      • Exploring the Role of Digital Government in Enhancing Good Governance to Reach Better Circular Economy in OECD major countries

        This study investigates the critical role of digital government initiatives in enhancing good governance practices to facilitate the transition towards a more circular economy, with a specific focus on OECD countries. Drawing on a comprehensive analysis of existing literature and empirical evidence, the research explores the mechanisms through which digital government strategies contribute to improved governance structures, fostering transparency, accountability, and citizen engagement. By leveraging digital technologies, governments can streamline regulatory processes, enhance resource efficiency, and promote collaboration across public and private sectors to drive circular economy initiatives. Moreover, the study examines the challenges and opportunities associated with the adoption of digital governance approaches in different OECD contexts, considering factors such as technological readiness, institutional capacity, and stakeholder engagement. In the end, this research sheds light on the transformative potential of digital government in advancing sustainable development (economic sustainability, social sustainability, and environmental sustainability) agendas and underscores the need for targeted policy interventions to harness its full benefits in the pursuit of a circular economy paradigm. In this research, OECD countries statistics, World bank data, United Nations data, and related data sources are used to analyze the model.

        An Investigation and Analysis of HTMT-Based Public Value of E-Government Services After COVID-19 Pandemic

        전자정부 시스템은 팬데믹 기간 동안 COVID-19 문제에 안전하게 대응하고 시민들과 안전하게 소통하는 데 중요한 역할을 해다. 본 연구는 HTMT 기반 설문조사 분석을 통해 우즈베키스탄의 포스트 팬데믹 시대에 전자정부 시스템이 추구하는 공공가치 문제를 실증적으로 설문조사를 통히여 검증하였다. 연구모형과 가설을 검증하기 위하여 Smart PLS 4를 사용하였다. 연구결과는 첫째, 전자정부 서비스는 공공서비스에 지속 가능한 발전을 가져오고, 둘째, 경제, 사회, 법, 정치, 환경적 가치를 추구하는데 기여하며, 끝으로, 전자정부를 통하여 공무원과 시민들이 함께 공공재의 관점에서 최적의 의사걀정을 채탹할 수 있어 사회적 효용을 극대화 할 수 있다. 특히 COVID-19는 정부가 디지털 전환을 가속화하고 사용자에게 추가적인 편의와 즐거움을 제공하도록 촉발하는 역할을 하였다. 본 연구는 전자정부 개발은 개발도상국가에서 유엔의 지속가능한 개발 목표(SDGs)에 도달할 수 있는 잠재력과 영향력을 가지고 있다는 점을 실증적으로 보여주었다. E-government systems have played an important role in safely responding to COVID-19 issues and communicating with citizens during the pandemic. This study empirically verified the public value issues pursued by the e-government system in Uzbekistans post-pandemic era through HTMT-based survey analysis. Smart PLS 4 was used to verify the research model and hypotheses. Research results show that, first, e-government services bring sustainable development to public services; second, they contribute to the pursuit of economic, social, legal, political, and environmental values; and finally, e-government helps public officials and citizens Together, the optimal decision can be made from the perspective of public goods, thereby maximizing social utility. In particular, COVID-19 played a role in prompting the government to accelerate digital transformation and provide additional convenience and enjoyment to users. This study empirically demonstrated that e-government development has the potential and influence to reach the United Nations Sustainable Development Goals (SDGs) in developing countries.

        Blockchain-based Poultry Information Management System Design and Implementation using Hyperledger Fabric

        The demand for traceability of meat and livestock supply chains is growing due to the high-profile incidents of hormonal contamination. E. coli, dioxin, BSE, and antibiotics have been recorded. In this paper, we present blockchain-based poultry information management system design and implementation using Hyperledger Fabric. The proposed system offers accurate, decentralized, immutable and consensus process that promote trust and transparency between stakeholders. The main tasks of the system include the recording of the information associated with poultry rearing (from a hatchery to a farm), status report of the farm activities on a monthly basis. The system can track movement of docks through the supply chain until delivery to the final consumer through the retail outlet. The ability to trace the source of livestock product through all the stages of rearing/production, processing and distribution is essential for ensuring food safety as recall of contaminated product can easily be done thereby increasing consumer confidence.

        This paper aims to forecast monthly electricity across different kinds of consumers such as Residential, Industrial, Official and Commercial sectors. To achieve this, a CNN-LSTM prediction framework for energy demand in smart grid is proposed. Efficient consumption prediction is essential for effective Demand Response (DR) which can enable consumers to minimize their energy usage through proper load curtailment, consumption shift over time, or energy generation and storage at certain times to offer flexibility in the grid.

        This paper aims to design a blockchain-based duck supply chain management system that captures assets and data flow from the poultry farm until the final customer. The system is proposed to improve efficiency and transparency of the duck supply chain and address the public health concern of the source of duck product through the use of blockchain technology to provide a verifiable and traceability history of the duck production process. Thus, the main functions of the system design include the recording of the information associated with poultry rearing (from a hatchery to a grow outhouse), status report of the farm activities monthly, tracking the movement of product through the supply chain until delivery to the final consumer through a retail outlet.
