초대형 부유식 해상구조물을 활용한 제주 해양문화 창출 및 해양생태계 보전방안

This study aims to recreate Jeju's historical tradition and marine folk culture reflecting the spirit of the times. In particular, a sports resort complex and a marine memorial park have been proposed by utilizing the super-large floating marine structures(SLFS), which have recently emerged as a means of inheriting and preserving beautiful marine ecosystems. Although there are many ways to establish Jeju's own identity, the most important point is Jeju's capacity and environmental ecology, so this study suggested a plan considering the will of the government's policy and national interest in SLFS. This study used the results of the previous studies, datas, and various documents related to SLFS. In particular, this paper explored deeply with reference to relevant policy reports, statistical data, periodicals, books, and newspaper articles. In order to prepare for future climate warming, it is important to consider that preempting the technical and creative fields first, while preserving the growth potential of SLFS, can preserve the future of Jeju’s tourism, namely, the creation of a distinct Jeju marine culture and marine ecology. Because Jeju’s culture has been formed in the process of cultural exchange centered on the ocean and theme of the historical period including mythology. The history of the Tamna and Jeju millennia have been independently composed. In addition, in order to create a marine culture aimed at today's Jeju Island, it is necessary to develop Jeju Island's marine tourism contents utilizing the historicity and pluralism of Jeju's unique island environment while continuing the context of historical tradition. In addition, Jeju marine culture with ecological, economic, and maritime values should be preserved not only for the role and value of Korea's symbolic marine tourism content, but also for the original nature of marine culture. In the future, the demand for responding to environmental changes such as sea level rises due to climate change will increase rapidly. In this situation, there will be a demand for creative community creation research such as the integrated sports resort and marine memorial park that Lee Woong-kyu(2015, 2017) continues to propose. In addition, there are proposals by Shin Dong-sik(2015), Shin Hyun-kyung(2015), and Hong & Kim(2015) for the construction of floating Jeju Maritime Airport. 본 연구는 제주도의 역사적 전통과 해양민속문화를 현재의 시대정신을 반영하여 새롭게 창출하고 계승하는 방안과 함께 아름다운 해양생태계를 보전하기 위한 방안으로 최근 급부상하고 있는 초대형 부유식 해상구조물을 활용하는 것으로 복합스포츠리조트와 해상추모공원을 제안하였다. 제주만의 정체성을 확립하는 방법은 다양하지만 가장 중요한 핵심 사항은 제주도의 수용능력과 환경생태보호라는 점을 반영한 본 연구는 초대형 부유식 해상구조물에 대한 정부 당국의 정책적 의지와 국민적 관심사를 이끌어내는 것을 본 연구의 목적으로 하였다. 이에 본 연구의 방법은 선행연구들의 실증분석 결과와 초대형 부유식 해상구조물 관련 각종 문서와 자료를 활용하였다. 특히, 관련 정책보고서, 정기간행물, 단행본, 통계자료, 신문기사 등을 참고하여 탐색적으로 분석하였다. 미래 기후온난화에 대비하는 차원에서라도 초대형 부유식 해상구조물의 성장 잠재력을 높이 평가하면서 기술적인 분야와 창의적인 분야를 먼저 선점하는 것이 제주관광의 미래, 즉 제주 해양문화 창출과 해양생태계를 보전할 수 있다는 점을 반드시 고려해야 할 시점이다. 왜냐하면, 제주문화는 우선적으로 신화를 포함하여 역사시대 각각의 사실과 주제별로 해양을 중심으로 하는 문화교류 과정에서 형성되어 왔다. 이를 통해 탐라 천 년, 제주 천 년의 역사를 독립적으로 구성하여 왔다. 또한, 오늘날의 제주도가 지향하는 해양문화를 창출하기 위해서는 역사적 전통의 맥락을 이어가면서 제주의 독특한 섬의 역사성과 복수성을 활용한 제주도 해양관광콘텐츠를 개발해야 하기 때문이다. 이외에도 생태, 경제, 해양 등의 가치를 지닌 제주해양문화를 우리나라의 상징적인 해양관광콘텐츠로서의 역할과 가치뿐만 아니라 해양문화 콘텐츠 원형을 보전해야 하기 때문이다. 향후에는 기후변화로 인한 해수면 상승 등의 환경변화에의 대응수요가 급증할 것이다. 이런 상황에서 이웅규(2015, 2017)가 지속적으로 제안하고 있는 복합스포츠 리조트와 해상추모공원 등의 창의적인 커뮤니티 조성 연구에 대한 수요도 있을 것이다. 또한, 부유식 제주해상공항 건설을 위한 신동식(2015), 신현경(2015), Hong & Kim(2015)의 제안도 있다는 점에서 본 연구의 문제제기는 적절하다.
