시스템은 해당 국가의 사회․문화 및 교육적 전통에 기반하여 성립되었다는 특징 이 있다. 둘째, 미국과 일본은 지방교육행정기관의 평가는 행정기관 자체의 존립이나 보상에 초점을 두기보다, 지방교육행정기관이 관할하는 교육구에 얼마나 효과적으로 지원하고 있는지 에 주안점을 두고 있다. 셋째, 평가 결과가 보고서로 작성되고, 이 결과가 공개됨으로써, 수요 자의 알권리 보장 뿐만 아니라 교육 성취에 대한 중요한 피드백 자료로 활용된다. 이를 통하여 한국의 시․도교육청 평가정책에 대한 시사점을 제시하면 다음과 같다. 첫째, 한국 의 교육 풍토에 맞는 효과적인 지방교육행정기관 평가 시스템을 구축해야 할 필요가 있다. 둘째, 지방교육행정기관의 평가가 단위학교의 교육력 향상에 기여할 수 있도록 설계되어야 한다. 셋째, 평가가 궁극적으로 학교의 교육력 향상과 이를 위한 효과적인 평가시스템을 구축하기 위해서는 외국 사례를 참고하되, 그 제도가 발생되고 진행된 맥락에 대한 면밀한 분석을 통하여, 장․단점 을 분석한 후 우리의 상황과 대비하여 새롭게 구안하는 창의성을 발휘해야 할 필요가 있다.
