North Korea`s Risk-taking vis-a-vis the U.S. Coercion in the Nuclear Quagmire

For more than a decade, the United States has tried to socialize North Korea into a set of rules. But what if there exists a separate set of rules of the game for North Korea? It is highly probable that Kim Jong Il will move toward another succession, which would lead him to prioritize his political survival to North Korea`s survival as the state. Whether Kim Jong Il`s political survival is threatened or not determines whether North Korea will cross the "red line" set by the United States. Whether or not North Korea`s cooperation will be elicited depends on how to make a reward so clear and a threat so potent and credible. Rewards such as an economic package, food aid and energy supply or threats not to provide such rewards will not be effective in eliciting North Korea`s concessions. Whether it would be reward or threat, it should be directed toward Kim Jong Il`s political survival. It is notable that North Korea abandoned tit-for-tat and acquiesced to return to the Six-Party Talks when Washington dispatched F-117 stealth bombers to South Korea. After September 11 and the war in Iraq in 2003, North Korea appeared very sensitive to U.S. dispatch of F-117 stealth bombers. In 2003, 2004, 2005 and 2007, the stealth bombers drove North Korea back to negotiations and yielded agreement. It is also notable that there was no presence of the stealth bombers in 2006 when North Korea conducted missile and nuclear tests. North Korea`s nuclear quagmire thus implies whether or not a country with opaque nuclear capability moves to declared nuclear status depends on the country`s risk-taking will and perceived threat of international sanctions.
The Technical and Legal Approaches for Privacy Protection of e-ID

An electronic identity (e-ID) is positioned to be a basic tool for identification, authentication and authorization in application domains such as e-Commerce in private sector and e-Governance in public sector. A practical and flexible e-ID should be usable in both a network-connected online setting as well as in conventional offline situations. While improving security of communication and enhancing access control to resources, e-ID has the potential negative factors on user privacy rights. In this paper, we analyze the current e-ID proposals and propose the systematic approaches for privacy protection of e-ID systems.
Dynamic Obstacle Avoidance Using Vector Function Algorithm

Although a recently introduced limit-cycle navigation method has demonstrated great performance, the method also has the significant drawback of not being able to handle dynamic obstacles. To overcome such a shortcoming, this paper discusses an algorithm to avoid dynamic obstacles. The proposed algorithm is mainly composed of a collision detection algorithm and an existing limit-cycle navigation method. The collision detection algorithm is based on a vector function that indicates the initial positions and destinations of the robot and obstacles. After processing the collision detection algorithm, the position and time of a collision can be predicted. Then, this information is used by the limit-cycle navigation method to generate a path to avoid the collision with the obstacle. To verify the performance of the proposed algorithm, several experiments were conducted using simulations.
Agronomic performance of 20 soybean recommended varieties in Korea

A total of 20 soybean recommended varieties which were developed until late 1980 s in Korea was evaluated at Suwon. Comprehensive evaluation and correlation analysis were conducted on the agronomic characters. Great variations were found in these genotypes for branch number, pod number, and grain yield per plant. The variation in number of pods/plant ranged from 53 to 164, and in grain yield from 25.9 to 68.8 g. The coefficient of variation for most of the characters had a wide range. In correlation coefficient, grain yield per plant showed a positive phenotypic association with weight of pods, pod number of branches, and weight of stem. Multiple regression analysis was done to formulate selection criteria. It indicated that stout and medium-stature genotypes with more branches, resulting in varieties with more pods per plant but with medium-size seeds are available to obtain high-yielding varieties.
