This paper attempted to find out practical and theoretical limitations in the application of modern managerial techniques such as O.R. and PERT with educational planning. For this purpose "system analysis" has been critically tested.Furthur, this paper studied whether or not manpower approach for the educational planning has any significant meaning in the modern context. Along with these, educational efficiency that may accrue to school education from physical and material inputs and/or teaching lead on the part of individual teachers is analyzed to acertain any positive relationship between them, For this objective, the concept of quality of education in contrast with the quantity of education is theoretically tested in the light of various educational phenomena that are being development in modern school. And the following tentative conclusions are derived from the studies; 1) It is clear that in the educational administration, contrary to that of industry, experience and common sense play an important role to solve problems in decision making. Therefore, the modern science of management, that claims to have discovered ways and means to reduce dependence on intuition in the decision making in industry to make rational prediction, has to for wait for further studies to arrive to a final affirmative conclusion with the educational planning and administration. 2)The manpower approach to educational planning is likely to be feasible only in a country where the central authority is so deeply entranched in power that it can disregard social demand to education as in a developing countries, and that under totalitarian rule. On the contrary, it may very well to say that educational planner is safe regard the manpower approach as an inperfect tool. All this saying is based on the fact that the need to gear the education to job opportunities will vary substantially according to the level of development of the country. And the manpower approach to educational planning with all its mathematical activity involved in school population projection, and in O. R. should be problem-oriented than techiqueoriented. And thus the mathematical computations are better to be treated as simply a reference in the process of educational planning. 3) The quality and quantity of education should be separately treated in the educational planning. Under the limited resources the quantity of education is a concept time consumption and thus be placed in the long term educational planning to upgrad it. while the quality is the problem that shall be solved by the educational will of the teacher who are standing in the midst of the present educational phenomena. The quality of education is the matter to be upgraded through the function of the goal oriented qualified teachers.
