An Economic Evaluation of the European Union’s 2030 Climate Policy Plan

Purpose: The purpose of the study is to evaluate the European Union’s “Fit for 55” plan, announced in 2021, which intends to meet a 2030 goal of reducing carbon emissions by 55 percent from 1990 levels. Design/methodology/approach: An analytical model is used to assess the impact of the EU environmental policies, including the carbon border tax, emissions trading system, energy efficiency, and emission standards. Findings: The study finds that the environmental policies achieve different policy criteria, including cost minimization, equalization of marginal abatement cost, minimization of general equilibrium cost, political feasibility, and minimization of inequitable impacts across income groups. But no single policy instrument is necessarily superior to the others. The paper finds that a revenue-neutral carbon border tax and an emissions trading system with auctioned permits satisfy the most evaluation criteria. Research limitations/implications: For the purpose of simplification, the model ignores dynamic extensions. That is, the adjustments of businesses to policy measures and the effects on emissions are beyond the scope of this analysis. Originality/value: The study develops a model that evaluates the European Union’s environmental policies in a unifying perspective, assessing the tradeoffs of policy design.

Linguistic divergence between standard varieties of Korean has been much studied, however, it has largely concerned itself with fine-grained analyses of single points of divergence, for example vocabulary, and the language policy behind such divergence. In contrast, this paper examines general trends of language in use in the ROK and DPRK in a specific genre of writing. We first briefly review prior research on the linguistic divergence which the standard varieties of these countries have undergone to contextualize our argument that a digital humanities approach could provide new insights for the field. This includes taking advantage of internet mediated data collection and quantitative analyses applied to relatively large amounts of data. In order to demonstrate the potential of this approach more fully, we present a small-scale stylometric analysis of ROK and DPRK journalistic texts. This pilot study suggests that national origin determines the stylistic characteristics of these texts to a greater extent than the topic and allows us to tentatively propose general characterizing features of ROK and DPRK journalistic style. We conclude with a prospectus for the incorporation of such methods into the study of ROK/DPRK linguistic divergence.
Cluster policies, cluster evolution, and the transformation of old industrial regions

Despite growing recognition of the significance of industrial clusters to regional economic success, there has been only limited attention paid to the effectiveness of cluster policies in old industrial regions. Many of these regions still retain functioning industrial clusters, or have clusters which are adopting new strategies as part of a process of regeneration. This paper argues that the effectiveness of cluster policies in old industrial regions depends upon the extent to which they recognise the evolutionary nature of industrial clusters. It reviews the literature on the transformation of old industrial regions in Europe, and examines how cluster policies have risen to prominence as a policy tool. These strands ate brought together in an exploration of cluster policies in old industrial regions. A brief case study is presented of the evolution of the steel industry supply chain in north east England. The conclusions focus upon the data requirements that form a starting point for informed policy intervention into presses of cluster evolution.
Bounds on Variance for Unimodal Distributions

<P>We show a direct relationship between the variance and the differential entropy for subclasses of symmetric and asymmetric unimodal distributions by providing an upper bound on variance in terms of entropy power. Combining this bound with the well-known entropy power lower bound on variance, we prove that the variance of the appropriate subclasses of unimodal distributions can be bounded below and above by the scaled entropy power. As the differential entropy decreases, the variance is sandwiched between two exponentially decreasing functions in the differential entropy. This establishes that for the subclasses of unimodal distributions, the differential entropy can be used as a surrogate for concentration of the distribution.</P>
Unequal Error Protection Querying Policies for the Noisy 20 Questions Problem

<P>In this paper, we propose an open-loop unequal-error-protection querying policy based on superposition coding for the noisy 20 questions problem. In this problem, a player wishes to successively refine an estimate of the value of a continuous random variable by posing binary queries and receiving noisy responses. When the queries are designed non-adaptively as a single block and the noisy responses are modeled as the output of a binary symmetric channel, the 20 questions problem can be mapped to an equivalent problem of channel coding with unequal error protection (UEP). A new non-adaptive querying strategy based on UEP superposition coding is introduced, whose estimation error decreases with an exponential rate of convergence that is significantly better than that of the UEP repetition coding introduced by Variani <I>et al.</I> (2015). With the proposed querying strategy, the rate of exponential decrease in the number of queries matches the rate of a closed-loop adaptive scheme, where queries are sequentially designed with the benefit of feedback. Furthermore, the achievable error exponent is significantly better than that of random block codes employing equal error protection.</P>
