본 연구에서는 외환시장에서 自國通貨에 대한 투기적 공격과 국제수지 위기에 대해 최근 연구된 여러 모형들을 살펴보았다. 투기적 공격에 관한 연구는 固定模率制度하에서의 거시경제정책에 몇 가지 시사점을 제공한다. 즉 국제수지 위기는 외생적 충격의 결과라기보다 오희려 통화와 환율정책의 근본적인 불일치에 직면한 경제주체들의 효용극대화 행위의 결과이다. 해외차입 등 자본유출입에 관한 규제와 같은 조치는 고정환율제도를 유지하는 데 한시적인 도움은 되겠지만 정부가 일관된 거시정책 조합을 채택하지 않는다면 고정환율제도는 궁극적으로 붕괴될 것이다. 더군다나 일관된 거시정책조합을 위한 근본적인 정책조정이 지연될수록 잠재생산손실 면에서 볼 때 환율제도의 붕괴비용은 커질 것이다.

통상적으로 은행 산업전반에 불리한 외부충격이 발생하였을 경우 신용등급이 높은 은행은 신용등급이 낮은 은행보다 주식수익률이 덜 하락한다. 하지만 정부가 은행의 신용위험정도와 무관하게 예금보험료를 책정하면 은행에 불리한 외부 충격이 발생하였을 경우 신용등급이 낮은 은행들이 부보예금 비중을 높일 수 있어 신용등급이 높은 은행의 주식수익률이 신용등급이 낮은 은행의 경우보다 오히려 더 크게 하락 할 수도 있다. 본 연구에서 우리나라 자료를 실증분석을 한 결과를 보면 전액보험에서 부분 예금보험제도로 전환된 2001년 1월 이후 은행산업전체에 불리한 충격이 발생하였을 때 예금보험비중이 높은 은행들의 주식수익률이 상대적으로 비중이 낮은 은행들의 경우보다 덜 하락하는 것으로 나타나고 있다. 또한 전액보험에서 부분 예금보험제도로 바뀌기 전부터 신용등급이 낮은 은행들의 부보예금 비중이 급속히 상승하였다. 이러한 역선택(adverse selection)으로 예금보험제도의 안정성이 저해되고 있고 은행 산업전반에 불리한 외부 충격이 신용도가 높은 은행의 주식수익률을 상대적으로 크게 하락시킨다는 것은 우리나라 금융시장에서 시장규율이 효율적으로 작동되지 않고 있고 정부 금융정책의 변화가 절실히 필요하다는 것을 의미한다. To reduce instability resulting from the 1997-1998 Financial Crisis, the Korean government fully insured all the insurable deposits of commercial banks through the end of 2000. Since 2001, the government has insured bank deposits up to 50 million Korean won per account. As for insurance premiums, commercial banks contribute 0.1 percent of their average deposits. This paper empirically examines the relationship between banks` use of insured deposits and the cost to shareholders in times of increasing risk, measured as the abnormal return to a substantial reduction in the banking industry stock index. This paper finds that banks with larger insured deposit bases (relative to total liabilities) experience smaller decline in equity value, and that banks with low credit rating tend to have higher reliance on insured deposits, indicating that bank managers perceive the costs of insured deposits to be less than that of uninsured liabilities such as CD`s and RP`s. These findings call into question the ability of markets to exact meaningful penalties on banks with high risk.
