        Documents of The Nguyen Dynasty’s Mission to China in 1883: The Origins and Historical Values

        In 1882, after the French defeated Tonkin for the second time, the Nguyen Dynasty led by King Tự Đức 嗣德 appointed Phạm Thận Duật 范慎遹 and Nguyễn Thuật 阮述 as envoys to the Qing Dynasty to seek the Chinese’s help to deal with the French invasion. The trip’s information from 1883 such as the schedule, the content, the discussion, and the progress was specifically reflected in the two envoys’ diaries, including “Notes of Voyage to Qing Dynasty in The First Year of Jianfu” 建福元年如清日程 (Phạm Thận Duật and Nguyễn Thuật), “Notes of Voyage to Tianjin” 往津日记 (Nguyễn Thuật). This article presents the origin of these documents and their historical values in order to provide insights into the study of diplomatic relations between the Nguyen Dynasty and the Qing Dynasty in the late 19th century through the 1883 mission.

        Effect of Zn/Al Cation Ratio on Corrosion Inhibition Capabilities of Hydrotalcites Containing Benzoate Against Carbon Steel

        Corrosion inhibitors based on Zn-Al hydrotalcites containing benzoate (ZnAlHB) with different molar ratios of Zn/Al were prepared with a co-precipitation process. Compositions and structures of the resulting hydrotalcites were studied with suitable spectroscopic methods such as inductively coupled plasma mass spectrometry (ICP-MS), ultraviolet-visible spectrophotometry (UV-Vis), scanning electron microscopy (SEM), X-ray diffraction (XRD), Fourier transform infrared spectroscopy (FTIR), and surface zeta potential measurements, respectively. Results of physico-chemical studies showed that crystallite sizes, compositions of products, and surface electrical properties were significantly changed when the molar ratio of Zn/Al was increased. The release of benzoate from hydrotalcites also differed slightly among samples. Anticorrosion abilities of hydrotalcites intercalated with benzoate at a concentration of 3 g/L on carbon steel were analyzed using electrochemical impedance spectroscopy (EIS), polarization curve, energy-dispersive X-ray spectroscopy (EDX), and SEM. Corrosion inhibition abilities of benzoate modified hydrotalcites in 0.1 M NaCl showed an upward trend with increasing Zn/Al ratio. The reason for the dependence of corrosion resistance on the Zn/Al ratio was discussed, including changes in the microstructure of hydrotalcites such as crystal size, density, uniformity, and formation of ZnO.

        Soil Erosion Modeling in the 3S Basin of the Mekong River Basin

        The 3S Basin is described as an important contributor in terms of many aspects in the Mekong River Basin in Southeast Asia. However, the 3S Basin has been suffering adverse consequences of changing discharge and sediment, which are derived from farming, deforestation, hydropower dam construction, climate change, and soil erosion. Consequently, a large population and ecology system that live along the 3S Basin are seriously affected. Accordingly, the calculating and simulating discharge and sediment become ever more urgent. There are many methods to simulate discharge and sediment. However, most of them are designed only during a single rainfall event and they require many kinds of data. Therefore, this study applied a Catchment-scale Soil Erosion model (C-SEM) to simulate discharge and sediment in the 3S Basin. The simulated results were judged with others references's data and the observed discharge of Strung Treng station, which is located in the mainstream and near the outlet of the 3S Basin. The results revealed that the 3S Basin distributes 31% of the Mekong River Basin's total discharge. In addition, the simulated sediment results at the 3S Basin's outlet also substantiated the importance of the 3S Basin to the Mekong River Basin. Furthermore, the results are also useful for the sustainable management practices in the 3S Basin, where the sediment data is unavailable.

        Soil Loss Vulnerability Assessment in the Mekong River Basin

        The Mekong River plays an extremely important role in Southeast Asia. Flowing through six countries, including China, Myanmar, Thailand, Laos PDR, Cambodia, and Vietnam, it is a site of great biological and ecological diversity and the habitat of numerous species of fish. It also supports a very large population that lives along the river basin. Therefore, much attention has been focused on the giant Mekong River Basin, particularly, its soil erosion and sedimentation problems. In fact, many methods have been used to calculate and simulate these problems. However, in the case of the Mekong River Basin, the available data is limited because of the extreme size of the area (about $795,000km^2$) and lack of equipment systems in the countries through which the Mekong River flows. In this study, we applied the Universal Soil Loss Equation (USLE) model in a GIS (Geographic Information System) framework to calculate the amount of soil erosion and sediment load during the selected period, from 1951 to 2007. The result points out dangerous areas, such as the Upper Mekong River Basin and 3S Basin (containing the Sekong, Sesan, and Srepok Rivers) that are suffering the serious consequences of soil erosion problems. Moreover, the present model is also useful for supporting river basin management in the implementation of sustainable management practices in the Mekong River Basin and other basins.

      • Functional characterization of novS and novU involved in novobiocin producer S. spheroids

        NovU and novS represent C-methyltransferase and dTDP-4-keto-reductase putatively involved in noviose biosynthetic pathway. We have expressed these genes in E. coli and identified the functions of their corresponding products by in vitro enzyme assay. The results indicated that novU encodes a C-methyltransferase and catalyzes the methylation of the NovW product (dTDP-glucose 3,5-epimerase). Similarly, NovS encodes a dTDP-4-ketoreductase and catalyzes the formation of rhamnose utilizing dTDP-4-keto-6-deoxyglucose in the presence of NADH and NovW. Furthermore, the pathway for the biosynthesis of noviose has been confirmed.

        Fabrication and Characterization of Coaxial Electrospun Polyethylene Glycol/Polyvinylidene Fluoride (Core/Sheath) Composite Non-Woven Mats

        Polyethylene glycol (PEG) is a phase change material (PCM) with a high heat of fusion and is capable of storing and releasing large amounts of energy at its melting and crystallization point as the surrounding temperature changes. This study deals with the fabrication of polyethylene glycol/polyvinylidene fluoride (PVDF) core/sheath non-woven mats by coaxial electrospinning and characterization of the obtained mats. The non-woven mats comprised of nanofibers (average diameter: ~700 nm) in which PEG (PCM) was encapsulated with a PVDF sheath. The PVDF sheath helped prevent PEG leakage from the fibers during a phase change and protected the core from an external environment. Water contact angle (WCA) measurements, attenuated total reflectance-Fourier transform infrared (ATR-FTIR) spectroscopy measurements, X-ray photoelectron spectroscopy (XPS) analysis and transmission electron microscopy (TEM) studies confirmed that the fabricated mats comprised a PEG layer covered with a PVDF layer. The thermal properties of the mats were analyzed by differential scanning calorimetry (DSC) and thermogravimetric analysis (TGA). These results suggest that the PEG/PVDF core/sheath non-woven mats have good thermal reliability and sufficiently high tensile strength with potential applications in the manufacture of thermo-regulated textiles.

        A Comparison and Evaluation of New Regulation on People Credit Funds Rating in Vietnam

        Purpose - The purpose of this research is to make a comparative assessment of People Credit Funds (PCFs) ranking in Vietnam between the Circular No. 42/2016/TT-NHNN dated December 20, 2016 with the Decision No. 14/2007/QD-NHNN dated 09/4/2007 issued by the Governor of the State Bank. Research design, data, and methodology - This study is mainly based on the Circular No. 42/2016/TT-NHNN dated December 20, 2016 and the Decision No. 14/2007/QD-NHNN dated 09/4/2007 issued by the Governor of the State Bank on PCFs ranking. Results - The study paper has shown positive changes in PCFs ranking in Vietnam in accordance with the Circular No. 42/2016/TT-NHNN, such as increasing Capital Adequacy Ratio (CAR), maintaining CAR, improving assets quality, developing indicators of governance, management and control capability. These changes have implications for the development and efficient performance of PCFs in Vietnam. Conclusions - The classification and evaluation of PCFs will contribute to its healthy development. These finding support PCFs to understand more about rating methodology, significance of rating system and the importance of improving their rating. PCFs in Vietnam desire to develop their business effectively, they need to understand exactly and comply fully with regulations related to their field of operations.
