        The Great Connection . The Budapest- Belgrade Railway Project and Its Significance for Hungary’s Foreign Policy Identity

        This article investigates the significance of the Budapest- Belgrade railway project in the context of Hungary’s foreign policy identity under the Orban regime. It claims that existing explanations have so far failed to appreciate the project’s symbolic importance for enacting and reproducing the Orban government’s self-conception in foreign affairs. This self-conception is notable for locating Hungary at the crossroads, geographically as well as normatively, between East and West and for appraising the country as a great conduit between and across these spaces. By viewing the railway upgrade as an element of identity politics, the article moves beyond the literature’s crude notion that this is a political project simply because it seems not to make sense economically. We conduct a discourse analysis to trace the meaning of the project in a set of chosen texts from key actors in Hungarian politics. Besides appreciating the infrastructure project as a marker of identity, the article also shows that the Orban government’s emphasis on connecting distant worlds reveals a normatively Chinese approach to international politics in Central and Eastern Europe.

      • Changing Wheat Quality with the Modification of Storage Protein Structure

        The visco-elastic properties of gluten are major determinants of the processing properties of doughs. These visco-elastic properties are strongly influenced by the ratio of monomeric and polymeric proteins and the size distribution of the polymeric proteins, which make up the gluten fraction of the dough. Recent studies have revealed that other features, such as the number of the cysteine residues of the HMW-GS, also play an important role in determining the functional characteristics. To modify the processing properties at molecular level, the relationship between the structure of molecules and dough properties has to be understood. In order to explore the relationships between individual proteins and dough properties, we have developed procedures for incorporating bacterially expressed proteins into doughs, and measuring their functional properties in small-scale equipment. A major problem in investigating the structure/function relationships of individual seed storage proteins is to obtain sufficient amounts of pure polypeptides from the complex families of proteins expressed in the endosperm. Therefore, we have established a simplified model system in which we produce specific protein genes through bacterial expression and test their functional properties in smallscale apparatus after incorporation into base flour. An S poor protein gene has been chosen as a template gene. This template gene has been modified using standard recombinant DNA techniques in order to test the effects of varying the number and position of cysteine residues, and the size of the protein. Doughs have been mixed in small scale apparatus and characterized with respect to their polymeric composition and their functional properties, including dough mixing, extensibility and small scale bating. We conclude that dough characteristics can be manipulated in a predictable manner by altering the cysteine residues and the size of high molecular weight glutenins.

        Extension of Operational life-time of WWER-440/213 type units at Paks Nuclear Power Plant

        Operational license of WWER-440/213 units at Paks NPP, Hungary is limited to the design lifetime of 30 years. Prolongation by additional 20 years of the operational lifetime is feasible. Moreover, enhancement of the reactor thermal power by 8% will increase both the net power output and the competitiveness of the plant. Paks NPP is a pioneer considering the power up-rate and preparation of long-term operation of WWER-440/213 design. Systematic preparatory work for longterm operation of Paks NPP has been started in 2000. A regulatory framework and a comprehensive engineering practice have been developed. According to the authors view, creation of a gapless engineering system via consequent application of best practices, and feed-back of experiences together with proper consideration of WWER-440/V213 features are the decisive elements of ensuring the safety of long-term operation. That systematic engineering approach is in the focus of recent paper. Key elements of justification and measures for ensuring the safety of long-term operation of Paks NPP WWER-440/213 units are identified and discussed. These are the assessment of plant condition and review of adequacy of ageing management programmes, also the review, validation and reconstitution of time limited ageing analyses as core tasks of licence renewal.

        Reaching Out to the World

        대부분의 아프리카인들은 지구적 시장경제에서 실제 소비자로 나서기가 거의 어렵다. 때문에 이러한 어려움을 극복하기 위해 그들은 규범적인 전략적 계획들을 지속적으로 창출해야만 한다. 이 연구는 짧은 한 사례를 통해 이러한 전략적 계획을 살펴본 후, 남에티오피아의 반(半)유목민인 무르시족이 초국적 세계에 어떻게 관여하는지 보여줄 것이다. 먼저 무르시족이 지닌 소비, 생산, 공유, 교환에 대한 관념과 환대의 제도에 대해 살펴볼 것이다. 다음으로는 무르시족의 도덕경제에 대한 이해의 바탕 위에서, 그들이 세계에 참여하기 위해 활용하는 상이한 경제전략들을 기술해 볼 것이다. 지구.지역은 거대한 것이 작은 것을 항상 집어삼키는 일방향적인 포괄적, 통일적 거래라기보다는 성찰적, 창조적, 유동적 관계이다. 이러한 시각은 현재 해외 토지 투자와 수력댐 건설로 큰 어려움을 겪고 있는 무르시족을 이해하는 데 도움이 된다. Most Africans can hardly act as real consumers in the global market economy and thus constantly have to create normative tactical plans to overcome their difficulties. My aim here is to give a short case study on such tactical planning and show how the Mursi, a semi-nomadic people in South-Ethiopia, engages with the transnational world. In the first part of the article I focus on people’s ideas of consumption, production, sharing and exchange and the institution of hospitality. In the second part, building on the understanding of the Mursi moral economy, I describe the different economic tactics they apply to reach out to the world. With this I argue that the idea of global-local scales should be understood as reflexive, creative and mobile relationships rather than unidirectional encompassing and unifying transactions where the larger always wins over the smaller. This topic is more valid now than ever as the Mursi people are currently facing the biggest challenges in their ethnic history in the forms of foreign land investment and a hydroelectric dam.

      • Central Europe and the Republic of Korea: Politics, Economy, and Perceptions

        Most Central and Eastern European (CEE) countries view the Republic of Korea (ROK) as one of their most important partners in Asia. Korean firms have invested tremendous amounts of capital in CEE countries, and they share the same political values as well. Even so, literature on bilateral relations and public sentiment is scarce. Here I attempt to provide a comprehensive picture of political and economic relations between certain CEE countries and the ROK. For scientific added value findings are based on 101 interviews conducted with international relations students from four different nations to assess the image of South and North Korea in an international context.

        Democratic ‘freedom’ in Myanmar

        In Robert Dahl’s work on ‘polyarchy’, democratic ‘freedom’ is liberty from the abuses of the state and freedom for citizens to formulate and express their preferences. This meaning of freedom is central to contemporary scholarship on democratization. At the same time, freedom has also been a key concept for activists and leaders involved in Myanmar’s long democratic struggles. Yet, when freedom is referred to by Burmese activists and democratic leaders, does this entail support for liberty or freedom of the type outlined by Dahl? This article argues that Berlin’s distinction between ‘negative’ and ‘positive’ freedoms can help to clarify overlaps and divergence in notions of freedom. When exploring ‘negative’ democratic freedoms, such as freedom from government restrictions on speech or association, there is considerable overlap between the visions of Burmese activists and democratic leaders and the key elements of Dahl’s democratic freedom. In considering ‘positive’ freedoms, however, there is more divergence. Amongst activists and democratic leaders in Myanmar, there is a focus not on freedom as the exercising of own entitlements but rather on freedom for moral conduct; freedom to bear to the responsibilities and discipline of democracy.
