기독교사회복지 분광(spectrum): 다양한 분광(스펙트럼)의 존재 이유와 광의의-적극적 기독교사회복지의 필요성

The purpose of this study is to research some apparent reasons for the existence of various spectrum of Christian social welfare and the necessity of a broad-active concept of social welfare based on a Christian world-view. There are a broad range of concepts related to Christian social welfare: Diakonia(Christian social service), social ministry, social mission, Christian social work, Christian social welfare, church social work and many more. This study has found three reasons for the existence of diverse related concepts in Christian social welfare. First, there are differences in the researchers` responses to integration between faith and learning(scholarship). Second, there are different levels of involvement in the mainstream academics(=logical positivism) by researchers. Lastly, there are different degrees of foundations of researchers` scholarship. Each concept in Christian social welfare leads to different approaches. Namely, theology-related concepts help to the maintenance of Christian social welfare identity. And the concept of Church social work points out the active acceptance of social work practices, social work method, and practical skills. Korean social welfare including social work and social policy opened to broad social welfare. Therefore, the future of the Christian social welfare should be purposed to broad-active Christian social welfare.

기독교 사회복지의 정체성과 방향성에 관한 소고 : 사회복지 앞에 붙는 ‘기독교(Christian)’라는 수식어가 갖는 의미를 중심으로

The purpose of this paper is to think on the identity and direction of Christian social welfare. As the premodifier ‘Christian’ indicates, Christian social welfare can be said to be social welfare practiced by Christian values[基督敎世界觀]. Firstly, I looked at the following related to the identity of Christian social welfare.: (a) Studies of review on the identity of social welfare and Christian social welfare.; (b) Differences in social welfare, religious social welfare, and Christian social welfare.; (c) Ethical dilemmas encountered in the field of social welfare. Through research on the above, it can be seen that the identity of Christian social welfare is the practice of social work based on Christian values. Secondly, Direction of Christian social welfare was suggested as follows. It is necessary (a) to teach Christian values and (b) to pay attention to social structural social issues.

그리스도인 사회복지사의 기독교사회복지에 대한 주관적 인식 유형

그리스도인 사회복지사는 사명감 제고, 직무만족도 및 서비스 질 향상을 위해 본인 의 업무에 대한 사명감을 가져야 한다. 하지만 직업과 신앙은 분리되어야 하며, 사회 복지실천에 있어 종교 적용을 금기시하는 경향 때문에 실천현장의 그리스도인 사회복 지사들은 기독교사회복지를 실천하는데 있어 어려움을 겪고 있다. 이러한 문제는 결 국 그리스도인 사회복지사 본인의 삶은 물론 궁극적으로 기독교사회복지실천의 질 저 하를 초래한다. 본 연구에서는 이러한 문제의식을 갖고 그리스도인 사회복지사의 기독교사회복지 에 대한 주관적 인식유형을 탐색했다. 이를 위해 본 연구에서는 연구대상자의 느낌, 태도, 신념, 인식 등을 파악하는데 유용한 Q방법론을 활용하였다. 구체적으로 문헌고 찰과 면접을 통해 기독교사회복지에 대한 Q표본을 선정한 후, 그리스도인 사회복지사 24명을 대상으로 Q설문조사를 실시했다. 연구 결과, 그리스도인 사회복지사들의 기독교사회복지에 대한 인식유형은 4가지 유형으로 분류되었다. 첫째, 신앙적 복지실천형은 기독교적 관점에 근거하여 세계와 인간을 이해하고, 이에 기반하여 기독교사회복지 실천을 주장하는 유형이다. 둘째, 이원론적 복지추구형은 신앙과 직업을 이원론적으로 바라보고, 기독교사회복지에 대해 바르게 이해하지 못하고 있는 유형이다. 셋째, 현실적 지원필요형은 기독교사회복지 실천을 고민하고 있지만, 현실적으로 적용하기 어려워하고, 현실적인 도움이 필요한 유형이다. 넷째, 독립적 선별복지형은 그리스도인을 통해 독립된 재원을 마련하고, 재 원을 제공한 사람들의 요구에 따른 선별적 복지를 실천하는 유형이다. 연구 결과를 바탕으로 본 연구는 다음과 같은 제언을 하였다. 첫째, 그리스도인 사 회복지사들이 기독교사회복지에 대해 가지고 있는 비기독교적 인식을 변화시키기 위 한 노력이 필요하다. 둘째, 기독교 세계관을 삶의 전 영역에 적용시킬 수 있는 교육과 훈련이 필요하다. 셋째, 기독교사회복지를 실천하는데 있어 그리스도인 사회복지사에 게 현실적인 도움을 주는 네트워크 구축이 필요하다. Christian social workers need to have a sense of mission or positive consciousness about their work to improve a sense of mission, job satisfaction, and service quality. However, because of the tendency which is faith and profession must be separated and the taboo the application of religion in social welfare practice, Christian social workers in practice have difficulties in applying and practicing Christian social welfare. This study explored the subjective recognition type of Christian social welfare by Christian social workers. To achieve the purpose of the study, this study used Q methodology that is useful in identifying the feelings, attitudes, beliefs, perceptions of the people. Specifically, after selecting Q samples of Christian social welfare through literature reviews and interviews, Q survey was conducted on 24 Christian social workers. According to the study, there were four subjective recognition Types of Christian Social Welfare by Christian Social Workers. First, the religious welfare practices type is type that understands the world and humans based on the Christian worldview and insists on the practice of Christian social welfare based on it. Second, the dualistic welfare pursuits type is type that considers faith and occupation dualistic way and does not understand Christian social welfare correctly. Third, realistic support needs type, is a type that strives to practice Christian social welfare, but is difficult to apply in reality and needs practical help. Fourth, independent selective welfare type, is a type that is provided independent funds by Christians and practices selective welfare according to the needs of Christians. Based on the results of the study, this study suggested that: First, efforts are needed to change the non-Christian perception that Christian social workers have about Christian social welfare. Second, education and training are needed to apply the Christian worldview to all areas of life. Third, it is necessary to establish a network that helps Christian social workers practice Christian social welfare.

기독교사회복지 정체성과 한국교회의 기독교사회복지 실천 실태 분석

본 논문은 기독교사회복지의 정체성을 찾기 위한 연구이다. 일반사회복지와 기독교사회복지가 그 차이점을 발견하면서 기독교사회복지의 정체성을 확인하였다. 그리고 이에 따라 기독교사회복지가 실천되고 있는지의 여부를 분석하였다. 이러한 시도는 오늘날 기독교가 사회복지활동에 참여를 많이 하고 있는 상황이기 때문이다. 그리고 일반사회복지가 기독교 신앙과 다른 입장에 놓여있는 부분들이 있기 때문이다. 뿐만 아니라 가치 충돌이 기독교사회복지 현장에서 일어날 수 있기 때문이다. 이러한 이유로 기독교사회복지의 정체성을 확보하고자 시도한 것이다. 본 연구는 기독교사회복지가 무엇인지를 밝혀내기 위해서 포커스그룹 인터뷰 연구 방법을 채택하였다. 연구 결과 사상(이념), 가치, 주체, 대상, 동기, 목표, 영역(범위), 방법, 재원 등 9가지 차원에서 다르다는 것이 밝혀졌다. 사상(이념)’ 차원에서는 하나님의 형상인 인간을 소중히 여기는 하나님 중심의 사상인 ‘신본주의’ 입장을 취하고 있고, ‘가치’ 차원에서 ‘진리가 주는 자유’, ‘하나님의 형상으로서의 평등’, 그리고 ‘하나님 나라의 정의’를 그 가치로 여겨 결국 성경이 제시하는 가치를 추구하고 있다고 밝혀졌다. ‘주체’ 차원에서 교회, 기독교기관, 기독교관련단체, 기독교공동체, 그리고 기독교신자개인이 주체가 되었다. ‘동기’ 차원에서 ‘이웃사랑’이 실천의 동기가 되었고, ‘목표’ 차원에서는 ‘하나님의 나라’가 목표가 된다는 것이 그 차이점으로 나타났다. ‘영역(범위)’ 차원에서 영적 차원도 포함시키는 영역을 갖는 것으로 나타났고, ‘방법’ 차원에서 삶을 변화시키는 ‘총체적 회개’가 중요한 방법으로 등장하고, 사회복지학과 인접학문의 이론과 실천 기술에 대한 기독교세계관에 기초한 적용이란 방법을 채택하고 있는 것으로 나타났다. 그리고 ‘재원’ 차원에서는 일반사회복지의 재원 모두와 특별히 교회 지원금 및 성도의 후원금이 추가되는 것으로 나타났다. 마지막으로 기독교사회복지 실천 실태 분석에서는 일반적으로 기독교사회복지의 정체성에 입각하여 실천하고 있는 것으로 드러났다. This article is a research to have the identity of christian social welfare. I found between the general social welfare and the christian social welfare, tried to make sure the identity of christian social welfare. And I analyzed whether the christian social welfare have been practised on the basis of the identity. Because many churches of christianity participate in social welfare works nowadays, and the position of general social welfare is different from it of christian social welfare. Furthermore the Conflict of values can happen in field of christian social welfare. My purpose to find the identity of christian social welfare is in here. In this research, I selected a method of interview with focus group to find what is the christian social welfare. As a result, the fact that 9 categories are different have been founded. Those are thought(or Idea), value, agent, object, motive, scope(or sphere), method, financial resources. In a category of thought, It have been founded that the christian social welfare take the position of God-centered which regard human preciously as a image of God. And it have been founded that in a category of value the christian social welfare pursue a freedom through the truth, equality as a image of God, and consider a righteousness of kingdom of God as a value of itself. Ultimately, this values agree to it of the Bible. In a category of agent, churches, institutions of christianity, groups connected with christianity, christian community, and christian individuals are main leaders. In a category of motive, to love neighbor is the practical inducement, and in a category of object, the kingdom of God is a goal. In a category of scope, spiritual parts was included partially. In a category of method, overall repentance to change lifestyle made an appearance as a important way, and turned out to select a way to apply the theory and practice skill of related sciences on a basis of a christian view of world. In a category offinancial resources, a whole fund of the general social welfare and both donation of churches and christian individuals is included in. Finally, In analysis of a practice reality of christian social welfare, it turned out that christian social welfare have been worked on a basis of the identity of it.

기독교사회복지 연구방법에 관한 소고 -이론적 고찰 중심으로-

The Purpose of this study is to develop a Christian social welfare research method, which is based on the theoretical approach. In the present days, most of the social welfare research methods are inclined to the research method of positivism (so-called, methodolatry method + idolatry). Because the method of (logical) positivism pursues quantitative research method, it excludes concept of religion and spirituality. On the other hand, since Christian social welfare seeks the integration of faith and social welfare, applying the research method of positivism to develop a method of Christian social welfare would not be suitable. How should we approach Christian Social Welfare research method? There are three considerations to follow. (1) Method of positivism is not the only approach to this research. Since there are ``Many ways of knowing`` in social welfare, we should consider other approaches of method in order to develop the knowledge of social welfare. (2) Significantly, Christian Social Welfare has distinct academic identity based on Christian faith. (3) Many Researchers such as Ken Wilber and Edward 0, Wilson, based their world-views to integrate between their faith or belief and the academic knowledge. Therefore Christian Social Welfare research method should not be inclined to specific approach of research methods, but adhere to true academic identity. Christian social welfare researchers should base their Christian faith as their world-views. Keep in mind that as all truth is God`s truth, all research methods are God`s.

현대 사회복지의 성경적 관점 및 실천방향에 관한 연구

Christian-centered welfare through the practice of evangelism by overseas missionaries has been developed into a state-centered welfare state. As the times change, many activities that have been carried out not only in the pastors of the church but also in the saints and social welfare facilities have been recognized as activities that the state should do due to the welfare policies of the state and local governments. As the welfare blind spot occurs, it is a time when Christian social welfare through love and evangelism of Jesus Christ is urgently needed. Therefore, by reestablishing the concept of Christian social welfare based on the biblical basis of the welfare of Jesus Christ, we establish the identity of modern Christian social welfare, it is necessary to cultivate specialists for the practice of pastoral social welfare and to prepare a support fund plan, to improve the awareness of the necessity for the practice of Christian social welfare, and to develop and utilize a program for the realization of Christian social welfare through the biblical value system. It is necessary to prepare realistic support activities for those who need help and to practice Christian social welfare through evangelism. 해외 선교사들이 예수 그리스도의 복음 전도를 실천하며 기독교가 중심이 되어 실현되었던 복지는 국가 중심의 복지국가 실현을 위한 형태로 발전되어 왔다. 시대가 변화하면서 교회의 목회자뿐만 아니라 성도 그리고 사회복지시설에서 진행되었던 많은 활동들 또한 국가, 지자체의 복지정책으로 국가가 해야 하는 활동으로 인식하게 되면서 역할이 점점 약화되고 있고 복지 사각지대가 발생함에 따라 예수 그리스도의 삼대사역에 따른 사랑과 복음 전도를 통한 기독교 사회복지가 절실히 필요한 시기라 할 수 있다. 따라서 예수 그리스도가 전하는 복지에 대한 성경적 근거를 바탕으로 기독교 사회복지에 대한 개념을 다시 정립함으로써 현대 기독교 사회복지의 정체성을 확립하고, 목회적 사회복지 실천을 위한 전문가 양성 및 지원재원 방안을 마련하고 기독교 사회복지 실천을 위한 당위성에 대한 인식개선과 함께 성경적 가치체계를 통한 기독교 사회복지의 실현을 위한 프로그램 개발하고 활용함으로써 도움을 필요로 하는 이들을 위한 현실적인 지원활동을 마련하여 복음 전도를 통한 기독교 사회복지를 실천할 수 있도록 해야 할 것이다.

이슬람교의 복지사상 및 제도가 기독교사회복지에 갖는 함의

본 연구의 목적은 이슬람교의 복지사상과 제도가 기독교사회복지와 어떠한 차이점 과 유사점이 있는지, 또 그러한 사항들은 기독교사회복지에 어떠한 함의가 있는지 고 찰해 보는 것이다. 이슬람사회복지와 기독교사회복지의 유사점은 사회정의와 평등을 강조하고, 부(富)와 경제행위에 대해 긍정적으로 인식한다는 것이다. 이에 반해 이슬 람사회복지는 자선을 제도화된 의무로 규정하였다는 점에서 기독교사회복지와 차이가 있다. 이러한 이슬람사회복지의 강제적인 집행은 이슬람 사회가 정교일치의 사회이기 때문과 관련이 있다. 이는 대부분의 기독교국가가 정교분리가 이루어지는 것과 차이 가 있다. 다음으로 이슬람사회복지는 자카트(zakāt)라고 하는 공공부조제도 중심으로 이루어지고 있지만, 기독교사회복지는 다양한 사회서비스, 옹호활동 등을 포함하고 있 다. 이슬람사회복지가 기독교사회복지에 갖는 함의로는, 첫째, 이슬람사회복지를 통해, 계몽주의와 합리주의라는 서구 중심 세계관에 의해 경도된 기독교사회복지에 새로운 성찰과 반성을 할 수 있을 것이다. 둘째, 이슬람사회복지가 여성억압 등의 문제에 소 극적으로 대처하고 있는 것에 대해 비판적으로 인식해야 할 필요가 있으며, 한국의 현대 기독교사회복지가 후기산업사회에 진입하면서, 사회서비스의 확충 등이 진행되고 있음을 고려할 때에, 이슬람교 사회복지가 주는 함의는 거시적이고 이념적인 측면 에서는 클지 모르지만, 미시적이고 실천적인 측면에서는 함의를 도출하기가 매우 어 려운 측면 또한 존재한다는 점이다. The purposes of this study are to investigate any differences and similarities between the Islamic Christian thought and social welfare and Christian social welfare and to study such matters have any implications for Christian Social Welfare. The similarities between Islamic and Christian social welfare emphasizes social justice, equality, wealth and they perceive economic activities ac positive things. In contrast, Islaminc social welfare is different from Christian social welfare in terms of Islamic social welfare provision as a duty, Islamic social welfare is a institutionalized charity and such coercive enforcement is related that the fact that the Muslim communities are theocracy communities. This is different than most Christian countries made the separation of church and state. And the other fiffernce between Islamic Christian social welfare is that the Muslim community is made up of a central public welfare assistance scheme called Zakāt however Christian social welfare has a variety of social services, and advocacy. The implications of Islamic social welfare for Chrstian social welfare are like these, first, Islam social welfare through will be able to give introspection and reflection to Christian welfare which havs been biased toward the western world view such as the Enlightenment and rationalism. Second, we have to recognize and respond critically that the Islamic social welfare havs been dealt with passively on the issue such as women's oppression. and while South Korea's modern Christian social work enters the post-industrial society, and is evolved to social services state, it is hard to find the implications of the Islamic social welfare for the micro and professional social work practie in Korea.

기독교가 사회복지에 미친 영향에 대한 역사적 이해

역사적으로 기독교가 사회복지에 미친 영향은 매우 크다. 현대적 의미의 사회복지가 일찍이 발달한 영국과 미국에서 기독교는 사회복지제도와 활동에 영향을 미쳤다. 한국 역시 구한말 기독교가 한국사회에 유입된 이후 기독교는 사회복지제도와 활동에 많은 영향을 미쳤다. 많은 선교사들과 교회들의 사회복지기관 설립과 사회복지활동에 대한 역사적 사실에 대한 기록은 기독교의 사회복지에 미친 영향을 설명해주고 있다. 그동안 한국교회나 기독교 관점에서 기독교가 사회복지에 영향을 미쳤음을 주장하는 많은 연구들이 있어왔다. 그러나 이러한 연구들에 대해 일부학자들은 선교사나 한국교회가 본질적 차원에서 사회복지활동을 실시하기 보다는 선교의 수단으로 심지어는 제국주의 세력의 앞잡이의 역할차원에서 이루어졌다는 비판을 하기도 한다. 학자들의 역사해석에 따라서는 기독교가 사회복지 제도와 활동에 직접적인 영향을 미쳤다는 주장에 대해서 다른 의견이 있다. 따라서 한국기독교가 사회복지제도의 도입과 활동에 긍정적인 역할을 미쳤다는 것을 객관적으로 주장하기 위해서는 역사적 사실을 단순하게 평면적으로 나열하기 보다는 시대적 정치ㆍ경제적 상황과 역사적 사실에 대한 과학적인 자료에 따른 실증주의 역사관에 근거한 작업이 요구된다. Historically, Christianity has had a great impact on social welfare. In England and America, where social welfare in the modern sense was developed early, Christianity influenced social welfare systems and activities. In Korea, too, after the introduction of Christianity into Korean society at late Choson Dynasty and Korean War, Ch ristianity h ad a great influence on social welfare systems and activities. The historical record of the establishment of social welfare institutions and social welfare activities of many missionaries and churches explains the influence of Christianity on social welfare. In the meantime, there have been many studies arguing that Christianity had an impact on social welfare from the perspective of the Korean church or Christianity. However, some scholars criticize these studies that missionaries and Korean churches did not carry out social welfare activities at an essential level, but rather as a means of mission or even as a minion of imperialism. According to the historical interpretation of scholars, there are different opinions about the claim that Christianity had a direct influence on social welfare systems and activities. Therefore, in order to objectively assert that Korean Christianity played a positive role in the introduction and activities of the social welfare system, rather than simply listing historical facts, positivism based on scientific data on the political and economic situation of the times and historical facts based on a h istorical v iew i s r equired.

기독교세계관에 근거한 기독교사회복지 정체성 척도 개발에 관한 연구

The purpose of this research is to develop a scale for the Christian social welfare identity based on the Christian world view. To achieve this purpose first, I searched main theoretical points of Christian social welfare, which is creation, falling and redemption as a Christian view of the world. And I made comparative analysis with the key points between Christian social welfare and general social welfare. Second, I carried out In-depth interview with specialist to get the cause that why we need a Christian world view for the identity of Christian social welfare. Third, I carried out two FGI(Focus group Interview) to make pre-questions to develop a scale for the identity of Christian social welfare. Fourth, with the conclusion from the 2 FGI, I made pre-questions about Christian social welfare, and I composed the final questionnaire for the scale. And I carried out a quantitative investigation with statistical analysis to check whether these questions are objective or not. As a result of this research, here we have the development of scale for the identity of Christian social welfare based on the Christian world view. The scale has S main factors, which are range, value, subject, motivation, goal, method, thoughts and practice and 21 sub-items.

복지다원주의 시대의 한국 기독교사회복지 정체성 회복을 위한 진단과 과제

This paper examines the identity of Korean Christian social welfare in modern society where welfare state crisis and welfare pluralism are highlighted, and suggests developmental tasks through diagnosis of problems of Christian social welfare. The results of the study are summarized as follows: First, the identity of Korean Christian social welfare is to perform roles as a holistic restoration, expansion of the kingdom of God, and recovery of the life-community. Second, the main problems of Korean Christian social welfare are the prejudice of social welfare in the point view of the salvation, the church, and the missionary, the weakness of the church’s union, the deficiency of the practical system of Christian social welfare, excessive church leader-centered ministry system, and lack of distinctiveness on Christian social welfare. Third, the developmental tasks of Korean Christian social welfare are to recognize social welfare as another evangelistic ministry, to establish functional churches, to organize a christian social welfare association, to enhance the quality of social services, to establish an academic system and a professional training system, to balance the church-centered ministry and church member-centered ministry, and to practice christian social welfare based on quality of service. 기독교는 사회복지 세속화 과정 속에서 기독교사회복지의 정체성을 수립 하지 못하고 복지사회의 요구에 효과적으로 대응하지 못하고 있다. 이에 대해 본 논문은 복지국가위기론과 복지다원주의가 대두된 현대사회 속에서 기독교사회복지의 정체성 제시 및 문제점 진단을 통해 기독교사회복지의 발전적 과제를 제시하였다. 연구 결과를 요약하면, 첫째, 기독교사회복지의 정체성은 전인적 회복, 하나님 나라 확장, 생명공동체 회복 등이었다. 둘째, 한국 기독교사회복지의 주요 문제점으로 사회복지 관련 구원관, 교회관 및 선교관의 문제, 교회연합의 취약성, 기독교사회복지 실천 체계 미비, 사회문 제에 대한 교회 관심 부족, 과도한 교회 리더 중심의 사역체계, 기독교사회 복지의 차별성 부족 등이었다. 셋째, 한국 기독교사회복지의 발전 과제로는 기독교사회복지를 복음 사역과 한몸으로 인식하는 것, 기능적 교회관 정립, 기독교사회복지 연합체 조직, 기독교사회복지의 이론과 실천 체계 구축, 기 독교사회복지 전문인력 양성, 교회주도형 사역과 교인주도형 사역의 균형적 통합, 서비스의 질에 기반한 기독교사회복지 실천 등이 제안되었다.
