9.12 지진 발생 후 지진방재대책 개선을 위한 경주지역 주민의식조사에 관한 연구

본 연구에서는 2016년 9월 12일 경주지역에서 발생한 규모 5.8의 지진에 대해서 피해개요와 정부의 대응현황을 검토하였고 피해가 발생한 경주지역에 현장조사를 실시하여 피해 현황을 살펴보았다. 또한 피해를 입은 경주지역 주민을 대상으로 설문조사를 실시하여 주민대응 현황, 문제점, 요구사항 등을 알아보았다. 이를 바탕으로 우리나라 주민에게 실질적으로 적용될 수있는 지진방재대책 개선방안을 검토하였으며 그 결과는 다음과 같다. 첫째, 주민들에게 신속하고 정확한 피해상황을 전파하기 위한 정보전달체계의 개선이 요구된다. 둘째, 주민들에게 지진에 대한 관심과 역량을 강화하기 위해 주민에 맞는 교육 및훈련을 실시해야 한다. 셋째, 지진 발생 시 주민들이 실질적으로 행동할 수 있는 주민행동요령, 매뉴얼 등이 활용될 수 있도록 주민들에게 배포되어야 한다. In this study, the extent of damage caused by a 5.8 magnitude earthquake which occurred on September 12, 2016 in Gyeongju through the field investigation in Gyeongju first and the survey was conducted on the residents in Gyeongju suffering actual damage from the earthquake to identify the current situation, problems and requirements in order to present measures for improvement in future. Also, the needs for earthquake disaster prevention was reviewed and measures to prevent damage from an earthquake in our country were examined based on the finding. First, it is necessary to improve the information delivery system in order to deliver situation report to residents promptly and accurately. Second, it is necessary to carry out education and training fitting for residents in order to strengthen the interest and capability of residents regarding an earthquake. Third, Emergency action plan and manuals, which can be practically utilized in the case of earthquake, should be provided to local residents.

2016년 5월 27일에 확정된 "지진방재 개선대책"은 크게 4부분으로 나누어 개선대책을 제시하고 있다. 다 양한 방면으로 개선대책을 제시하고 있으나 언론에 휘둘리는 경향이 보이며, 실질적으로 효과가 있을지 의 문스럽다. 외국 사례와 특히 최다 지진에 강한 일본의 사례를 참고하여 우리나라 실정에 맞게 효율적인 대 책을 마련하여야 한다.

약지진안전지대라고 불려왔던 한반도에 최근 지진이 자주 발생하여 전례없는 인적·물적 피해가 발생하였다. 이는 3층 미만의 건축물에 대해서는 내진설계가 되어있지 않고, 일부 전문가 및 단체를 제외하고는 지진에 대한 심각성 및 대피요령에 대해서 숙지하지 못하고 있어 피해가 가중된 것으로 사료된다. 이상과 같이 국민 대부분이 대피요령이나 생존법, 비상물자 등을 인지하지 못하고, 각종 필요한 지진대비 교육이 없는 실정이다. 따라서 지진에 대해서 준비가 전무했던 우리가 이제 지진에 대해 정확한 실체와 원인을 알아보고 준비와 대책을 세워야 할 시점이라 사료된다. 본 연구에서는 빈번하게 발생하는 한반도 지진에 대하여 원인에 대해서 조사하고 우리정부와 지자체, 민간단체, 언론 및 개인의 대처방안에 대해서 체계적으로 정리하고자 한다. The recent earthquakes in the peninsula’ve called safe areas prone to earthquakes occurred the unprecedented human and material damage. It does not have the seismic design of buildings for less than three layers, with the exception of some experts and organizations, and it does not have to read about the seriousness and evacuation tips for earthquake damage is thought to have been weighted. As mentioned above, most people are unaware of the evacuation tips or saengjonbeop, emergency supplies, such as earthquakes compared to a situation without the various needs education. So we were prepared for an earthquake is now managing investigate the cause and correct entities for the earthquake is considered as the time to prepare and formulate a policy. In this study, we investigated the cause to frequent earthquakes with respect to the Korean Peninsula and to organize for our government and local governments, NGOs, the media and individuals on how to proceed.
