        An Analysis on the Relative Importance of the Risk Factors for the Marine Traffic Environment using Analytic Hierarchy Process

        The classification of risk factors and the identification of risk acceptance criteria are core works to assess risk levels with high enough confidential level in the field of marine traffic environment. In the previous study work, the twenty kinds of risk factors and its assessment criteria for the domestic marine traffic environment were proposed. In this paper, with these previous studying results, the relative importance of the risk factors were analyzed by questionnaire survey of marine traffic experts using the analytic hierarchy process. The analysis results showed that the relative importance of the visibility restriction is the highest among the twenty kinds of risk factors, and the relative importance of the traffic condition is the highest among the five kinds of risk categories. As results from analysis, it is expected that the approaching method on the relative importance is to be one of basic techniques for the development of risk assessment models in the domestic marine traffic environment.

        Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 2)

        Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.

        Effects of Oxolinic Acid on Microbial Community under Simulated Marine Fish Farm Environment

        The microbial response after treatment of antibiotics was studied for investigating the resistance pattern under simulated aquaculture environment. A marine microcosm was developed for marine fish farm environment using artificial seawater and sediment. Oxolinic acid, which has been commonly used in aquaculture, was employed for the experiment. Resistance patterns and the changes of microbial community were monitored before. during and after use of oxolinic acid. Vibrionaceae was the dominant bacterial species throughout the experiment, consisting 65-75% of total bacterial number in fish farm environment. However, some gram-positive bacteria, Micrococcos sp. and Bacillus sp. strains in marine farm environment were increased in proportion to their number during the treatment. ETS activity of the bacterial communities in aquaculture environment was reduced to 42-67% during the treatment of oxolinic acid. But recovering trends of bacterial number were also detected immediately after cease of oxolinic acid treatment. Frequent treatment of oxolinic acid under the simulated fish farm environment showed bacterial resistance to increase sharply. 이 연구는 해산어 양식장 환경을 재현한 해양 microcosm을 이용하여, 양식장에서 빈번히 사용하고 있는 옥소린산에 대한 미생물이 나타내는 항생제 내성획득에 관해 알아보고자 하였다. 옥소린산 처리 전과 후의 세균상을 비교한 결과, 비브리오 과 세균은 실험기간 전반에 걸쳐 65-75% 정도로 우점하였으며, 그람양성세균인 Micrococcos sp. 와 Bacillus sp. 는 옥소린산 처리 기간 중에 출현 빈도가 증가하였다. 해산어양식 환경에서 세균의 ETS 활성은옥소린산 처리 기간중 42-67%로 줄어들었지만, 옥소린산의 처리가 종료된 후에 세균은 다시 회복되었다. 해산어 양식장에서 옥소린산의 빈번한 사용은 옥소린산에 대한 세균의 내성을 증가시키는 것으로 관찰되었다.

        미국 멕시코만 기름유출사고에서 본 유처리제 사용의 효용성 고찰

        바다에 기름오염 사고가 발생하면 여러 가지 방제 방법 중 물리적 회수 방법을 우선적으로 사용하고 유처리제는 최후 수단으로 고려하는 경향이 있다. 유처리제는 수중으로 기름이 신속히 분산되도록 하여 해수면으로부터 제거하는 방법이다. 해수면으로부터 신속히 기름을 제거하는데 대한 유처리제의 효용성은 널리 증명되어 왔으나 아직도 대부분의 국가들은 해양환경에 미치는 독성을 우려하여 적극적인 사용을 하지 않고 있는 실정이다. 보고된 자료에 의하면 유처리제와 혼합된 기름이 기름 그 자체보다 독성이 더 크게 나타나지 않았다. 멕시코만 기름유출 사고시 미국 정부와 BP사는 최대한 해안에 기름이 도달하지 않는데 중점을 두고 해수면뿐만 아니라 수중의 기름에 대해서도 유처리제를 사용하였다. 유처리제에 대한 순환경편익을 분석하면 유처리제를 사용함으로써 기름이 생태계에 머무는 시간이 줄어들며 장기간 노출을 예방하고 야생동물에 심각한 오염을 방지하는 효과가 있는 등 다양한 연구가 진행되고 있다. 미국 멕시코만 유류오염 사고와 같은 대규모 해양오염사고의 위험이 상존하는 우리 실정에서도 과학적 결과를 바탕으로 한 유처리제 사용의 효용성과 안전성에 대한 검토가 이루어져야 할 시점이라 사료된다. Once oil has spilled, oil spill responders use a variety of countermeasures to reduce the adverse effects of spilled oil on the environment. Mechanical methods of containment and recovery are preferred as the first response when the use of other methods fail or are ineffective. In these cases, the application of oil dispersants shall be use only as a last resort. While effectiveness of dispersants in removing oil form the sea surface is proven, the use of dispersants is controlled in almost all countries due to the toxicity of their active agents and the dispersed oil on the marine environment. However, according to reports, after dispersant application, no significant toxicity to fish or shrimp was observed in the field-collected samples. Moreover, the results also indicate that dispersant-oil mixtures are generally no more toxic to the aquatic test species than oil alone. During the Deepwater Horizon Incident, dispersants were applied to floating oil and injected into the oil plume at depth. These decisions were carefully considered by state and federal agencies, as well as BP, to prevent as much oil as possible from reaching sensitive shoreline habitats. Net Environmental Benefit Analysis for dispersant use assumed that dispersants appear to prevent long-term contamination resulting absence of oil in the substrate and will benefit marine wildlife by decreasing the risk of significant contamination to feathers or fur. Further study to use dispersants with scientific baseline is needed for our maritime environment which consistently threaten huge oil spill incidents occurrence.

        An Analysis of Future Ship Operation System under the e-navigation Environment

        It is clearly understood that e-navigation is beneficial to prevent collision and grounding of ships. The purpose of this study is to define and present a future ship operation system under the e-navigation environment in order to provide clear direction for the design of Korean e-navigation system. The future ship operation system consists of shipboard navigational system, shore supporting system and maritime communication system. To achieve the objectives of this study, the ship operation system was discussed separately into SOLAS ships and non-SOLAS ships in this study. In SOLAS ships, mariners become a system manager, choosing system presets, interpreting system output, and monitoring vessel response. In small ships and fishing vessels, mariners may enjoy their navigation by using the automatic tracking of ship's position on the portable electronic chart display. The improved bridge design, integrated and harmonized navigational system and single window reporting will reduce significantly the administrative and physical workload of mariners. Mariners can concentrate their attention more on navigational duty under the e-navigation environment. To build an effective Korean e-navigation system, the essential navigational functions and e-navigation services for small ships and fishing vessels must be identified and developed taking into account user needs.

        Effect of the Freshwater Discharge on Seawater and Sediment Environment in a Coastal Area in Goheung County, South Korea

        Seasonal characteristics of water and sediment qualities and potential effects of the freshwater discharge from a small tide embankment interior in a coastal area in Goheung county were investigated from May to September in 2012. Chemical oxygen demand values (COD) were mostly higher than 2 mg/L in summer ebb tide, which exceed the standard value of water quality criteria II of acceptable level for aquaculture activities. Nitrogen and phosphorus were found as the limiting nutrients for algae growth in summer and fall and in spring, respectively. Nitrogen was the limiting nutrient for diatom growth in the whole studied period. The sudden high values of COD, ammonia, dissolved inorganic nitrogen (DIN), dissolved inorganic phosphorus (DIP) were found in water sample collected from station 5 which located in front of the tide embankment sluice gate during spring ebb tide. The freshwater discharge form the tide embankment interior maybe affected the survey areas during a short time interval. Mean values of eutrophication index of the surveyed coastal region in spring, summer and fall were all bigger than 1. Water quality was mostly considered at level II which acceptable for aquaculture activities. Sediment quality in this study was generally in the range of standard for fisheries environment.

        Comparative Analysis of Maritime Safety Administrative System in the APEC Region

        This paper has dealt with the efficiency of maritime safety administrative system in the APEC region. under the hypothesis that officient maritime safety and marine environment. Many factors affect administrative structures, which generate various types of administration. The factors include social, economical and political factors. Further, the addition of historical factors to these factors makes it tougher to draw out an optimal model for maritime safety administration. In this regard, the result of this study will be within the extent of volition capable of accepting it under the existing maritime safety administration system. The result of the study to help APEC member states(economies) to compare their own system with those of other economies and finally to help to improve their maritime safety administrative structure for safer shipping.

        의사결정자의 대립하 항만개발 우선순위 평가 -환경친화적 항만개발의 관점에서-

        본 연구에서는 의사결정자의 대립관계가 있는 항만개발 문제에 대한 우선순위 평가와 보상관계를 분석하였다. 이를 위해 먼저 항만개발에 대한 관련문헌을 분석하여 평가요소를 추출하였고, FSM법을 이용하여 평가요소를 구조화하고, 구조화 분석을 통해 평가항목을 선정하였다. 두 번째, 항만개발 평가 주체를 지역주민, 이용자, 지자체로 선정하고 AHP법을 이용하여 종합 평가치를 산출하였다. 세 번째 JMPR법을 이용하여 평가주체간 제휴를 구성하였을때 종합 평가결과와 대체안 선정에 따른 불만량을 최소로 하여 평가하는 방법을 제시하였다. 또한 대체안 선정에 따른 보상문제를 정량화하고 보상관계를 분석하였다. 그 결과 대상 항만중 부산항 개발이 가장 우선되어야 하며, 항만이용자는 환경에 대한 인식의 개선과, 지자체에서는 환경 친화적인 항만개발을 위한 환경 인센티브 정책을 추진해야 할 것이다. In this study, the priority was assessed and the compensation relationships were analyzed with regard to the issue of port development with conflicts among decision makers. First, the assessment factors were selected by the relevant literatures on port development, and fuzzy structure modeling was used to select assessment factors via structuralization analysis. Second, the local residents, port users, and local government were chosen as the main port-development related entities, and the analytic hierarchy process was used to calculate the total assessment value. Third, the justice based on majority power rule method was used as an assessment method that would minimize the amount of complaints according to the total assessment results and the alternative selection when a partnership was formed among the assessment entities. Moreover, the compensation issue according to the alternative selection was quantified, and the compensation relationships were analyzed. As a result, it was found that port development in Busan must be the top priority in terms of port development in South Korea, that awareness of environmental issues must be promoted among the port users, and that the local governments must promote environmental incentive policies for Environment-friendly port development.

        Assessment of Noise Externalities by Using Hedonic Price Model

        소음의 외부효과는 현대사회에서 흔히 발견되는 문제라고 할 수 있다. 소음은 재산적 피해와 같은 외부효과를 발생시키며, 따라서 소음으로 인한 재산피해를 평가하고 효과적 해결책을 찾아내는 연구는 매우 중요하다고 할 수 있다. 분석결과는 통계적 유의성이 있으며, 소음이 재산적 가치에 부정적 효과가 있음을 보여 주고 있다. 모형의 주요 결과로는 소음 단위(데시빌)당 피해액이 추정(5,000 달러${\ast}$로그(dB))되었고, 추정된 소음피해함수(잠재가격함수)는 소음의 한계효과가 감소함을 나타내고 있다. Noise externalities are a ubiquitous problem in modern societies. Research to estimate damages and potential efficient solutions therefore is important for addressing such problems. The results of a hedonic property model show that noise has a statistically significant and quantitatively important negative effect on property values. The key results for the best model show that damages (in year 2000 dollars) are - $5000 ${\ast}$ (ln dB), where dB is noise measured in decibels, allowing for the influence of other factors. Because ln(dB) is a strictly concave funaion, the "noise damage function"exhibits diminishing marginal effects with noise.

        A Study on the Effectiveness and Improvement of Simulation Training for Apprentice Officers

        In accordance with the stipulations of the STCW Convention, simulation training has been enforced in order to develop practical skills so as to prevent accidents by predetermining the risks in special marine environments. Simulation training is a useful way to acquire navigation abilities, and can continuously measure the ability of a trainee by applying an appropriate evaluation. However, the result of training is evaluated by the instructor's subjective judgment without quantitative criteria. Therefore, this study aims to quantitatively evaluate the effectiveness of simulation training. For this purpose, evaluation items were derived by analyzing legal standards, earlier studies, and the current status of MET institutions. The simulations were then performed three times in the same scenarios and analyzed the results. As a result, it has been shown that the objectively analyzed ability to keep the route and to make safe passage with other vessel, as well as subjectively evaluated ability by the apprentice officer has been improved as training progressed. Through the evaluation of simulation training results, it can be derived that simulation education needs supplementation, and can be provided as a basic form of data to quantify the evaluation results of the simulation training in the future.
