Background: The Japan Atomic Energy Agency (JAEA) is specified in the Disaster Counter-measures Basic Act as a designated public corporation for dealing with nuclear disasters. Materials and Methods: The Nuclear Emergency Assistance and Training Center (NEAT) was established in 2002 as the activity base providing technical assistance to both national and local governments during nuclear emergencies. The NEAT has a robust structure and utilities and special installations, and it organizes training and exercises. Results and Discussion: Due to an offshore earthquake that caused a devastating tsunami in March 2011, a nuclear accident occurred at the Tokyo Electric Power Company's Fukushima Daiichi Nuclear Power Station. The NEAT responded by conducting off-site environmental radiation monitoring and contamination screening, dispatching special vehicles, offering telephone consultations, and calculating the dispersion of radioactive materials. An examination of the emergency response activities revealed that the organization was prepared for these types of disasters and was able to plan long-term response. Conclusion: As a designated public corporation, the JAEA technically supports the national government, the Fukushima prefectural government, and the Ibaraki prefectural government, all of which responded to the off-site emergencies resulting from the March 2011 Fukushima Daiichi accident
Temperature dependence of spin Hall magnetoresistance in W/CoFeB bilayer

<P>We investigate the temperature dependence of the spin Hall magnetoresistance (SMR) in a W/CoFeB bilayer. The SMR is found to increase with decreasing temperature. An analysis based on the SMR theory suggests that the spin Hall angle of W and/or the spin polarization of CoFeB can be the origin of the temperature dependence of the SMR. We also find that the spin diffusion length and the resistivity of W do not significantly vary with temperature, which indicates the necessity of further study on the electron transport mechanism in W films to reveal the origin of the spin Hall effect in W. In recent years, PCB drills with smaller diameters less than 0.1 mm are used and thus there are growing needs for ultra-fine grained cemented carbides. However, ultra-fine WC powder usually causes extraordinary grain growth during sintering which weakens mechanical strength of ultra-fine grained cemented carbides. So we examined several kinds of WC powders to make new ultra-fine grained cemented carbides having superior performance. We found that direct carburized WC powder is very good as a WC raw material. The PCB drills made of the developed ultra-fine grained cemented carbides have higher hardness, toughness and stiffness than conventional ones.

Background/Aims: The Japan Gastroenterological Endoscopy Society (JGES) has published guidelines for gastroenterologicalendoscopy in patients undergoing antithrombotic treatment. These guidelines classify endoscopic ultrasound-guided biliary drainage(EUS-BD) as a high-risk procedure. Nevertheless, the bleeding risk of EUS-BD in patients undergoing antithrombotic therapy isuncertain. Therefore, this study aimed to assess the bleeding risk in patients undergoing antithrombotic therapy. Methods: This single-center retrospective study included 220 consecutive patients who underwent EUS-BD between January 2013and December 2018. We managed the withdrawal and continuation of antithrombotic agents according to the JGES guidelines. Wecompared the bleeding event rates among patients who received and those who did not receive antithrombotic agents. Results: A total of 18 patients (8.1 %) received antithrombotic agents and 202 patients (91.8 %) did not. Three patients experiencedbleeding events, with an overall bleeding event rate of 1.3% (3/220): one patient was in the antithrombotic group (5.5%) and twopatients were in the non-antithrombotic group (0.9%) (p=0.10). All cases were moderate. The sole thromboembolic event (0.4%) wasa cerebral infarction in a patient in the non-antithrombotic group. Conclusions: The rate of EUS-BD-related bleeding events was low. Even in patients receiving antithrombotic therapy, the bleedingevent rates were not significantly different from those in patients not receiving antithrombotic therapy.
Efficient Multi-scale Retinex Algorithm for Video Applications

This paper describes an efficient image enhancement method based on the Multi-Scale Retinex (MSR) theory for pre-processing of videos. The processing amount is drastically reduced to 4 orders less than that of the original MSR, thanks to the multi-rate processing using separable x-y filters. In addition, the MSR is effectively implemented during the above multi-rate processing. The method also modifies a weighting function for enhancement to improve color rendition of a bright area in an image. Experiment results show high enhanced property with little hue changes, which is suitable for preprocessing of many video applications.
An Approach to the Interactive Design Process Using Genetic Algorithms

This paper is aiming to apply the Genetic Algorithms(GAs) to the interactive design. For that purpose, the scheme for utilizing the past design processes for the next interactive design process is proposed. In this scheme, the process consists of three phases: the searching phase, the tuning phase and the design phase. The first phase searches the optimal decision sequences for the past design instances by GAs. By the collected sequences, the second phase tunes the criteria of selecting decision sequences for the next design process. By this scheme, the implicit constraints satisfied in the past design can be applied to the next design. Finally, the computer simulations on the simple gear-train design were carried out to show the effectiveness of the scheme.
